Background
Sudan is simultaneously a country of origin, transit, destination and return for refugees and other migrants. In particular, Sudan is currently a major host and transit country for East African refugees and other migrants who wish to move along the Central Mediterranean route to Europe. Migration can have significant developmental benefits and can contribute to the realization of several Sustainable Development Goals (SDGs). For instance, it can contribute to the reduction of poverty (SDG 1), disrupt inequalities related to gender (SDG 5), facilitating decent working opportunities (SDG 8) and decrease income inequalities (SDG 10). In order to understand the reason of the continuous influx of refugees and migrants through the Eastern States in Sudan and explore a programmatic approach to address the issue, UNDP Sudan have conducted a study on migrants' aspirations in Sudan. UNDP research team accessed prisons and closed camps and visited refugee camps and interviewed over 900 people in Kassala, Gedaref, Red Sea states and later in Khartoum state.
This initiative and findings guided UNDP to widen the scope of livelihood interventions of UNDP Sudan for migrants and refugees as well as host communities while also shedding a light on migration dynamics in the region important for the understanding of the trends and the importance of irregular migration and human trafficking in the region.
By reviewing the results in the light of the latest migration trends, the socio-economic situation, recent economic developments, and political context through development lenses, it was found that there is an existing gap on migration programming in the country which does not address the aspirations of several group of migrants of Ethiopian and Eritrean origin and Sudanese communities
UNDP aims to promote long-term solutions to the needs of refugees and host communities by contributing to the stability and resilience of communities through promotion of local economic development, reduction of dependence on humanitarian assistance, as well as promotion of social cohesion and peaceful co-existence between refugees and host communities.
Under the overall guidance of the Programme Manager (PM) and direct supervision of the Project Coordinator (PC), the State Coordinator will support the planning, implementation and monitoring of the inclusive livelihoods, community based socioeconomic infrastructure, peacebuilding and social cohesion activities. He/she will work in coordination with the Commission of Refugees (COR), UNDP Implementing Partners, UNHCR, local authorities and other partners providing humanitarian assistance to refugees and host communities in the assigned duty station to successfully deliver the project outputs. He/she ensures a client-oriented approach and consistency with UNDP rules and regulations.
Duties and Responsibilities
Summary of Key Functions:
- Provision of Programme/Project management and technical support at state level.
- Implementation of Project Strategies.
- Ensure effective management of project activities within the thematic/sectoral areas of migration/PVE/stabilization focusing achievement of the following results.
- Creation of strategic partnerships.
1- Ensure provision of Programme/Project management and technical support at state level focusing on achievement of the following results:
- Support in the planning, implementation, monitoring and evaluation of migration, prevention of violent extremism (PVE), and stabilization activities at the state and regional levels.
- Work closely with government counterparts, implementing partners and other stakeholders Partners in the design and implementation of migration, PVE, and stabilization approaches including targeted community-based activities and sensitization campaign and for the day-to-day implementation and monitoring of project activities at state level.
- Represent UNDP Community-Based Development Solutions for Migrants and Host Communities project at state level and attend all meetings related to refugees and host communities and provide update on urgent issues that need attention.
- Act as custodian of UNDP assets in the state where project is implemented.
- Ensure timely delivery of services and reporting as per work plan and milestone plan by Implementing Partners.
- Provide regular weekly and monthly weekly updates on all project activities.
- Monitor regularly the activities of implementing partners to ensure that activities are implemented according to the contract or agreement signed with UNDP.
- Result based management with a focus on result-based reporting demonstrating actual impact of activities.
2- Ensure implementation of project strategies focusing on achievement of the following results:
- Work closely with Commission of Refugees (COR), other government partners, UNHCR, other UN agencies/international organizations and Implementing partners to identify and implement joint activities that will benefit refugees and host communities.
- Provide technical support and guidance to implementing partners in the implementation of the project.
- Work closely with government counterparts and implementing partners to facilitate community consultations and needs assessments for community-based livelihoods and socio-economic infrastructure support to refugees/migrants and host communities as well as PVE and stabilization target communities.
- Review and analyze progress reports and timely processing of payments in line with contractual requirements and milestone plan of Implementing Partners.
- Ensure that all outputs and activities are implemented in a timely manner and adhere to project results, human resources and monitoring and evaluation plans, ensuring quality and relevance to the context of Sudan and periodically update the Programme Manager (PM) & Project Coordinator (PC) of UNDP.
- Explore potential areas /communities in East Sudan and conduct need assessment to the identified communities.
- Oversee implementation of activities outlined in the project document, with a focus on results and impact, liaising with the technical advisor for advice on technical details.
- Manage and monitor project risks, identify and submit new risks to the Project Board for decisions and update the risk log periodically.
3- Ensure effective management of Project activities within the thematic/sectoral areas of stabilization/PVE focusing achievement of the following results:
- Provide technical support to implementing partners in the capacity building of Community Management Committees (CMCs) to ensure their effectiveness in carrying out project activities.
- Monitor activities related to peace building, peaceful coexistence and social cohesion in communities hosting displaced populations.
- Provide briefings to local authorities, project beneficiaries and other stakeholders on the program's aims and objectives to have in-depth knowledge about UNDP's assistance to refugees and host communities.
- Update the Project Manager and Project Coordinator on necessary adjustments during project implementation to ensure strategic flexibility.
- Work closely with the PM and PC to identify potential issues and problems and to prepare a set of recommendations and to obtain any support/ advice required for the management, planning and control of Stabilization and Migration projects.
- Coordinate aspects of data collection, reporting and M&E aspects of the project.
- Liaise with the PM to ensure full compliance of operations with UNDP rules, regulations and policies and monitoring of achievement of results as per the NIM Guidelines.
- Manage the documentation of activities and achievements of the projects.
4- Ensure effective creation of strategic partnerships focusing on achievement of the following results:
- Work closely with implementing partners to ensure transparency and accountability in project implementation as well as establish compliant mechanism for project beneficiaries.
- Facilitate linkages of the field office with state level government and development actors that can strengthen and enhance its community outreach and impact.
- Work closely with state and locality authorities to facilitate access to project sites for all implementing partners.
- Support and contribute to the development of contingency plans to address anticipated challenges.
- Advise on planning of new activities, in close consultation with relevant Government partners.
- Contribute to the preparation of relevant proposals, concept notes, project documents and other key materials for resource mobilization.
- Explore options for coordination and synergies with other GoS, UNDP programmes, other UN agencies and bilateral partners, providing detailed advice to PM and PC.

Required Skills and Experience
Education:
- Master's degree in Development Studies, Project Management, Agronomy/Agriculture or any related field.
- A Bachelor's Degree in any of the above fields with two additional years of qualifying experience may be considered in lieu of the Master's degree.
Experience:
- At least 2 years with a Master's degree or 4 years with a Bachelor's degree of relevant work experience in development, programme management, agronomy/agriculture and livelihood activities preferably in Eastern Sudan States (mainly Kassala).
- Relevant work experience with community security/stabilization. /community development programmes.
- Experiences in Migration and economic development in the context of east Sudan states.
- Experience of working with IDPs, refugees and host-communities as part of multi-disciplinary team.
- Previous experience in dealing with government institutions, civil society organizations, public sector reforms and UN agencies would be an asset.
- Understanding of the dynamics of the local culture of Eastern Sudan.
- Basic computer skills.
- Familiarity with UN agencies, NGOs and civil societies.
Language Requirements:
Good command of oral and written English and Arabic.
