Org. Setting and Reporting

This position is located in the Office of the Director of the Mission Support in Juba within the United Nations Mission in South Sudan (UNMISS) and the incumbent will be under direct supervision of the Office of the Special Representative of the Secretary-General (SRSG) and the Director Mission Support, Juba is currently classified as an "E" hardship and a non-family duty station.

Responsibilities

The Coordination Officer will perform the following responsibilities:

Planning, Partnership and Programming

•Manage and coordinate as required activities related to the UN weapon and ammunition management framework and policies, including providing support to the Weapons and Ammunitions Advisory Board (WAAB) Secretariat, established to oversee the effective and efficient full life-cycle management of weapons and ammunitions in coordination with other Mission components;
•As the Secretary to the WAAB Secretariat, actively participates in CMMRB ensuring coordination between Mission components and UNHQ, with overall responsibility over implementation of activities related to management of weapons and ammunition and reporting thereof;
•Develop and maintain productive partnerships as required with Mission relevant components, UN Agencies counterparts such UNMAS and UNOPS, relevant national authorities , the UNHQ and other stakeholders;
•Coordinate, in collaboration with pertinent Mission components, the UNHQ and partners in the preparation and implementation of Mission and UN common planning and programming frameworks, related to the programmes and activities, including integration in the Mission operation concept towards achieving responsible management of weapons and ammunition;
•Provide substantive and practical support to relevant committees, task forces, clusters, inter-agency coordination groups, steering committees and working groups;
•Monitor and evaluate actions implemented through these frameworks, prepare position papers, and record policy related decisions;
•Organize and provide substantive and practical support to conferences, meetings, seminars and workshops, as necessary;
•Serve as a focal point for WAAB between the Mission and the UN Headquarters, in coordinating technical assessment, strategic assessment and other missions as may be necessary;

Analysis and Reporting

•Identify issues and develop strategies for a common UN approach through policy, advocacy and/or programme activities that prioritizes and ensures compliance with established policies and protocols;
•Support the development of strategies, policies and other measures designed to achieve common objectives between the Mission and other partners;
•In conjunction with partners, identify and pursue opportunities for specific and related programming activities, towards achievement of establishes goals and objectives;
•Prepare summary and analytical documents, including situation reports, background notes, options papers, code cables and input for reports , in coordination with relevant Mission components and UNHQ;
•Consolidate periodic reports of Mission and UN common planning and programming processes and identify constraints to implementation of UN wide strategies amongst others on weapons and ammunition management;
•Where appropriate, serve as the focal point for coordinating and reporting on Mission or UN-system wide administrative inquiries and processes.

Information Management and Communication

•Maintain an effective system of information management designed to guarantee accessibility and utility of information on mission-specific planning as well as system wide policies, guidance and best practice;
•Facilitate the flow of information between stakeholders, including between the Mission and the UN Headquarters;
•Promote coherence in communication strategies among UN partnering Agencies and the Mission.

Education

Advanced university degree (Masters or equivalent) in social sciences, politics, law, business or public administration, logistics, or related area. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in programme management, logistics, administration, or related field is required. At least four years of field experience coordinating complex and multidimension operation in the UN common system or similar experience working with international, multi-lateral or non-governmental organizations, preferably in a conflict or post-conflict setting, is required
Experience in property management and/or management of contingent owned equipment within the UN system or similar experience in other international or national organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required.Knowledge of Arabic is desirable.

Assessment
