It was established in the United Kingdom in 1985 in response to the drought in the Horn of Africa. Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State in Sudan.

 Background:

Job Purpose:

The Health Officer will be responsible for implementing Health program in the field. Responsibilities include participation in technical assessments, collection of health data, implementation, monitoring, documentation and reporting of the project, as well as supervision of community health workers/ care group facilitators, community volunteers, and to ensure appropriateness and quality of health program.

 Duties and responsibilities:

Specific Functions and Responsibilities:

Office Coordination:

  • Work closely with the Health & Nutrition Coordinator to achieve program objectives and targets effectively and efficiently.
  • Assist the Health & Nutrition Program Coordinator to prepare project teams weekly and monthly work plans.
  • Participate in health assessments /surveys baseline, household surveys as required.
  • Collect information regarding the overall health situation and needs of the targeted community and ensure the HIS database is updated on monthly basis.
  • Liaise regularly with the Program Manager for technical issues and support.
  • Assist the Health and Nutrition Coordinator in developing a plan for training of health staff.
  • Ensure the Health staff at the clinic and community level are adequately trained on CMAM, IYCF, IMCI, ANC, PNC and outbreak disease guidelines.
  • Provide support and training for Care group facilitators at the community level.
  • Provide technical support and daily/ frequent clinical supervision of all aspects of CMAM and PHC (IMCI, RH, EPI) program activities
  • Ensure that proper assessment, classification, reporting and referral are done of patients presenting with danger signs and symptoms of outbreak diseases, in line with national case definitions.
  • Ensure that the health activities are implemented according to national and humanitarian standards, guidelines, and program objectives.
  • Conduct regular support supervisory visits to projects to ensure quality of health projects, and support identification and documentation of quality success stories.
  • Prepare internal and external reports within agreed deadlines using Muslim Aid and donor formats, as required; including the cluster updates and monthly reports.
  • Develop effective and professional relationships with relevant officials and departments.
  • Performs any other related tasks as required by the line manager.
 Minimum Qualification, Skills and Experience Required:

 

  • B. Sc. degree in Medicine, Nutrition, Public Health or other health related science field is required. Master’s degree preferred such as Public Health
  • Minimum of 5 years professional experience implementing humanitarian health and nutrition programs at managerial or coordination level, preferably with INGOs
  • Proven experience in emergency nutrition settings, BCC, PHC and others like CMAM, IYCF, major epidemic diseases surveillance and epidemic/outbreak investigation and response
  • Demonstrated experience in capacity building, project design and budget management.
  • Understanding of protection principles, gender mainstreaming, conflict sensitivity, and Do No Harm, as well as contextual knowledge on Sudan.
  • Ability to communicate technical issues effectively and persuasively
  • Ability to build collaborative relationships with Sudanese civil society actors to generate mutually beneficial professional relationships based on mutual trust and respect.
  • Experience in effectively dealing with headquarters staff, donor, government officials, and other NGOs; ability to work with a broad spectrum of people.
  • Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
  • Experience in quality assurance in a clinical setting desirable.
  • Excellent Computer knowledge – Microsoft office programs and relevant health database.
  • Experience using HMIS or other data management and analysis programs is desirable.
  • Language requirements:  Arabic and Fluency in English is essential
  • Mature and structured approach to project and team management.
  • Ability to multi-task, ability to work under pressure, flexibility, adaptability to transition.
  • Ability to travel in country.

 

3. Qualifications and experience

  • B. Sc. Degree in Public Health, Health Sciences, or other health related science field is required.
  • Minimum 2 years experience implementing health programs, public health and management preferably with INGOs.
