 Background:

DRC fulfils its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities in the conflict areas of the world; and by advocating on behalf of conflict-affected populations internationally, and in Denmark, on the basis of humanitarian principles and the Human Rights Declaration. We understand "durable solutions" as any means by which the situation of refugees can be permanently and satisfactorily resolved, enabling them to live normal lives. Durable solutions can be voluntary repatriation, local integration or resettlement. In Denmark, DRC assists refugees in all aspects of integration as well as asylum procedures. Internationally, DRC actively participates in supporting the protection of refugees, and promoting durable solutions for conflict-affected populations.

The CDRS Infrastructure Specialist is a qualified civil and structural engineer who is based in Garsilla and roving to Um Dukhum, Nertiti, Golo, and Zalingei in order oversee the design and construction of community infrastructure projects, with cooperation from the Ministry of Planning. The CDRD Infrastructure Specialist will be a senior team member reporting to the Programme Manager – CDRS.

 Duties and responsibilities:
  • Oversee technical implementation of Infrastructure components outlined in the Community Action Plans developed between communities and the CDRS Team.
  • Develop technical drawings and Bill of Quantities (BoQs) for each construction or rehabilitation project.
  • Ensure community involvement at all phases of the project (design, implementation and monitoring) to promote community ownership.
  • Prepare relevant procurement documents and processes, including Purchase Requests.
  • Develop detailed infrastructure work plans to ensure implementation of construction in a timely manner.
  • Monitor contractors implementing construction projects to ensure that they are following standards outlined in the Technical drawings and in-line with the delivery period outlined in the DRC Contract.
  • Work closely with the CDRS Team Leader to ensure constant community feedback and monitoring.
  • Attend community meetings to answer questions about construction activities and take constructive feedback, as required.
  • Ensure activity is planned and implemented in close collaboration with national partner.
  • Prepare monthly and quarterly reports on project process against CAPs.
  • Contribute to project planning, development of proposals and lessons learned processes
  • Identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points;
  • Conduct regular field project monitoring, supervision, and reporting and at the same time provides on-site technical support to field teams to ensure quality control and compliance.
  • Develop strong working relationships with local communities, locality government officials, and line ministries.
  • Work closely with DRC’s CDRS implementing partners.
 Minimum Qualification, Skills and Experience Required:
  • University bachelor’s degree in civil and or structural engineering or equivalent qualification.
  • Minimum 5 years of proven experience in providing technical engineering designs and implementation.
  • Minimum 2 years’ experience managing local contractors for technical compliance.
  • Previous experience working with and supporting construction and or rehabilitation of rural community infrastructure concerns (boreholes, class rooms in schools, community centers and halls) while working with local materials.
  • Experience in the preparation of infrastructure designs, schedules and Bill of Quantities /Materials
  • Strong computer skills in engineering design packages and including Word, Excel, Power point and Outlook
  • Excellent time management skills and ability to perform under tight deadlines
  • Ability to plan and conduct technical on-the-job training for Infrastructure Assistants
  • Knowledge and experience in participatory approaches in community development will be an added advantage
  • Fluency in spoken Arabic and English, both written and verbal
