BACKGROUND ON IMPACT AND REACH

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)- mapping facilities and expertise.

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

We are currently looking for a REACH Assessment Officer to support our REACH Sudan team.

COUNTRY PROFILE

IMPACT, through its REACH initiative, has set up its presence in Sudan for the first time in 2020 by supporting humanitarian actors in the implementation of the first country wide Multi Sector Needs Assessment (MSNA) to inform the HNO and the HRP humanitarian planning processes.

POSITION PROFILE

REACH Sudan is seeking an Assessment Officer (AO) to support the implementation of the first ever Sudan MSNA. Tasks will include data cleaning support, coordination of technical support during the implementation of data collection, output production and presentation of results, and supporting the incorporation of MSNA findings into strategic planning documents. In collaboration with the REACH Sudan project focal points, relevant partners, and with ISCG coordination, the AO will ensure that REACH-supported data and analysis is shared with and utilized by the broader humanitarian community.

FUNCTIONS

Implementation of the Sudan MSNA

Under the supervision of the REACH CC and the Assessment specialist, and in collaboration with the IMPACT Research Unit, and all relevant MSNA stakeholders, the AO will be responsible for supporting the implementation of all operational stages of the relevant data collection exercise(s), including tool and methodology design, coordination of data collection, data cleaning, and data analysis.

MSNA product drafting

Under the supervision of the REACH CC and the Assessment Specialist, and in collaboration with the IMPACT Reporting Unit and all relevant MSNA stakeholders, the AO will be responsible for producing and/or overseeing the production of all relevant outputs (as defined by the ISCG) related to the aforementioned data collection exercise(s). These outputs may include cleaned datasets, factsheets, situation overviews, and reports.

Research

Under the supervision of the REACH CC and the Assessment Specialist, the AO will be responsible for conducting periodic research on the state of the evidence base underpinning the humanitarian response in Sudan, and producing relevant outputs to include reports, factsheets, and/or databases of relevant outputs.

Analysis

Under the supervision of the REACH CC, the AO will be responsible for consolidating relevant data and outputs from within REACH Sudan portfolios, identifying methodologies for intersectoral analysis, and engaging with relevant partners to conduct and share this analysis in a variety of fora.

CONFIDENTIALITY

The Assessment Officer will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.

REQUIREMENTS
  • Excellent academic qualifications, including a master’s degree in relevant discipline (international studies, development, humanitarian response, monitoring and evaluation, etc;
  • Knowledge of the Humanitarian Programme Cycle (HPC);
  • At least 3 years of relevant working experience in humanitarian settings;
  • Excellent organizational skills;
  • Written and spoken fluency in English required; Knowledge of Sudanese Arabic a plus.
  • Previous experience in survey tool design and implementation;
  • Excellent analytical skills – ability to situate findings within a wider context;
  • Excellent communication and drafting skills for effective reporting and coordination;
  • Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint.
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Ability to work independently.
CONDITIONS
  • Salary defined by the IMPACT salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus.
  • Additional monthly living allowance provided in country by IMPACT’s partner ACTED.
  • Food and lodging provided at the organisation’s guesthouse/or housing allowance (depending on contract length and country of assignment).
