Background

The government of Sudan through the Prime Minister requested that Sudan be declared eligible to the United Nations Peacebuilding Fund (PBF) on 25th September 2019. The request focused on three priority areas identified for Darfur, namely Rule of Law; Durable Solutions; and Peacebuilding at the community-level. The rationale behind this request was to promote stabilization and peace consolidation in Darfur with proposed interventions aiming to tackle the causes of violence by working on the findings of conflict drivers. Subsequent discussions with the Government of Sudan endorsed the three priority areas identified for PBF funding.

The PBF interventions seeks to contribute to the achievement of the following three outcomes for the five states of Darfur:

Outcome 1: Durable solutions for the return of Internally displaced people (IDPs) and refugees and the residents are made possible by peaceful resolution of land disputes, and sustainable land and natural resource management facilitates enhanced agricultural productivity, processing and value-chains to create jobs and improve livelihoods

Outcome 2: Good governance is instituted at locality level and confidence of people built : freedom of movement and physical security is taken for granted by men and women and the rule of law is perceived to be applied without fear or favour; quality basic services are accessible to all, and all feel a stakeholder to their provision

Outcome 3: A culture of peace and rights is nurtured and sustained in Darfur by a vibrant civil society with the commitment and capacity to represent the interests of all stakeholders in the resolution of disputes, and in holding Government to account for maintenance of the social contract

PBF is funding five projects in five states of Darfur. Under the overall supervision of the Darfur Senior Regional Coordinator, the Rule of Law Officer will be responsible for the day to day management of all rule of law components of the five PBF projects in Darfur. All the five projects follow an integrated peacebuilding and area-based approach to address identified conflict drivers and root causes of conflict in Tawilla locality in North Darfur; Assalaya-Sheiria-Yassin localities in East Darfur; Jebel moon locality in West Darfur; Greida locality in South Darfur and Umm Dhukun, Nertiti localities in Central Darfur.

Duties and Responsibilities

Summary of Key Functions:

  • Ensure the implementation, management, and coordination of the Rule of law aspects of the PBF projects.
  • Ensure financial and administrative oversight of the project.
  • Ensure proper coordination with donors, stakeholders and partners and participation in state level coordination meetings.
  • Ensures provision of top quality advisory services and facilitation of knowledge building and management
  • Support the implementation, management and coordination of the Rule of law aspects for the five PBF projects in Darfur
  • Support the day-to-day management of the rule of law components of the five projects.
  • Support drafting and updating annual project work plans in close consultation with UNDP and other UN agencies and stakeholders.
  • Ensure effective monitoring and evaluation of the project and implementation of recommendations.
  • Closely monitor project activities against the desired outputs/results and advise the Project Management Team on required management actions and necessary modifications.
  • Participate in the recruitment and supervision of project staff and consultants, in particular:
  • Ensure the delivery of services in accordance with their implementation agreements or contracts.
  • Supervise and co-ordinate their work to ensure the production of relevant project outputs; and
  • Support the development of the capacity of the justice sector institutions (Judiciary, Attorney General's Office, Police, Corrections, TJRC, civil society etc.) to manage support programmes directly, including bilateral agreements
  • Determine, design and monitor capacity development interventions and follow-up to ensure quality and relevance to the context of Darfur.
  • Initiate the preparation of quarterly and annual project reports for the rule of law components to be submitted to the project manager and the Project Steering Committee and UNDP and donors, as well as other information as may be requested.
  • Perform thorough analysis and research in thematic areas relating to human rights and rule of law relevant for the project's successful implementation.
  • Financial and administrative oversight of the project,
  • Planning, organization and oversight of the necessary administrative and other logistical support to consultancy missions, workshops, learning abroad, and another project activities.
  • Exercise financial oversight of the project under the supervision of the Project Manager to ensure accurate and efficient budget management and project delivery including overseeing and authorizing financial transactions in Atlas.
  • Preparation of separate progress and financial reports as may be required under cost-sharing agreements with donors.
  • Support the development and implementation of a resource mobilization strategy, by participating in meetings with donors on behalf of UNDP and the TJRC to mobilize resources to achieve project outcomes.
  • Donor, stakeholder and partner coordination
  • Establish and maintain relations with relevant stakeholders and partners including UN agencies, rule of law institutions (in Khartoum and Darfur) and support efforts and opportunities to develop and maintain relations with other human rights forums.
  • Create and coordinate partnerships/relationships with a broad range of stakeholders, donors and partners to understand needs, identify resources and gain support.
  • Establish and maintain an appropriate coordination mechanism for all project activities in general and human rights and rule of law in particular.
  • Ensure participation by a wide array of stakeholders engaged in human rights and rule of law in Darfur in particular and Sudan in general, and support efforts to build new partnerships with all stakeholders including justice sector institutions, native administrations and local authorities and various substantive sections of UNAMID including the forthcoming new mission UNITAMS which is expected to play a key role in the rule of law and human rights arena;
  • Analyze and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new areas of cooperation.
  • Perform any other duties as assigned by Supervisor

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.

  • Organization of trainings for the operations/ projects staff on programme issues.

Required Skills and Experience

Education:

  • Master's Degree or equivalent in Law or International Relations, Development Studies, Human Rights, International Development, Public Administration, Business Administration, Social Sciences or related field.
  • A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • Minimum of 2 year with a master's degree or 4 years with a Bachelor's degree of relevant working experience in design, implementation, monitoring and evaluation of projects, especially in the area of capacity development of national and community level institutions for delivery of legal services;
  • Experience in developing and delivering capacity building programmes for Government, state institutions, private sector and civil society organizations is desirable.
  • In-depth understanding of a wide range of tools for conflict resolution and peace building, is desirable.
  • Experience in crisis or post-conflict settings.
  • Strong communication, facilitation and presentation skills possession of exemplary verbal communication skills and ability to address groups of people, small or large and must be able to fluently communicate.
  • Experience of management of project teams in different project locations (remote management) will be desirable.
  • Good writing and reporting skills will be a strong asset
  • Strong interpersonal and excellent team-building skills, problem-solving, and conflict resolution skills

Language Requirements:

  • Fluency in English both writing and speaking.
  • Working knowledge of Arabic language is an asset.
