Description
| Becoming the world’s youngest state in 2011, South Sudan has been continually faced with a multitude challenges in achieving stability, peace and development. While many areas in the country are still in dire need of humanitarian support, there are regions that are ready to move from humanitarian and emergency support to for recovery and development interventions.
Recognizing this overlap of humanitarian and recovery support as well as the need to smoothly transition from one phase to another, development partners have agreed to work collectively to ensure better coordinated and more targeted approach in resilience building and reducing vulnerabilities of communities. It aimed at harnessing synergies between humanitarian and development interventions. These include interventions targeting food security as well sustainable and resilient livelihoods; enhancing of capacities of local institutions and communities to recover, absorb and withstand economic shocks; strengthening local and national mechanisms for peacebuilding, reconciliation and social cohesion as well as restoring community trust. The partnership in Yambio of the former Gbudue state has been modeled after similar experiences in joint programming in Aweil and Bentiu and further motivated by a joint donor visit in 2018 leading to the formulation of the Yambio 11-Point Agenda and a commitment by 30 participating heads of cooperation, UN agencies funds and programmes to support work towards reducing vulnerability and resilience building in South Sudan following locally initiated peace and reconciliation efforts. This initiative that built on organically grown peacebuilding and recovery process has come to be known as the Partnership for Recovery and Resilience (PfRR) in Yambio. To further this framework, 12 UN agencies, funds and programmes with the UN Resident Coordinator/Humanitarian Coordinator committed to the UN Joint Programme for Recovery and Resilience in Yambio (2018-2021). While a similarly patterned initiative has also been started in Torit and with Aweil’s initiative flourishing, only Yambio has a UN Joint Programme supporting the PfRR framework. With the recent formation of the Revitalized Transitional Government of National Unity (RToNU) leading to the dissolution of the 23 states and return to the original ten states, there is heightened need to better coordinate recovery and resilience efforts under the PfRR framework in Yambio to ensure that it remains organically anchored and integrally harmonized with the aspirations of the people. This includes its constant evolution to harness synergies, ensuring effective and efficient programming as well as taking stock of its gains and lessons as well as forwarding the PfRR Framework ahead in what is now Western Equatoria State (WES). |
