Chief of Party South Sudan Advancing HIV & AIDS Epidemic Control

LOCATION: Juba, South Sudan

The South Sudan Advancing HIV & AIDS Epidemic Control (AHEC) Program will operationalize pathways to epidemic control using global 90/90/90 targets for 2020 and 95/95/95 targets for 2030. Program activities will aim to diagnose persons infected with HIV, provide life-saving antiretroviral (ARV) therapy for persons living with HIV (PLHIV), and support retention and adherence to ensure HIV viral suppression to reduce AIDS-related deaths. Two key objectives are 1) to increase prevention, care, treatment, and retention services for at-risk men, women, children, and key populations, and 2) strengthen the capacity of local partners to prepare them to receive prime funding. AHEC will be required to achieve South Sudan's annual 90/90/90 targets.

The AHEC Chief of Party (COP) will be responsible for the overall management and operations of the project and will report directly to the designated USAID Contracting Officer's Representative (COR). S/he will supervise project implementation and ensure the project meets slated goals and reporting requirements. The COP will take a leadership role in coordination among USAID, key stakeholders, and other implementing partners. The COP position requires political savvy, as she/he will interact with numerous government institutions and senior-level national and county-level government officials.

The COP position will be based in Juba, South Sudan. Actual hiring is contingent upon successful contract award and USAID approval.

Key Responsibilities

  • Responsible for the overall technical direction of the project and management of project activities, providing leadership to the project team to ensure high quality programming to achieve project results.
  • Serve as the project's primary liaison with USAID, partners, governments, and other key project stakeholders.
  • Oversee project planning (i.e., development of work plans and operating budget) and reporting (i.e., review and approve periodic budgets and reports).
  • Manage project budget to meet expected results, ensuring cost-effective use of donor and Pact resources.
  • Ensure that all project reporting requirements are met to the highest standards.
  • Oversee project staff in helping partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
  • Ensure close coordination with other relevant in-country initiatives.

At a minimum, the COP will have:

  • A master's degree or higher in health, social services, management, or business administration, or a related field.
  • At least seven years' experience in managing complex public health programs or teams of similar scope and size.
  • At least seven years demonstrated state-of-the-art experience within the capacity as senior staff in HIV and AIDS care and treatment and one of the following areas: maternal, newborn and child health; reproductive health; nutrition; quality improvement/quality assurance; health systems strengthening; and M&E.
  • At least five years international experience in development, managing, overseeing, or evaluating public health programs of similar size and complexity.
  • At least seven years' experience in program management and administration, financial management, award contractual compliance, sub-award management, and tracking project performance and costs via specific funding streams.
  • Professional level oral and written fluency in English language.
  • Strong management skills, strategic vision, leadership qualities, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description.
