Background/Rationale for the Assignment
There has been widespread displacement in South Sudan since the conflict erupted in December 2013. It is estimated that 3 million people are internally displaced or have fled to neighboring countries. The recent Peace Agreement coupled with imminent plans to establish a government of national unity has led to a sense of hope for lasting peace. However, despite these promising developments, fresh fighting and tensions between warring parties has started anew in a number of locations, due to disagreements and tensions between government of South Sudan and other key parties in the conflict. Implementation of peace agreement and ongoing tensions have resulted in continued high rates of family separation, with over 20,000 children now identified as separated, unaccompanied, or missing. To date, nearly 6,500 children have been reunified with their families, leaving approximately 8,000 unaccompanied, separated, or reporting missing children still in need of family tracing services.
Based on the last IPC analysis, an estimated 4.8 million people are food insecure. The response to critical needs of those populations has been slow and insufficient. UNICEF Strategy represent the adapted response to the most vulnerable and hard to reach populations.As lead agencies or principal members of four life-saving clusters in South Sudan, UNICEF and WFP agree to an integrated Rapid Response Mechanism (IRRM) that will provide immediate lifesaving assistance and increase protection of most vulnerable population outside PoCs and main IDP settlements. Faced with an increasingly complex operating environment, the cornerstone of this impact focused partnership will be joint mobile rapid Registration and Response teams that will ensure coordinated delivery of life saving assistance.
During IRRM missions, UNICEF’s Child Protection in Emergencies program covers all key thematic areas including case management, family tracing and reunification, psychosocial support mine risk education, monitoring and reporting of grave child rights violations as well as supporting emergencies such as Ebola virus disease (EVD) preparedness and responding to floods. Currently the Child Protection programme is experiencing a period of transition, with a number of staff changes, and a more streamlined programme so there is a need for an experienced Child Protection Officer to support this transition period, to ensure donor requirements are met and quality programming is maintained.
Purpose / Tasks and expected results
The United Nations Children Fund (UNICEF) South Sudan is seeking the interest of a qualified Child Protection Officer with a strong background in provision of mobile response in Child Protection in Emergencies. Provide technical assistance to CPIE activities during IRRM missions of UNICEF SSCO with technical and managerial support from the CP manager. The proposed assignment is for a period of 11.5 months.
However, coordination and collaboration with other technical specialists, CPiE implementing partners and other sectors of UNICEF, field managers, programme managers, MHPSS forums, and other UN agencies including UNMISS, UNHCR, UNFPA, IOM and ICRC is essential.
Main Duties and Responsibilities:
• Represent and Implement CPIE activities during IRRM missions of UNICEF SSCO
• Mapping of existing /potential UNICEF and CPSC implementing partners in the locations for IRRMs, during and prior to the RRM mission deployment
• Provide technical support to government and non-government organizations, including to negotiate access to hard-to reach beneficiaries.
• Coordinate and plan each IRRM missions with the emergency/field operations, supply and CP sections, ensuring that supplies are prepared and distributed/release on time, Act as the IRRM team leader, when required, on a rotational basis.
• Participate in actual mission and coordinate the Child Protection component of the mission
• Participate in rapid assessments and programme reviews with government and other counterparts to assess programs and to report on gaps/required actions.
• Work closely with internal and external colleagues including CP IRRM roster members and cross sectoral teams of UNICEF to discuss operational and implementation issues, provide solutions, recommendations and /or alert appropriate officials and stakeholders for higher level interventions and/or decisions.
• Monitor and report on program resources (financial and supplies), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Follow up and report on issues identified to ensure timely resolution by management/stakeholders
• Submit Child Protection report of the IRRM mission and update the IRRM 5Ws for CPSC as well as CP section information management system immediate after each IRRM mission.
• Debrief supervisor and other colleagues immediately after returning from mission/assist in the planning and implementation of emergency preparedness and response relating to CP section. In case of emergency, assist in monitoring, reporting and assessing the nature and extent of the emergency in the assigned area and provide assistance to the country office as required.
• Participate in the implementation of emergency CP response activities including emergency preparedness activities of SSCO.
• Liase with SSCO in maintaining effective coordination and communication with national level cluster partners and other technical working groups.

QUALIFICATION and COMPETENCIES
Education
Basic university degree in Sociology, development studies, Human Rights, psychology or any other relevant area
Work Experience
Minimum 5 years of experience in Child Protection in Emergencies technical and coordination experience in emergency settings. Experience of designing and managing major donor projects and understanding donor compliance, human rights, and child protection in humanitarian contexts. Ability to analyse information, evaluate options, and think and plan strategically. Experience in capacity building and training of local communities, and protection stakeholders on Child Protection in Emergencies programming. Work experience in humanitarian emergencies or protracted-conflict settings especially in Africa. Experience in both development and humanitarian contexts is an added advantage. Previous experience with UNICEF is preferred.
Prior experience in a similar post to South Sudan (at least 6 months) and proven track record in ability to work flexibly and cope with stressful workloads and limited resources will be desirable
Language Requirements:
Fluency in English with excellent writing skills is required. Knowledge of another official UN language is an asset.

Travel Clause
• All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
• All travels shall be undertaken only upon the prior written approval by UNICEF.
• All in-country travels are managed by UNICEF directly
• Travel costs will be reimbursed after the completion of mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.
