 Background:

The overall objective of this post is to contribute to the general WASH programs quality and implementation in Gedaref where CI operates  such as Um raquba, Tunaydba, Hamdayet  and Village 8 in addition to extend support for other Refugee camps or location  when required. s/he shall be posted, with emphasis on maintain high quality  the WASH program, safe water supply chain, latrines construction, safe excreta, solid waste collection and disposal and Hygiene and awareness.

The WASH officer will be assigned to oversee the WASH activities in CI operational in Gedaref but might be working in other project areas Where CARE International is operates. S/he will provide technical guidance and supervise the WASH partner staff in the planning, assessment and implementation of the stated activities in related the quality aspects, while conducting skills WASH Staff capacity development and to giving support on technical solutions of WASH issues. Leading and conducting assessments, providing technical support on WASH program design, concept papers, proposal development and technical budgeting and research , emergency response teams and assessment teams/ interagency .

 Duties and responsibilities:
  1. To Support WASH technical aspect & interventions (70%)
  • Ensure implementation of the activities defined by the WASH Team Leader/ WASH Program Manager;
  • Schedule activities according to the project’s implementation plan and using projects tools for documentation and data collection ;
  • Assess and update project needs including HR, Logistics and budgetary as may be required or needed from time to time;
  • Be in position to identify and anticipate challenges/problems relating to implementation of projects activities;
  • Be responsible for implementation of project(s) activities based on agreed detailed implementation plan(s);
  • Follow up implementation progress of projects through regular monitoring and physical visits;
  • Propose solutions or improvements for better performance of the project ;
  • In collaboration with team, write the weekly/monthly reports on the activities.
  • Identify the community’s technical training needs and develop training needs plans and execution plans;
  • Organize information meetings with community members to develop their knowledge in terms of water quality and hygienic practices.
  • Elaborate the content of the required training and organize it ;
  • Train the team of health and water and make sure they transmit messages clearly to the community ;
  • Organize the team’s work: optimize the distribution of tasks according to the members’ potentials.
  1. Planning, Coordination and Reporting (5%) Prepare detailed implementation plan and monthly activity plans for WASH activities in the operation area in line with Sector Annual AOP and in consultation with WASH Manger and the other community structures, and ensure timely implementation and regular participatory review.
  2. Procurement and Work plan (15%)
  •  Requisition and organize delivery of WASH  materials/tools/equipment to operation area   in a timely manner with close coordination with other related WASH officers
  • Monitor distribution of WASH materials/tools/equipment by WSCs to households to ensure equity and accountability
  •  Liaise with the WASH store keeper to ensure that  an up to date stock inventory is kept
  • Liaise with procurement and finance team in related to WASH implementation and planning
  1. Uphold CARE´s values and contribute to the CO shared priorities 5%.
  • Be aware of the CI Safety and Security Management Plan (SSMP) and comply with it at all times
  • Be aware of CARE’s commitments to Gender and Diversity, and strive to uphold them

  1. Any other assignment 5%.
 Minimum Qualification, Skills and Experience Required:
  • Minimum  of B.Sc. civil Engineering or related WASH Engineering
  • Minimum 1 years of experience in similar position with INGO
  • Good knowledge of water and sanitation issues, and hygiene practice
  • Teamwork spirit and community mobilization skills
  • Computer skills: Word, Excel and power point and perfect data analysis skills, knowledge of PERIMAVERA or Microsoft Project/ AutoCAD is an asset.
  • Good communication skills and command of English, both written and verbal
