Background

International Medical Corps has worked throughout Sudan’s Darfur Region since 2004, providing health, nutrition and water, sanitation and hygiene interventions. International Medical Corps (IMC) is involved in collaborating with the government at all level including Ministry of Health and Humanitarian Aid Commission(HAC). Currently, IMC is operating 61 health facilities in 12 different localities in West, South and Central Darfur. International Medical Corps also expanding its operation in to new states in Blue Nile and South Kordofan.

 

Purpose of the Consultancy:

The Procurement Specialist Consultant  will work in the context of a long-term transition process of the current IMC Sudan procurement department from a purely operational procurement unit towards a strategic one. The activities that he/she will perform are aligned with an overall multi-step workplan to achieve, as a final outcome, the establishment of an efficient and effective centralized procurement unit in Khartoum (IMC Sudan central location). The Procurement Specialist Consultant will operate according to IMC Policies and Procedures and will be provided proper initial induction/briefing on them in order to ensure he/she will undertake his/her duties in full compliance of organizational policies.

 

Activities and Deliverables

As part of the expected activities and deliverables, the Procurement Specialist Consultant  is expected to work on    areas :

 

1.         Improving Strategic Contracting

2.         Capacity Building

3.         Procurement Unit monitoring and modeling

Deliverables

  • Monitor key indicators and performance elements of the procurement unit on a monthly basis and provide analytics and reports to senior management to ensure transparency and accountability in the activities of the unit.
  • Assess whether expected outcomes and efficiency are being consistently achieved  as per project plan of procurement unit
  • Carry on an assessment in field offices on day-to-day procurement activities and design a model to be proposed to senior management in regard to the best procurement set-up to be established in each field office
  • Assessment for each field office indicated by the SMT model design for best set up for each field office identified by SMT

Qualifications:
  • Degree in Procurement/Supply Chain Management/Logistics or related field. It is desirable to have completed courses or certifications specific to the Humanitarian sector ex. the Certification in Humanitarian Logistics (CHL) or CHSCM.

Experience

  • Proven record of at least 2 years’ experience of the management of procurement at a senior management (lead) level in the humanitarian sector.
  • Evidence of at least 4 to 5 field deployments; 2 to 3 humanitarian emergency deployments and 2 to 3 international deployments; minimum 3 to 4 weeks in length each.
  • Experience with donor specific procedures.
  • Experience of the management of budgets and the ability to prepare timely, complete and accurate reports.
  • High computer literacy level with expected proficiency in Word, Excel, PDF, PowerPoint. Prior experience of logistics software solutions (desired).
  • Excellent written and spoken English language skills. Additional language skills are a plus.
  • Evidence of the ability to plan for, and conduct training in all areas of logistics for national and international staff (suitable to staff knowledge level). Commitment and demonstrated skills to build national staff capacity in high standard procurement.
  • Commitment to and understanding of IMC’s aims, values and principles.

 Competencies

  • Analytics, Negotiating & Contracting expertise.
  • Ability to integrate and work well within multi-ethnic and multicultural team.
  • Ability to work in harsh conditions, often in remote areas.
  • The capability and willingness to be flexible and accommodating in sometimes high stress emergency response situations.
