 Background:

Concern Worldwide is a non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty. In Sudan, Concern is working in West Darfur, South & West Kordofan states implementing programmes in Food Security and Livelihoods (FSL), Health and Nutrition, WASH sectors while also responding to emergencies that may arise. For its FSL programme in West Kordofan state, Concern is looking for a full-time Equality and Safeguarding Coordinator to be based in Khartoum office

 

Job Purpose:-

The principal objective of the Equality and Safeguarding Coordinator is to oversee the entire gender equality, safeguarding and protection related functions of Concern in Sudan, both within the organization, project beneficiaries, our partners and stakeholders at large. The position holder provides technical support to project teams across all sectors and geographic locations with strong focus on gender equality to ensure that they apply adequate protections/safeguarding for all. This involves ensuring that standard policies and protocols related to protection, safeguarding and gender equality of staff and beneficiaries are practiced based on core humanitarian standards, Concern Code of Conduct and safeguarding policies. The positions holder also coordinates with national/international partners, humanitarian actors, and GoS authorities on gender equality, protection and safeguarding based on global, national and Concern internal policies, guidelines and protocols. The Equality and Safeguarding Coordinator will also be responsible for ensuring that new project staff (both national and international) have adequate knowledge and information and commitment to Concern policies, guidelines and protocols in all areas of their humanitarian work.

 Duties and responsibilities:
  • Systematically organize Concern’s safeguarding, protection and gender equality policies and guidelines documents, reviewed and updated regularly based on Concern directives and ensure that these guidelines and protocols are available, understood and applied  consistently, by all Concern Sudan staff and partners.

Gender Equality

  • Coordinate the integration, implementation, and assist in the monitoring and evaluation of Gender transformative programing (which includes programmes that engage men and boys on gender equality) including strategies for prevention of GBV.
  • Provide relevant technical assistance (advice, training, capacity building, documentation, etc.) to programme staff and ensure that all learning materials and manuals are reflective of Concern best practise on approaches to Gender Equality.
  • Identify and build the capacity of national staff and local partners in Gender Equality, to influence attitudes and behaviours and to assist our strategic goal of developing staff and partner quality.
  • Coordinate and communicate with Concern HQ protection team for applying innovative technical models can be applied for program implementation
  • Assess and generate data for rapid gender barrier and context analysis in program operation areas and provide support to field teams in addressing gaps and needs

 

Safeguarding/protection:

  • Assist the Programme Director and MEAL Team in the management of Concern’s Safeguarding and Accountability mechanisms and directly support the Safeguarding Focal Points in field offices.
  • Assist in the monitoring and evaluation of safeguarding measures.
  • Coordinate with field offices (project officers, field supervisors) about protection issues in the assigned areas of intervention and generate protection situation reports, updated for report and proposals.
  • Review and regularly update protection service mapping in our operation areas with the support of the field staff (linking to referral system in health facilities and OTP centres)
  • Facilitate capacity-building training for Concern staff and partners on safeguarding, protection with a strong focus on gender equality
  • Prepare (on-going) protection risk assessments, mitigation methods and action plans, and ensure implementation and consistent documentation of action plans
  • Works with the Programme and MEAL teams to coordinate community consultations and orientation sessions about rights, entitlements, registration, essential and specialist services.
  • Works with State/Federal level government offices and civil society organisations to ensure safe-programming and protection/safeguarding of staff and beneficiaries.
  • Represents Concern in Protection Cluster, and Technical Working Groups on behalf of the Programme Team
  • Supports and coordinate with MEAL TA for baseline surveys, post-distribution and other monitoring activities, and reporting to ensure protection, safeguarding and gender empowerment reflects these activities
  • Contributes to generate reports by providing information on gender, safeguarding and equality.
  • Provides written feedbacks/reports about protection, safeguarding, and gender inequality related incidents

 

Management

  • Serves as a Equality, Safeguarding and Protection Focal Point for Concern Sudan office
  • Manages a team of Equality, Protection and Safeguarding Assistants/Officers/Focal Points in field locations and provide them work plans and technical support based on project deliverables
  • Reviews and evaluate Equality, Protection and safeguarding Assistants/Focal Points performance and proactively plan capacity training as per needs
  • Participate and contribute on relevant coordination and management meetings to ensure equality, gender, safeguarding and protection issues are given proper attention by the management
  • Ensures that all equality, gender, safeguarding and protection  information are documented and protected based on Concern information management standards and all staff are aware of the information
  • Integrates Concern Worldwide Equality, Protection and Safeguarding principles, Code of Conduct guide in all project management plans, and operation activities
  • As might be required performs other duties assigned to her or him by the line manager

 

Other

  • Required to adhere to Concern Worldwide principles and humanitarian values, as well as the promotion of gender equality and safeguarding
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles

 

Accountability

The Gender and Safeguarding Coordinator is accountable to the Program Quality Coordinator for performance. Completion of timely and accurate written reports, feedback from Area Coordinator, Programme Advisor and Area Managers. The role holder should demonstrate high commitment and example on Code of Conduct related positive behaviour.

 

Emergency Response:

Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and Sudan Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

 Minimum Qualification, Skills and Experience Required:
  1. Education
    • University Degree in Gender Studies, Social Science, Community Development or relevant fields
    • Relevant short courses in the required field in concern in a plus (safeguarding policies, humanitarian Code of Conducts etc.)

 

  1. Job related Experience required
  • Demonstrated experience in gender and equality transformative/mainstreaming work in Sudan. Familiarity with, and a supportive attitude towards processes of creating a protective environment for staff and beneficiaries to delivery services.
  • Experience and understanding of protection sector function in Sudan including child protection and related gender issues (GBV, SGBV, HIV/AIDS etc.) and its integration in humanitarian programming.
  • Information assessment, analysis and report writing skills in English
  • Minimum of 5 years hands on experience in working with an International NGO in protection sector

 

  1. Desirable:
  • Ability to work in challenging environment, under pressure and in response to changing needs
  • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
  • Excellent interpersonal and communication skills including negotiation skills with authorities, UN and other partners
  • Leadership qualities, personnel and team management including mediation and conflict resolution
  • Background knowledge on humanitarian financing, logistics and administration
  • Experience in supervising, managing/coaching, and training teams

Concern has an organisational Code of Conduct (CCoC) with three Associated Policies; the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking in Persons Policy.
