Job Summary:
Catholic Relief Services (CRS) Sudan Program leads a consortium of six INGOs and 13 NNGOs as well as a university research partner to implement the Taadoud II: Transition to Development program. Taadoud II, funded by the United Kingdom\u0027s Department for International Development (DFID)\u0027s program for resilience in Darfur, builds upon the success of Taadoud I, implemented from 2014 -- 2017 and also funded by DFID. Taadoud II aims to build the resilience of local communities -- particularly returnee and other conflict-affected vulnerable populations -- to cope with shocks and stresses through an integrated program that includes natural resource management at the wider, landscape level; agriculture and livelihoods promotion at the farm and household levels; and nutrition supports at the household level. Leveraging learning and evidence from the consortium\u0027s prior experience in Darfur, Taadoud II\u0027s development-focused approach targets the whole population that contains these vulnerable groups, with a necessary focus on returnees.

Following a successful six-month inception phase from April -- September 2017, the project runs for a total of 4.5 years: from October 2017 to March 2022. CRS and partners are reaching over 280 communities in 17 localities across all five Darfur states, directly targeted more than 170,000 households. The project is complemented by the USAID-funded RISING project, which is implemented by the same consortium in nearby communities. Key components of Taadoud II include learning, ICT4D, equity ("leave no one behind"), participatory community monitoring and evaluation for community-based NRM, gender equity, and operational research.

The Deputy Chief of Party (DCoP) manages and provides technical oversight of the development and implementation of Taadoud II, ensuring effective systems and processes are in place that support high-quality programming and advance CRS\u0027 work in serving the poor and vulnerable. Your management skills, technical knowledge, and attention to detail will ensure that the country program delivers high-quality programming and continuously works toward improving the impact of its multi-sectoral resilience-building program.

Job Responsibilities:

  • Support the Chief of Party (CoP) in overseeing the overall management of the project, including the quality of program implementation, operations and logistics, and financial management for all consortium partners.
  • Provide management, guidance, and technical oversight of the Taadoud II project throughout the remainder of the project cycle to ensure implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Effectively manage Taadoud consortium Program Management Team (PMT), ensuring compliance of all partners with DFID agreement requirements and CRS sub-recipient agreements with consortium partners.
  • Effectively coordinate Taadoud consortium Technical Working Groups (TWGs) in NRM, agriculture and livelihoods, health and nutrition, and MEAL to ensure an integrated approach of programming implementation and that innovations and best practices are being constantly integrated.
  • As a lead member of the Consortium Management Unit (CMU), manage team dynamics and staff well-being. Provide coaching in line with strategically-tailored individual development plans. Complete performance management for direct reports.
  • Lead the development of program learning through identification of opportunities for learning research and publications in the area of resilience-building in post-conflict environments and early recovery, through implementation of the Taadoud II monitoring, evaluation, accountability, and learning (MEAL) strategy, by managing the partnership with Taadoud\u0027s operational research partner, and by facilitating the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda.
  • Oversee technical assistance and capacity strengthening activities in resilience building, NRM, peacebuilding, and other topical areas for staff and partners to enhance program quality and impact.
  • Manage relationships with partners in a mutually beneficial way, in adherence with CRS good partnership concepts, tools, and approaches.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources. Support partners in establishing annual budgets and tracking expenditure in line with quarterly forecasts.
  • Lead and coordinate with other stakeholders implementing similar projects (particularly other DFID-funded initiatives) to improve and ensure proper learning and sharing of best practices and representation of Taadoud II within different sectoral, cluster meetings and discussions.
  • Provide an acting role for the CoP.

Typical Background, Experience & Requirements:
Education and Experience

  • Master\u0027s Degree in International Development, International Relations, or in the field of Food Security and/or Natural Resource Management required. Additional experience may substitute for some education.
  • Minimum of five years\u0027 experience in relevant field-based project management roles required, with preferably at least 2 -- 3 years working in the area of multi-sectoral, resilience-building, and development projects.
  • Experience in managing moderately complex projects, preferably with an INGO, and demonstrated experience working in partnership with international donors including DFID (preferred), USAID, etc.
  • Good experience in projects grant management, including project design, preferably for grants from multiple public donors including DFID.
  • Demonstrated experience to write high-quality technical reports, proposals, and other material.
  • Experience engaging with partner organizations, preferably at multiple levels (INGOs, universities, NNGOs, etc.).
  • MEAL skills and experience preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint, Outlook), web conferencing applications, and information management systems.

Required/Desired Languages: Fluency in English (speaking, reading and writing ability) required; Arabic capability will be an added plus.

Travel Required: Ability and willingness to travel up to 25% of the time within Darfur to project sites.
