BACKGROUND
AND OBJECTIVES OF THE FUNCTION
The Polio/EPI program in the Republic of South
Sudan supports the Ministry of Health in ensuring high level case-based
surveillance for VPDS, enhanced preparedness, and response to outbreaks and
supplementary immunization activities. The WCO continues to support the MoH in
ensuring that the country remains Polio free, maintain certification level of
AFP surveillance indicators and performance indicators for other VPD,
and utilizes the WHO recommended WHO strategies to achieve the set goals.
The vaccine-preventable disease surveillance is
evolving a lot of data for AFP, Measles, environmental, AVADAR surveillance
including the recently introduced Rota sentinel surveillance. All these
programs have their own dataset and need to be entered, analysed and interpreted
in a timely manner to meet the regional standard and to share database and
generate weekly feedback for above-mentioned programs including conducting a
day today analysis for the program improvement purpose.
The programme has an international data manager;
however with the ramp down the programme currently does not have the needed
funding for 2020, there is also the need to build National capacity for data
management, with the plans that such assets will be transferred to the National
MOH. The data clerk will support the National data manager to adequately
prepare for the polio certification free status and this will involve critical
analysis of the data available along with updates at all levels (HFs, Payams,
counties, and state).
DESCRIPTION
OF DUTIES
Under the guidance and leadership of the WHO
Communicable Disease cluster lead and the focal person for EPI, the Data Clerk
is expected to support the
Data Manager to be more involved in critical analysis, producing weekly
feedbacks and to execute the following activities
Objective no. 1:
To assist the data manager manage all Vaccine Preventable Disease (VPDs)
surveillance, Supplementary Immunization Activities (SIAs), Expanded Program on
Immunization data (EPI) with the following tasks
- Cleaning
hand written reports for errors including entering data from hand written
reports/case investigation forms/surveillance tools and generating output
reports.
- Monitor
Zero Dose Cases and provide timely and regular feedback to all levels
- Update
the current Zero reporting/Surveillance focal sites reporting tools for Acute
Flaccid Paralysis (AFP)/Vaccine Preventable Disease (VPD) Surveillance.
- Assist
in the review, analysis, and feedback on AFP/VPD Surveillance at the National
and State levels
- Update
the available reporting system/data base on AFP, Measles and VPD
- Review
& Organize Data on SIA’s for easy reference and use in the future.
- Regularly
review, analyze and provide timely feedback of EPI/VPD Data at all levels
(National, State, and county).
- Regularly
monitor the Open Data Kit (ODK) platform, regularly perform analysis as
required.
- Support
in the Monitoring and analysis of the Auto Visual AFP Detection and Reporting
(AVADAR) platform data.
- Maintain
and up-date filing of all data pertaining to disease surveillance which
includes AFP, Measles, Rota virus and Case Verification.
- Run
Data Quality Checks and provide feedback of EPI/VPD Surveillance and SIA
data (Follow up with States to track and acquire missing/incomplete data, identify
incoherent data and notify relevant levels accordingly.
Objective No. 2:
To monitor and track Polio, Measles and Rota Virus Laboratories results at all
levels captured and updated
Planned output:
- Track
sample shipment from states to the central/national hub.
- Update
the relevant databases with results received from Laboratory feedback and
ensure that results are communicated to the states and partners in a timely
fashion.
- Prepare
Alerts for Detailed Case Investigation Forms and cases due for sixty days
follow-up and ensure timely Submission to relevant levels.
REQUIRED
QUALIFICATIONS
Education
Essential:
- Completion
of secondary education supplemented by training and/or experience in Bio-statistics,
Statistics, IT, Computer Science, Demography or other related field
Desirable:
- University
Degree/Diploma in Health Information Systems, Bio-statistics, Statistics, IT,
Computer Science, Demography or other related field.
Experience
Essential:
- At least 3 years
of practical experience in administrative/clerical data processing and
management
Desirable:
- Working
experience in the UN system or any non-governmental international
humanitarian organization
Use
of language skills
Essential: Excellent
knowledge of English. Working knowledge
of Arabic will be an asset.
Specific skills required:
- Computer
literate with good knowledge of; Epinfo, Microsoft office suit, open data
kit, DHIS2 and other Web based applications/ information systems

– this is a GS04 level assignment with a monthly remuneration of $1,220.
