Job Description

The security situation remains fragile and the operational context is meaningful. IRC has been in South Sudan since 1989 and currently operates in Northern Bahr el Ghazal, Lakes, Unity, and Central Equatoria States. Job overview: The Health Manager will provide day-to-day oversight of IRC Health programs in Malualkon. The Health Manager will work with key stakeholders in the program site including the County Health Department (CHD), partner agencies, development partners and local community structures to ensure the Health Pooled Fund (HPF) programme design is understood and implemented with close partnership between the CHD and IRC, while consistently building and strengthening the capacity of the CHD to manage the health system in the County. The Health manager will work hand in hand with the CHD and through a phased approach to hand over responsibilities to the CHD. S/he will be the focal point for supporting the primary healthcare services in the County through the government health facilities covered by the HPF, ensuring the implementation of a quality health program for the population in accordance with the accepted national and international standards. S/he will play additional roles in managing emergency health activities in liaison with the CHD. S/he will provide technical oversight to the field-based health staff in the area of primary health care, reproductive health, child health and nutrition, with an emphasis on coaching the national staff to build their technical and professional capacities. S/he will provide technical and cover-up support to Malualkon CEmONC facility to ensure smooth operations. This will include providing clinical and surgery support to patients at IRC supported health facilities in Payinjiar County. Major responsibilities:

  • You will have overall responsibility for the implementation of the health program work plan, ensuring quality outputs and timely completion of programme deliverables.
  • You will provide leadership and management of the IRC Malualkon field office health team in line with the IRC's leadership standards.
  • You will provide continuous support supervision and oversight to the health program including identification of staff training needs.
  • You will work with key stakeholders including CHD, local authority, other health and nutrition partners to foster essential working collaborations and coordination
  • You will represent the IRC in the health cluster coordination mechanism at the state level.
  • You will work closely with the medical logisticians to coordinate the pharmaceutical stocks management system, forecast requests, monthly consumption reporting and preparation of drug requisition requests.
  • You will ensure grants management as per project work plans, gantt charts, procurement plans and Budget vs Actual reviews on a monthly basis with the project team.
  • Work with the team of M&E staff to ensure timely collection of project data, analysis and validation of collected data for use in data driven decision making.
  • Work with the team in M&E to ensure data quality for the health program, data integrity and data storage while ensuring both timeliness and completeness in the DHIS

Minimum Qualifications

Education:

  • Health professional (Medical Doctor/Clinical Officer/Registered Nurse)
  • Masters qualification in Public health is desirable Work Experience:
  • At least 5 years' experience in coordinating, implementing and leading primary and secondary health programs in developing countries and/or refugee settings.
  • At least 5 years' experience in managing a community health program will be an added advantage. Proven Technical Skills:
  • Experience in writing project proposals, concept notes, budgeting and donors' reports.
  • Background in situation analysis, health assessments M&E and program implementation. Demonstrated Managerial/Leadership Competencies:
  • Have experience in general management including financial and budget management, HR and logistics management. Languages: Fluent in English, Computer/Other Tech Requirements:Good computer skills: MS Word, Excel, and email/internet software. Working environment:Security: Security level orange. Juba remains volatile. Although the possibilities of a crisis cannot be completely ruled out but indicators of continuing ceasefire are visible. The situation remains tense and unpredictable; concerns include high criminality rate, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states. Due to the deteriorating economic situation in South Sudan (i.e. devaluation of SSP, shortage of fuel, shortage of USD, increasing prices of food and basic necessities) the local community has developed growing animosity towards the expatriate community in the country. Living Conditions: The position is based in Malualkon in Aweil East. Lodging is basic, i.e. in traditional huts or tents with separate shared latrines and showers.
