Description

Under the direct supervision of the UNICEF Sudan Representative, the UN Volunteer will undertake the following tasks:

  • Monitor and analyze the developments in the national, regional and global political and humanitarian contexts that may have the potential to impact on UNICEF’s operations in the country, as well as in the spheres of UN coordination and the overall development frameworks. On the basis of this analysis, identify appropriate responses and initiatives to advance and protect the broad interest and programmatic objectives of the organization in the country.
  • Keep abreast of the main issues facing the Sudan country office, identify internal and external issues that require the Representative’s attention, and assist in formulating options as to how those matters might be handled. Ensure appropriate follow-up.
  • In close consultation with section and field office chiefs, undertake and/or coordinate research and consultations to prepare substantive position papers, documentation on programmes, etc. to situate UNICEF’s work in the country. Summarize and analyse information obtained and when necessary clarifies information from technical focal points.
  • Provide management support to the Representative by following up on key corporate responsibilities and providing support to internal processes. Ensure the effective functioning of the Country Management Team
  • Support the development, effective and efficient implementation and monitoring of the Country Programme Management Plan (CPMP) and Annual Management Plan (AMP). Assist the Representative and the appropriate Senior Managers in ensuring that the office complies with the preparation and implementation of key internal management documents and exercises, such as the CPMP, AMPs, PBR, and Management Retreats.
  • Secretariat and coordinator of the Country Management Team (CMT), supporting the agenda-setting and compilation of relevant background document and responsible for minute-taking, monitoring of actions and follow-up mechanisms.
  • Support in the following up of the functioning of governance and advisory bodies and task forces and maintain contact with chairpersons to ensure timely support when needed. Coordinate the drafting of Terms of Reference for potential new governance bodies or the updates to those already established
  • Assist in the dissemination and correct functioning of the office work processes, maintain regular contact with focal points, and support the drafting of new work process or updating the current ones when needed
  • Support the Representative in the monitoring of key programmatic and management processes and results and support the efficient and effective functioning of the SCO. Proactively and strategically establishing priorities for the Representative’s office, monitoring and tracking priority actions and key decisions, and coordinating and guiding the work of others. Coordinates the Representative’s activities, with a view to striking the right balance among competing demands and priorities. Quality Assurance of correspondence and documents for review by the Representative.
  • Support the representative in the review, oversight and support towards the implementation of UNICEF overall programmes, advocacy and outreach
  • Coordinate the Representative’s office in all critical aspects of work in close collaboration with the Deputy Representative and the Chief of Operations. Develops, introduces and maintains workflows and tools to streamline the high volume of work of the representative’s office and to enable proactive and strategic identification of priority actions.
  • Advise the Representative on priorities for his agenda, with support from the Senior Executive Assistant. Prioritize issues for the representative including planning, coordination and quality assurance. Maintain records and track the status of the Representative’s action items.
  • Ensure timely preparation of substantive materials in consultation with relevant sections and field offices, including background papers, speeches and briefing notes for meetings with Governments, senior UN Agency, NGO personnel, the diplomatic corps, as well as internal, inter-agency and donor meetings and missions. Request, collate and consolidate inputs for relevant reports and briefing notes.
  • Participate in internal and external meetings as requested by the representative. Prepare summaries, conclusions and action points on such meetings, as requested. Coordinates and /or monitors follow-up actions.
  • Support the planning and organization of travel of the Representative, participate in such travel as required, report on outcomes and following up on actions decided, within given deadlines.
  • Review outgoing correspondence and documents for approval by the Representative to ensure high quality.
  • Maintain efficient and smooth liaison with the Regional Office (RO) and Headquarters (HQ) and keep them timely informed of issues under the responsibility of the Representative. Coordinate actions and liaise with the Resident and Humanitarian Coordinator’s Office and other UN agencies when needed.
  • Oversee and ensure the smooth flow of relevant information within the office of Representative and to RO and HQ through daily consultations with the Representative.
  • Follow up on requests for information from UNICEF’s RO and HQ, as well as from other UN agencies in-country. Request information from relevant sections and field offices, consolidate and review for the Rep’s approval.
  • Liaise with RO and HQ, other UN agencies in-country and other partners, regarding ongoing issues.

Qualifications/Requirements

Required degree level: Master degree or equivalent

Education – Additional Comments:

Social Sciences, International Relations, Political Sciences, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines

Required experience: 24 Months

Experience remark:

Two years of relevant professional work experience, including international or developing country work experience. International experiance in coordination is mandatory. Understanding of the workings of the UN system and preferably some work experience within the UN system. Background/ familiarity with working in an emergency context an asset.

Excellent English communication, writing and editing skills required. Excellent interpersonal and diplomatic skills. Strong analytical skills. Ability to work well under pressure.
