The HQ USAFE/A4CX, Emergency Management Branch expert support in Readiness and Emergency Management (R&EM) and planning for both Air Force Forces (AFFOR) and Major Command (MAJCOM) operational Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) planning functions. These capabilities are critical to ensuring USAFE can meet new emerging CBRNE readiness focus requirements for home station, expeditionary, and contingency environments across the USEUCOM Area of Responsibility (AOR).
Expertise required includes detailed gap analysis on current CBRNE threats to USAFE installations and resources throughout Europe, provide proposed mitigation actions, and develop MAJCOM-level Support Plans. They will coordinate MAJCOM Support Plans to meet the planning requirements of Combatant Command (CCMD), Department of Defense (DoD), sister Services, interagency, North Atlantic Treaty Organization (NATO) Allies, and partner nations in Europe. The MAJCOM-level CBRNE Plans will be critical for the command’s plans development and the identification of critical CBRNE steady-state, contingency training, exercise and equipment requirements for main operating bases (MOB), geographically separated units (GSU), cooperative support locations (CSL), and forward operating locations (FOL).

•Serve as a MAJCOM expert for conducting a detailed gap analysis on the current CBRNE threats to USAFE installations and other resources throughout Europe.
•Develop detailed MAJCOM-level Support Plans to conduct viable steady-state mission operations and the wartime Ability to Survive and Operate (ATSO) in a hostile and/or contaminated CBRNE environment.
•Provide proposed corrective actions and identify additional resources required to mitigate short-term and long-term gaps.
•Review USAFE installation plans to ensure they incorporate all functions relating to the installation Emergency Management (EM) programs ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the installation level.
•Coordinate MAJCOM Support Plans with HQ USEUCOM, Headquarters Air Force (HAF), USAFE Directorates, and other support staff agencies to meet the planning requirements of CCMD, DoD, sister Services, interagency, NATO Allies, and partner nations in Europe.
•Develop goals and objectives that integrate organization and R&EM objectives.
•Research, interpret, analyze, and execute R&EM policies and procedures IAW DOD, CCMD, and AF guidance.
•Coordinate with managers and customers from other MAJCOMs, USEUCOM, DoD, HAF, DoE, interagency, and sister service organizations, as appropriate.
•Provide advice regarding significant issues and problems related to work accomplishment to supervisor.
•Establish metrics and analysis systems to ensure actions are timely and reviewed at critical points.
•Assess and revise policies and procedures, as needed, to improve quality, timeliness, and efficiency of work.
•Execute EM policies and procedures IAW the National Incident Management System (NIMS), the National Response Framework (NRF), and the AF Incident Management System (AFIMS).
•Work directly with Host Nation Ministry of Defense (MOD), civilian city and county Emergency Managers, and the MAJCOM Judge Advocate (JA) Office to ensure a seamless integrated emergency response in place to support the local community and industries surrounding USAFE installations.
•Integrate EM and CBRNE requirements and capabilities into all applicable MAJCOM contingency support plans.
•Coordinate on MAJCOM-level threat, risk, and vulnerability assessments.
•Provide R&EM expertise and guidance to MAJCOM and installation commanders and their staffs to ensure the identification and budget for sufficient equipment and to organize their unit disaster response force (DRF) components.
•Manage the MAJCOM’s CBRNE passive defense and consequence management program and planning functions.
•Provide MAJCOM guidance and define requirements for expeditionary engineering combat support during contingency operations and conventional regional war IAW the War Mobilization Plan.
•Ensure USAFE installation plans provide technical advice and guidance to the Emergency Operations Center (EOC) director and senior installation leadership to mitigate the effects of, ensure rapid response to, and recovery from man-made, natural, or technological emergencies or contingencies either at home station or at a deployed location.
•Analyze threats and provide recommendations concerning potential threats to facilities or personnel.
•Provide presentation material in support of MAJCOM meetings, briefings, symposiums, conferences and workshops.
Qualification Requirements:
•Master's degree in a related field and 3 years of recent specialized experience; OR Bachelor's degree in a related field and 6 years of recent specialized experience; OR 10 years of recent specialized experience.
