| The United Nations Development Programme (UNDP) is supporting the Disarmament, Demobilisation and Reintegration (DDR) programme of the Republic of South Sudan (RSS) within the framework of the Revitalised Agreement on the Resolution of Conflict in South Sudan (R-ARCSS), which was signed in September 2018. Broadly, the objective of the DDR is to address the post-conflict security challenge that arises from Ex-Combatants (XCs) being left without livelihoods or support networks, other than their former comrades, during the critical transition period from conflict to peace and development. DDR is also a key component for the implementation of a broader Security Sector Reform (SSR) process. It continues to be one of the critical priorities of the Republic of South Sudan National Development Strategy (2018-2021).The RSSDDR, therefore, seeks to support the XCs’ economic and social reintegration, so that they can become stakeholders in peace.
The UNDP support seeks to provide the DDR Commission with the capacity in three (3) broad aspects, to: (a) elaborate the reintegration programme with particular focus on the development of a national framework for long term reintegration, (b) support improvements in the process as well as systems for programme management and qualitative programming, to ensure an effective delivery mechanism, procedures and systems of administration at both the commission and regional level, and (c) provide technical and programmatic assistance in the area of a work planning and local capacity building.
The broad objective of the DDR programme is to address the post-conflict security challenge emanating from Ex-Combatants (XCs) being left without livelihoods or support networks, other than their former comrades, during the critical transition period from conflict to peace and development. For these reasons, among others, RSS DDR seeks to support the XCs’ economic and social reintegration, so that they can become stakeholders in peace.
It is within this context that UNDP is seeking a national and international consultant, working together to conduct baseline studies to ensure that reintegration planning to be based on and informed by timely, reliable and detailed contextual assessments. This is to ensure that the reintegration programme is effective and, as much as possible, minimises the gap between demobilisation, reinsertion and reintegration. |
Duties and Responsibilities

| The purpose of the consultancy is to provide a clear understanding of the specific issues, themes and requirements for the successful reintegration of EXs programme plan. The required information is to assist the DDR Commission to refine its programme plan and ensure effective, seamless implementation to meet the expectations and needs of the beneficiaries.
The UNDP will support the conduct of three baseline surveys (opportunity mapping; Ex-combatant perception baseline survey; community perception baseline survey)with the aim to facilitate the generation of realistic reintegration planning and implementation figures.
UNDP is recruiting a international and national consultants to work together in this consultancy.
The main objective of the assessment is to provide data for DDR programming on reintegration of XCs. The following assessments will be conducted:
- Opportunity mapping;
- Ex-combatant perception baseline survey;
- community perception baseline survey in areas of return and resettlement
Specifically, the assessment aims to:
- Deploy relevant assessment tools to capture critical data from relevant stakeholders for the DDR
- Propose approaches for the effective design, planning and implementation of the DDR by the DDR Commission
- Facilitate the identification of gaps in the DDR process
- Establish the findings and recommendations for the effective implementation of the DDR
Under the supervision and overall guidance of the Chairperson of the DDR Commission and UNDP the consultants will:
- Develop and submit an inception report
- Review of relevant UNDP, RSSDDR and other relevant documents
- Conduct field data collection in areas specified by the DR Commission;
- Conduct interview with stakeholders including community members, men and women in areas of return and reintegration
- Conduct interviews and meetings with XCs including Women associated with the fighting forces, (WAFFs) and Children Associated with the Fighting Forces (CAFFS) to determine their interest, opportunities and preferred areas of return and reintegration. The Consultant’s will ensure gender is mainstreamed and the best interest of the children is upheld.
- Consultative calls with relevant DDR stakeholders, including UNMISS, UN agencies such as UN Women, UNICEF, WFP and IOM, as well as JMEC and IGAD; other international agencies and local CSOs and faith-based institutions.
- Consultations with line Ministries, Departments & Agencies (MDAs)—Ministry of Finance, Ministry of Defence & Veteran Affairs, Ministry of Interior, Ministry of Labour, Ministry of Agriculture, Ministry of Gender, and Children & Social Welfare, Ministry of Peacebuilding , Public Service and Human Resources Development, National Transitional Committees (NTC) and
- Preparation and submission of the first draft report based on the outcome of the desk review and consultative calls
- Validation workshop with all stakeholders
- Revision, finalisation and submission of the report based on feedback from the Validation workshop.
The assignment will be carried out using a combination of both qualitative and quantitative methods including:
- Document review of all relevant documentation. This would include a review of inter alia; The RARCSS, DDR Policy, strategy and programme; UNDP Framework for DDR; previous reports and evaluation of DDR conducted in South Sudan and any other relevant documents;
- Field visit, interviews, key informant interviews, observational visits and focus group discussions will be employed.
- Relevant sampling methods for data collection will be employed
- Data review and analysis of monitoring and other data sources and methods.
The national consultant will support production of the following deliverables:

- A brief conflict and security assessment, ex-combatant profile, and security situation (Annex A
- XC-focused reintegration assessments (social and economic expectations, XCs capacities, resources, nature of XCs marginalisation and identification, assessment of areas of return and resettlement ( Annex B)
- Community perception surveys on receptibility the XC ( Annex C)
- Economic reintegration opportunity and mapping surveys ( Annex D)
Areas of Return and Resettlement Assessments report containing
- Employability of XCs surveys (life skills, vocational training, education and scholarships, apprenticeships and on-the-job training, micro and small business training and start-ups) —Annex E
- Income-generating opportunities (private sector employment, micro-grants and access to credit, access to technology, information and capital, land tenure and access to land—Annex F
- Social/psychosocial services mapping and institutional capacities and resources assessment—Annex G

Education
- Master’s Degree in International Development, Political Science, Social Sciences, or related area is required, or 5 years of relevant experience combined with a bachelor’s degree in the relevant areas of expertise may also be considered;
- Qualifications in DDR or related field is desirable.
Experience
- A minimum of 5 years of professional working experience in relevant fields related to conflict prevention and peacebuilding is required;
- A minimum of 2 years working in peacebuilding, conflict prevention and security sector of work is required;
- A minimum of 2 years working in DDR or related field is required;
- Proven experience in organising and conducting field-based assessments and desk review is desirable;
- Knowledge of the UN, RSS system and gender mainstreaming is desirable;
- Proven ability to work under pressure with tight deadlines, delivers on time and within cost and quality standards;
- Proficiency and proven experience in the use of Microsoft Office suite (e.g. Word, Excel, PowerPoint, and possibly Skype, Zoom and Microsoft Teams) is required.
Language
- Fluency in spoken and written English.
- Knowledge of Arabic is an advantage.
Institutional arrangements
- The consultants can make use of the UNDP offices in South Sudan ( COVID 19 related restrictions allow) and is expected to use their own computer/laptop and cell phone.
- The consultants will be contracted for 60 full-time working days.
- The consultants will report to the Programme Specialist of the Peace and Community Cohesion Project, who will review and approve delivery of outputs.
Payment Schedule
- Inception report that contains design, methodology, detailed work plan and tolls delivered 20 %

- Finalization of impact report by incorporating additions and comments and production of knowledge product as agreed in the inception phase 35%

Consultancy Evaluation Criteria
Offers received will be evaluated using a Combined Scoring method, where the qualifications and proposed methodology will be weighted 70%, and combined with the price offer, which will be weighted 30%.

- Concise and coherent methodology (Technical Proposal) clearly articulating how the anticipated deliverables will be achieved (20%).
NOTE: Only candidates obtaining a minimum of 49 points in the Technical Evaluation will be considered for the Financial Evaluation.
Financial evaluation (total 30 points)
All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula: p y (/z)
