Description
MOVCON's objective is to transport by air the UN Staff Members and Government Officials working directly for the mandate of the UNITAMS, their baggage’s, cargo and materials as required by UNITAMS Mission Mandate to and from the designated locations in accordance with international and national laws while being in-line with United Nations Air Transportation rules and regulations.
Within limits of delegated authority and under the overall management of the Chief MOVCON Unit, the International Individual Contractor for Movement Control will be responsible for performing the following functions:
- Assist UNITAMS in establishing, supervising and operationalizing a centralized booking office function at its HQ in Khartoum.
- Ensuring that Movement of Personal and all other related documents are received in time and are accurate as per the standing UNITAMS Aviation and MOVCON SOPs.
- Ensure passengers are booked as per the established UNITAMS Passenger Priorities.
- Supervise the timely preparation of accurate passenger draft manifest and share it with Air Ops flight planning office.
- Meanwhile coordinate with the MOVCON UNITAMS Surface Cargo Shipment Office for any necessity of converting the surface cargo to Air Cargo. At the same time ensuring that this information is also shared with Air Operation’s Flight Planning Office.
- Assist UNITAMS Air Operations Office in finalizing the Daily Flight Schedule for the next day’s flight operations.
- Ensuring that Draft Manifests for both Passengers and Air Cargo is timely sent to Governmental agencies for their approval / stamping.
- Ensuring the timely availability of accurate passenger manifests as per the Daily flight schedule to all UNITAMS Air Travelers via intra-net / displaying the same on billboards for the information of travelers one day prior to the next day flight schedules.
- Providing information on flight schedules and travel bookings as and when required.
- Attending Air Crew briefs on daily basis when arranged by Aviation Section and address their concerns about Passenger and Cargo manifesting.
- Assist Air Operations in planning and booking of Special / VIP/ CASEVAC/ MEDEVAC flights.
- Assisting with the planning and execution of UNITAMS Individual Police Officers during their initial deployments, reassignments, rotations and repatriations.
- Liaison for booking of UNITAMS Passengers with the UN Humanitarian Agency Flights on Cost Recovery basis and maintaining records.
- Managing and supervising the monthly attendance of National Individual Contractors working in UNITAMS Passenger Booking Office.
Ultimate result of service
MOVCON Unit has a requirement for the provision of logistical passenger and freight shipping / movement services. The requirement is to carry out the mandated tasks and undertake full responsibility for all aspects of the Missions' movements, using multi-modal transportation where necessary to serve the requirements of the mission.
Outputs/Work Assignment
The International Contractor will conduct his / her shall primarily be operation from the centralized Passenger Booking Office locate at Khartoum and shall be directly responsible to the UNITAMS Chief of MOVCON UNIT while being indirectly supervised by the Chief Aviation/ MOVCON Section.
Expected Duration
The IC will be hired for Nine (09) months, with possible extension depending on operational requirements, and availability of funds.
Academic Qualifications: Candidates must have a High School Diploma or equivalent and experience in Logistics, Supply Chain Management, Shipping, Aviation, Warehousing or a related field.
Experience: Candidates should have at least 3 years of relevant operational experience in either movement control, multi-modal transportation, transport operations, logistics management, Shipping, Aviation, Warehousing or related fields. Experience in the centralized passenger a/air cargo booking in United Nations field missions, military movement control or other similar operational environments would be an advantage.
Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of Arabic is an advantage.

Movement Control (MOVCON) is a multi-modal cargo, freight, dangerous goods and passenger movement operation that is a Unit of the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS. Offices and location for MOVCON include Khartoum, El-Fasher, Zalingei, Port Sudan, Kassala and Kadugli. MOVCON employs experienced persons in centralized Passenger Booking, Air Cargo movements by airline industries and other similar backgrounds to carry out its mandated activities. However, earlier experience in the United Nations Filed Missions is considered an added advantage,
