Main Purpose of Job:

 

Under the direct supervision of the Environmental Health Coordinator, the Environmental Health Manager will provide leadership and oversight in the implementation of emergency response interventions that include water supply, sanitation, access, hygiene promotion and Risk communication and community engagement in Blue Nile and any other targeted IRC program locations in East Sudan. This will include supervision and mentorship of all EH field staff including coordination and external representation of the IRC at all forums at Damazine level.

 Duties and responsibilities:

Program

  • Conduct assessments that are geared towards identifying existing hygiene and sanitation practices, COVID-19 related risks, barriers to safe practices and priorities in IRC targeted project locations.
  • Support analysis of data/assessment findings to inform on design of WASH/RCCE interventions that are sustainable and in line with standard levels service as defined by SPHERE, WHO, UNHCR and Government of Sudan requirements.
  • Plan and implement WASH activities geared towards reducing risky hygiene practices, with reference to both physical and behavioral aspects of communities at targeted IRC project locations.
  • Technical design, development of BoQs, technical specifications, work schedules of EH related infrastructure activities (water supply, sanitation, healthcare waste management, and where required Pre-triage facilities, Triage, and Isolation facilities) at targeted IRC project locations.
  • Provide all necessary technical expertise to the Field EH/WASH teams (EH Officers and Assistants) in all EH/WASH related activities.
  • Support supervision of contractors ensuring standard and acceptable engineering contract management practices are always adhered to from project inception to final contract discharge and hand over to IRC.
  • Ensure water treatment and water quality monitoring activities are consistently carried out all targeted facilities and update data is always maintained.
  • Support design of context appropriate approaches/methodologies to be adopted in implementing hygiene promotion and Risk communication and Community engagement activities that would influence safe hygiene practices at the communities and at targeted health facilities.
  • Ensure that the vital elements of community participation, ownership and sustainability are being considered all EH interventions at the facilities.
  • Contribute towards development of requisite and appropriate SOPs and guidelines from time-to-time when and where required during implementation considering changing context and existing practices, and feedback from the communities.
  • Support strengthened integration of all EH activities with Health, Protection, and other program sectors.

Staff Supervision & Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Provide support to EH Officers for work plans, activity implementation and vacation-resting schedules, and staff training/development activities
  • Support initial and periodic briefing and training of staff on IRC COVID-19 SOPs including conducting periodic competency-based assessments, documenting and reporting.
  • Responsible for mentoring and supervision of EH Officers and Assistants including performance management processes.
  • Support hiring and training of auxiliary national staff such EH Officers, EH Assistants, and other at health facilities if may be required.

Supply Chain and Finance

  • Support development of EH related activity costing for preparation of budgets and monthly cash forecasts.
  • Developing standard bid documents for all EH construction related activities prior to submission to SC for further processing.
  • Conduct technical evaluation of construction bids, ensuring competent and competitive contractors are engaged to carryout IRC construction works.
  • Responsible for raising all PRs related to EH activities, timely and according to procurement plans set.
  • Work closely with Supply Chain in follow ups and tracking orders (POs, Contracts, and PRs) to ensure speed processing and in approving internal requisitions of stock for WASH-related activities.
  • Work with Supply Chain in ensure proper tracking of EH/WASH stocks as predetermined frequencies.

Grant Monitoring & Reporting

  • Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.
  • Ensure regular field monitoring and modifications as required.

Coordination

  • Support representation of IRC in all WASH Coordination forums in the IRC program areas when called upon.
  • Support Liaison with communities, local Government institutions and UN partners on EH/WASH related issues as well as other agencies (INGOs/NGOs) operational in IRC target areas regularly to ensure coordination and effective implementation of activities.

Other

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to Emergency Environmental Health Coordinator and Field Coordinator, and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
  • Other duties as assigned by the supervisor to enable and develop IRC programs
 Minimum Qualification, Skills and Experience Required:

The ideal candidate will have a Civil Engineering or Water Engineering or Environmental Engineering Degree and experience in implementing water, sanitation, and hygiene promotion. Additional experience in implementing water, sanitation, hygiene promotion and waste management activities in health care settings for highly infectious diseases including knowledge of infection control and prevention will be an added advantage.

  • Excellent understanding of EH issues in emergency situations/contexts and knowledge of emergency standards (Sphere) in WASH.
  • Strong leadership, management, planning, analytical, interpersonal, and communication skills.
  • Excellent initiator, able to manage multiple tasks.
  • Able to work under pressure and good at timely decision making.
  • Competent in Microsoft Office, and CAD of Infrastructures (AutoCAD, ArchiCAD etc.)
  • Excellent professional approach and strong team building skills.
  • Able to fluently communicate and write in English
