The UNDP Access to Justice and Rule of Law project supports national priorities in the rule of law sector in line with the UN country team Interim Cooperation Framework (ICF) which is aligned to the UNDP Country Programme Document (CPD) Outcome 3, Peace and Governance strengthened.

The strategic objectives of the project are to; increase access to justice through coordinated institutional presence at state and county levels;  reduce case backlog; support mechanisms to address prolonged and arbitrary detention; support policy framework for the harmonization of the administration of traditional justice mechanisms with the formal justice sector and support capacity development and institutional strengthening.

The ongoing civil conflict in South Sudan has had a profound impact on individuals and communities as it has further weakened and destabilized coping mechanisms, institutional capacity for the provision of social services, justice, reconciliation and other peace building initiatives. It has also reinforced deep rooted grievances and violence including sexual and gender-based violence (SGBV), forced abduction, forced marriage, etc. which are mostly perpetrated against women and girls.

In South Sudan, tradition and culture play a pivotal role in the reporting and prosecution of SGBV cases; as a result, many at times, perpetrators go with impunity while victims/survivors are left to suffer both the physical and mental impact of SGBV. It is interesting to note that at the sub-national levels, these cases are more prevalent because of the alarming rate at which traditional and cultural practices are observed. These traditions and cultures barely consider SGBV case as a criminal offence against a person most especially women and girls, and because of the limited access to justice and security services, women and girls are more vulnerable to this abuse.
As part of efforts to prevent and respond to sexual and gender-based violence at the sub-national levels, the project intends to build the capacity of female community leaders to serve as paralegals to assist victims/survivors of SGBV in their communities.

Purpose of the Consultancy;
The overall purpose of the consultancy is to train female community leaders as paralegals. The consultant with provide a comprehensive training to female community leaders that will cover all the roles and duties of a paralegal so that these community leaders can assist victims/survivors of SGBV in the communities.

Objectives:
The main objective of the consultancy is:
To train female community leaders to serve as paralegals.

Duties and Responsibilities
Scope of work

  • The consultant will develop a training manual with comprehensive contents on the knowledge, skills, roles, duties and responsibilities of a paralegal with emphasis on providing services to victims/survivors of sexual and gender-based violence;
  • The consultant will use the training manual developed to train female community leaders to enable them to serve as paralegals to assist victims/survivors of sexual and gender-based violence in their communities.

In order to achieve the objective of the consultancy, the tasks of the consultant will include, but are not necessarily limited to, the following:

  • Develop a training manual and share with UNDP for approval;
  • Train selected female community leaders to serve as paralegals using the training manual developed;
  • Submit a comprehensive after training report to UNDP; report should include list of female community leaders trained and recommendations.

Deliverables:
The consultant will produce the following deliverables:

  • Develop a training manual:

The consultant will develop a training manual on paralegal; the manual should include comprehensive contents on the knowledge, skills, roles, duties and responsibilities of a paralegal and submit same to UNDP for approval.

  • Train female community leaders as paralegals:

In coordination with partners and UNDP staff in the two locations; the consultant will train selected female community leaders.

  • Submit a comprehensive after training report :

The consultant will submit to UNDP a report after the training for the two locations. The report should include the list of the participants, their titles/positions and recommendations. The consultant is expected to submit one after training report for each of the two locations.

Required Skills and Experience
Education:

  • Master's degree in Law, or relevant Social Science; A first level university degree in Law is also accepted;

Experience:

  • Practical experience of not less than 5 years serving as a legal practitioner and knowledge on paralegals;
  • Demonstrated practical experiences in facilitating trainings;
  • Basic gender understanding, skills, experience and commitment;
  • Strong writing and oral communications skills;
  • Experience working in a hardship and conflict/post-conflict environment an asset;

Language:

  • Fluency in spoken and writing English. Knowledge of Arabic language is an advantage.
