Description
Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Sudan started its operation in 2004 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors.
COOPI is currently implementing several projects in East Sudan (Kassala and Gedaref States) supporting Ethiopian refugees and host communities mainly in the WASH sector.
Under the framework of the on-going projects, COOPI is looking for qualified and competent MEAL Officer

Duties and responsibilities:
COOPI is looking for a MEAL Officer who will undertake duties and responsibilities related to monitoring, evaluation accountability and learning in the COOPI East-Sudan office. MEAL Officer’s role is to collect and analyze data to assure support to the program for their improvement by providing reliable field information on the quality of implementation for coordination and management decision making on the different projects COOPI is implementing in the area. It is also the duty of the MEAL officer to produce statistics and to ensure accountability to affected population (AAP) in accordance and that the COOPI’s office culture is that of Accountability.
The person will hold the following responsibilities:
Monitoring
- As a member of Monitoring Team, the MEAL Officer shall conduct data collection in the field and execute the methodologies provided for the different projects.
- Undertake regular visits to field locations to support monitoring and evaluation processes and contribute to the development and roll out of accountability processes.
- Participate in all other aspects of MEAL, for example surveys, baselines, evaluations, joint projects monitoring and reviews / lessons learning workshops/events.
- Produce monitoring checklists and conduct quarterly joint field process monitoring, quality assessment and data validation, and provide feedbacks and recommendations for timely improvement
Evaluation and Learning
- Support the Area Coordinator and the Project Managers in organizing and facilitating quarterly monitoring report, progress review and learning events
- Supports the Area Coordinator and the Project Managers in design and implementation of periodic evaluation activities including baseline surveys, research and evaluations in the area of health.
- Develop field staff capacities to employ a learning approach to their work. She/he will also be actively involved in promoting learning through documentation of lessons learned and developing approaches for community analysis and utilization of data for decision-making.
Accountability
- Together with the Project officers and with the support of the Area Coordinator and the Project Managers, undertake accountability activities, including the development and use of information sharing materials and the establishment of complaint response mechanisms.
- This may include ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation and corruption and referred appropriately.
Data Collection & Validation
- Ensure transparent, accurate and timely data collection for the purposes of baseline study, real-time evaluation and post-intervention/ post-distribution monitoring. It involves: field visits to project locations; conducting training for local enumerators; application of different data collection tools as well as collecting GPS and photographic data from the field.
- Ensure all data collection is done in line with good quality monitoring data, in a timely manner, and organize data received for reporting to the Area Coordinator and the Project Managers.
- Ensures the quality of monitoring data reported by field offices through capacity building, supportive supervision, routine checking and validation of data.
Reporting & Analysis
- M&E Officer ensures timely data analysis and preparation of monitoring report according to COOPI procedures and standards.
- Will support programs in collaboration with project officers in compiling of data and write reports accordingly.
- Will support programs with analysis and graphic representation of data for reporting purposes
Capacity Building
- Actively contributing to designing and regularly updating program MEAL guidelines and tools and ensures that project staff have access and can use the tools,
- Support the Area Coordinator and the Project Managers in developing capacity of local communities, partners and staff on the project MEAL framework, data management, and data analysis and results‐oriented programming, monitoring and evaluation methods and principles and reporting systems
- Support the Area Coordinator and the Project Managers in training concerned program staff on the use of MEAL system; conduct rapid assessments and trend analysis of field-based projects to monitor project activity.
- Ensures the quality of monitoring data reported by field offices through capacity building, supportive supervision, routine checking and validation of data.
- Support Area Coordinator and the Project Managers in analyzing existing tools and procedures and developing new tools for needs assessment, baseline survey, monitoring and evaluation.
- Carrying out other duties assigned by direct supervisor.
Management Tasks
- Supervises field level Project staff or enumerators during data collection exercises being conducted in the Field.
- Lead field level MEAL activities during project implementation tasks such as Data collection, entry, cleaning, collation, validation, etc.

Minimum Qualification, Skills and Experience Required:
- Excellent verbal and written skills in Arabic and good written and spoken English.
- Bachelor of Science, Bachelor of Arts Research, Social Sciences, Engineering, Management or any other relevant field
- 1-year MEAL officer or 2 Years MEAL assistant
- Experience in conducting data collection exercises (Qualitative and Quantitative)
- Experience in use of digital data collection tools is an advantage
- Proficiency in Microsoft suite Excel, SPSS, STATA, or other
- Proficiency in Microsoft suite is an advantage
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching
- Strong results orientation, with the ability to challenge existing mind sets
- Ability to present complex information in a succinct and compelling manner
