 Background:

Triangle Generation Humanitaire (TGH) is an international, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non-discrimination. TGH launched its mission in Sudan in 2004, in response to the Darfur conflict. Since then, TGH has been implementing projects in Food Security and Livelihood, water supply, sanitation hygiene promotion and education.

 Duties and responsibilities:

General responsibility

Under the supervision of WASH coordinator, the WASHdeputy coordinator is responsible for global implementation of the activities of Triangle Generation Humanitaire in Darfur on water supply management, capacity building, and sanitation and hygiene promotion.

In the course of undertaking tasks, he/she represents Triangle with professionalism, honesty and commitment.

 

Responsibilities and related tasks

Development of TGH strategy and appropriate methodology in water supplymanagement, sanitation and hygiene promotion according to the needs and context in TGH intervention areas

  • Develop a good comprehension and understanding of water supply management roles from different stakeholders (including public, private and community)in the intervention areas, proposing adequate strategy and methodologies to improve stakeholderscapacities and coordination and the sustainability of management systems.
  • Develop a good comprehension and understanding of sanitation and hygiene promotion in the intervention areas, proposing adequate strategy and methodologies to improve sanitation access and improved hygiene awareness and behaviour.

Related tasks:

  • Conduct assessments to evaluate water supply, sanitation and hygiene promotion management capacities of local stakeholders, applying participatory approaches and self-assessment processes.
  • Mobilise the community and stakeholders in the definition of the objectives, outputs and activities needed to improve and sustain water supply, sanitation and hygiene promotion management.
  • Follow-up of Government and Humanitarian Actors strategies, experiences and learned lessons in sustainable water supply, sanitation and hygiene promotion management.
  • Advocate on and promote TGH approach in terms of Hygiene Promotion support and development through communities volunteers (Hygiene Key Promoters) and water points maintenance systems through Water Users Committees and spare parts retailing network
  • Based on participatory assessments results and knowledge of learned experiences of other stakeholders, elaborate written documents justifying the most pertinent strategies and methodologies to improve sustainable water supply, sanitation and hygiene promotion management.
  • Mainstream gender, environmental and equity issues in all strategies and methodologies proposed.
  • Participate in project design and proposal writing.

 

Capacity building & community mobilization

  • Design and implement training modules for WASH management stakeholders (water committees, WES, health committees, schools, etc.).
  • Support TGH WASH teams inWES and community mobilization for project activities and trainings.

Related tasks:

  • Designand developadapted training contents with adequate training methodology on the following main topics:
    • Water supply cost-recovery scheme management, financial and human resources management.
    • Equity considerations in water tariff setting, monitoring of access of vulnerable households to water supply, sanitation and hygiene promotion.
    • Participatory approaches to promote sanitation demand and hygiene promotion:  PHAST, CATS/CLTS, sanitation marketing.
    • Other topics according to identified needs.
  • Organize and implementtrainingsfor different WASH management stakeholders.
  • Elaborate good quality training reports.
  • SupportToT processes for trainees to disseminate training contents.
  • Conducts regular post-training sessions to follow-up capacity building and provide pertinent advice to the WASH management stakeholders.

Support to the implementation of project activities

 

At the operational level, supportTGH WASH teams and TGH partners particularly in the activities related to:

  • Capacity building of WASH management stakeholders
  • Sanitation
  • Solid waste management
  • Hygiene promotion

Related tasks:

  • Work in direct collaboration with HP officers, community mobilizers and WASH technician maintenance systems during the elaboration of monthly follow-up work-plans, trainings planning on a monthly basis
  • Provide guidance to TGH WASH teamsand TGH partners in the preparation of project activities to meet current needs and project document specifications.
  • In collaboration with the WASH Coordinator, design the annual planning for WASH activities
  • Assist WASH Managers in the elaboration of the monthly planning of WASH activities
  • Verify activity Action Plans elaborated by TGH WASH field teams and proposetechnical improvements.
  • Check compliance between general planning and activity effectively carried out
  • Support TGH WASH teamsand TGH partners in the implementation of methodology and adequate use of monitoring tools.

 

Monitoring, evaluation and reporting

  • Apply existing TGH monitoring and reporting tools and propose improvements in the monitoring system, specifically to assess sustainability of water supply management systems, progress in managerial capacities of WASH stakeholders, progress in sanitation access and in hygiene behavior.
  • Follow-up data from external sources to complete TGH WASH monitoring system.

Related tasks:

  • Ensure timely submission of monthly follow up reports to WASH Coordinator and ensure the accuracy and timeliness of the reporting.
  • Monthly compile hygiene promotion and maintenance systems follow-up reports and drive organization of training and follow-up to come according to the analysis of the reports
  • Checking progress of key WASH programme indicators on monthly basis.
  • Take lead with regards to implementing KAP surveys at all bases, content, data analysis and dissemination of KAP survey results.
  • Compile data from external sources: Ministry of Health, Schools, WES, UNICEF, etc.
  • Participate actively in internal and donors reports as requested by WASH coordinator and/or Head of Program.
  • Report to the WASH coordinator of any problems arisen or anticipated.

 

Internal coordination

  • Ensure good information transmission and communication with WASH coordinator and all WASH team members, as well as other TGH departments at base level and Khartoum.
  • Promote capacities of TGH WASH staff in non-technical skills such as: water point management, community mobilization, community sensitization, and monitoring, participatory approaches to sanitation and hygiene promotion.

Related tasks:

  • Monthly meeting with WASH coordinator to update projects’ implementation progress and define movement planning for coming months.
  • Ensure the different WASH team members coordinate and work closely.
  • Attend coordination meetings with WASH team at bases level.
  • Implement internal trainings for WASH teams related to the expertise areas.

 

External coordination and representation

  • Ensure good communication with TGH WASH related partners on the field (WES, HAC, UNICEF, NGOs, etc.)
  • Maintain the interface with community with aim of developing trust and good relationship

Related tasks:

  • Co-ordination meeting with partners involved in the activities
  • Regular meeting with the beneficiaries (site visits)
  • Meeting community leaders (Sheikhs, Sheikhas) periodically to ensure that our intervention is beneficiary focused and is sustainable.
  • Attend external WASH sector coordination meetings, locality and/or HAC at base level
  • Ensure coordination with other implementing partners at base level
  • Advocacy toward local actors for their involvement of WASH  activities

 

Any other task/duty that is necessary to the good implementation of WASH activities in the mission may also be required.

 Minimum Qualification, Skills and Experience Required:
  • BSc University degree in water engineering, Geology or related  field,
  • Master degree is preferable
  • Compulsory specific training in Water supply and Sanitation Management and Hygiene Promotion.
  • At least 5 years work experience in NGO in water supply and sanitation management including experience in community-management and cost-recovery schemes, hygiene education and awareness (PHAST, CATS/CLTS methodologies)
  • Capacities forstrategic analysis, assessment and planning
  • Excellent communication and reporting skills
  • Very strong skills in capacity building and training design and implementation (skills/competence transfer)
  • Knowledge of the humanitarian context in Darfur
  • Strong computer skills (MS office)
  • Field oriented person. Will follow trainings, audits and other activities on a regular basis (50% of the main time)
  • Fluent Arabic
  • Fluent English speaking and writing skills.
