Inclusive Jobs and Education for Host Communities, Refugees, and other Forcibly Displace Persons," or PROSPECTS, is a partnership programme among the ILO, UNICEF; UNHCR, the World Bank and the IFC to provide job and education opportunities for refugees and host communities in refugee-hosting countries. PROSPECTS Sudan operates with three main pillars of partner assistance, namely in 1) protection, 2) education, and 3) employment. The ILO's Employment-Intensive Investment Programme (EIIP) play a key role for value chain development under the partnership programme.

EIIP supports countries in the design, formulation, implementation, and evaluation of policies and programmes aiming to address unemployment and underemployment through public investment, typically in promoting the optimum use of local resources for infrastructure development and environmental works.

An initial assessment in May 2019 and its follow-up missions in March 2020 in West Kordofan State identified the following areas of EIIP intervention as priority within the overall partnership framework for value chain development:

  • Increased access to water (e.g. boreholes, water retention barriers, and/or canal/spillways)
  • Rehabilitation of health care facilities space; and
  • Supporting other non-water value chain interventions (e.g. market, youth centres, latrines, and disinfection and sanitation campaigns in response to COVID-19).

Description of duties

The objectives of this assignment are to coordinate with relevant stakeholders, such as government officials and local communities, and conduct condition surveys for the identified priority infrastructure assets in West Kordofan State (i.e. Kharasana and El Meiram settlements). The condition surveys are expected to result in immediate and mid-term EIIP intervention designs, including Bills of Quantities (BOQs), drawings, and other specifications for infrastructure construction/rehabilitation activities within the State to create immediate jobs and assets for both refugees and their host communities.

This consultancy also aims to develop training curriculum on labour-intensive construction techniques for national and state level officials and contractors to implement such activities, in consultation with the other national consultant in East Darfur State.

In order to achieve the aforementioned objectives, main duties and responsibilities for this assignment include the following:

  1. Closely coordinate with the ILO team in Sudan and EIIP specialists responsible for the overall management of the ILO component of PROSPECTS Sudan.
  2. Consult existing documentation and develop a detailed EIIP work-plan for West Kordofan State for the duration of this consultancy (60 days) and beyond.
  3. Work closely with the other national consultant in East Darfur State to develop a national/regional guideline for the construction sector on preventive and mitigation measures against COVID-19, incorporating the EIIP’s Guidance on Employment-Intensive Works in Response to COVID-19, in consultation with the line Ministries and local government institutions.
  4. Consult local stakeholders, and plan/conduct condition surveys in the proposed areas in West Kordofan State and prepare immediate and medium term intervention designs, including costing and implementation plan, Bills of Quantities (BOQs), drawings, and other technical specifications for infrastructure development.
  5. Discuss and identify occupational profiles required for the labour-based construction works, and demands and priorities at national and state level with agencies that have a role to play in the implementation of infrastructure works, in particular the Labour-based Coordination Unit (LBCU) in the Ministry of Labour.
  6. Collaborate with the other national consultant in East Darfur State to collect training materials and prepare an outline for a training programme (topics, contents, participants, duration, and dates) to build capacities of local contractors to implement the designed infrastructure construction works.

All activities under the assignment will abide by the ILO/EIIP Guidance and government policies to mitigate the risks of COVID-19 and ensure the safety and health of the national consultant.

Deliverable and Reporting

The national consultant will submit the following reports describing progress made and achievements related to the activities above:

1) Inception report (personal work plan) within 10 working days after signing the contract

2) Interim progress report (incl. BOQs and other specifications) within 40 working days after signing the contract.

3) Final Report (incl. intervention designs and training curriculum) by the end of the consultancy contract

Qualifications

Education
First level university degree in civil engineering

Experience

At least 5 years’ experience in the construction sector developing technical designs, with proven experience in the labour-intensive approach. Knowledge of the government’s refugee programmes and modus operandi is an added advantage. Experience in working at/for international organizations in West Kordofan State is a strong advantage.

Languages

Excellent command of English and Arabic

Conditions

The work is expected to be conducted in 60 working days, with the start and end dates to be agreed. The consultant will receive DSA and car rental fees, in addition to the remuneration fees for the works.
