The current Sudan Oxfam Country Strategy comes to an end in 2019 and a new Country strategy is being developed for 2020-2024. The Oxfam International Country Director provides overall leadership and management tothe country programme.Oxfam OUSis the Executive Affiliate (EA) and is the legally registered entity in the country, it employs in-country staff, is the asset holder,primary contract signatory with in-country donors and suppliers, manages finances and provides back office support and IT systems, and represents the Oxfam Confederation in country. Complementing the work of the Executing Affiliate are Partner Affiliates(PAs)that provide funding (restricted and unrestricted), thematic expertise and influencing capacity.The Country Governance Group(CGG), composed of the EA, PAs and the Oxfam International regional platform,providesoverall oversighton the country programme.KeyResponsibilities and AccountabilitiesProvides strategic leadership and managementof Oxfam’s program in countryincluding all development, resilience and humanitarian programming to maximise our influence and impact Accountable to the Horn East and Central Africa (HECA)Regional Director (RD) for the delivery, effective management and monitoring, evaluation and learning of the programmeagainst the annual budget and plan.Accountable to the Country Governance Group (CGG)for strategic oversight, programme accountability and affiliation process where appropriate.Ensures overall leadership of disaster preparedness, mitigation and management including humanitarian response activities for Category 1 / 2 / 3 emergencies.Manages the Country Leadership Team and Line manages the work in the country:staff, budget, funding and program.Ensuresthat the HR Management in the Country is in line with Oxfam Human Resource Policies and procedures including but not limited to the Codeof Conduct, Security, Safeguarding, Health and Safetyand national labour laws.Creates and supports an environment which resultsin strong partnerships, government relations,knowledge sharing and innovation.Responsible for fostering communication, advocacyand coordination withkey actors at the national, local and global levelsinvolved into the Sudan businesses, to allow for more effective and efficient delivery of humanitarian assistance,recovery and development programming to meet basic needs in SudanTakes the lead in representing Oxfam and the country programnationally and globally.
