Description

The Director of Finance and Administration (DFA) for the USAID funded MOMENTUM Integrated Health Resilience (MIHR) project will be based in Juba, South Sudan. The DFA is responsible for all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for the project. Additionally, the DFA will oversee all administrative functions including security and HR and will oversee the project's sub-grant program. The DFA will ensure compliance with MIHR internal policies and procedures as well as USAID donor regulations. The position reports to the Chief of Party.

Job Summary/Responsibilities:

  • Oversee financial and sub-award management, HR, administrative, procurement, IT, security, and logistical operations
  • Ensure project expenses are reasonable, allocable, prudent, and spent in accordance with donor rules and regulations
  • Collaborate with the COP and technical team in budget planning and financial management
  • Prepare financial reports and coordinate with the COP and MIHR HQ for submission in a timely manner
  • Lead the annual budgeting exercises and collaborate with technical teams to ensure the activities are in accordance with the program budget and workplan
  • Monitor and ensure compliance of sub-awardees to program financial and contractual guidelines
  • Establish a Risk Mitigation Plan for tracking and managing risks
  • Ensure systems are streamlined between administration, HR, finance, procurement, security and programs
  • Provide leadership support for the successful implementation of and adherence to IMA Global HR policies and procedures and South Sudan labor laws
  • Institute staff development plans for training and capacity development, and support capacity development efforts for local partners in administration and financial management
  • Prepare and submit timely requests of funds to home office to ensure the uninterrupted flow of funds to implement program activities
  • Prepare regular and ad-hoc reports for the home office, MIHR team or USAID, as required
  • Oversee closing of the monthly accounts and the submission of the field accounts to MIHR's home office
  • Represent MIHR to USAID and other high-level stakeholders as needed
  • Maintain a property management system for all fixed program assets, including vehicles, in compliance with property management requirements, including their repair, maintenance and replacement
  • Ensure security guidelines and procedures are established, maintained, updated regularly, and adhered to by the project team.

Qualifications:

  • Post-graduate degree in business, accounting, finance, or related field relevant to the position requirements
  • At lease 8 years of experience in financial management for large complex projects, for which at least 5 years were working in the field of international development
  • Skilled in development and managing large budgets, experience with managing logistics for implementation of public health programs in fragile settings, and demonstrated in-depth knowledge of USG rules and regulations
  • Strong knowledge of financial accounting software, and related computer applications especially Microsoft Office platforms
  • Possess excellent organizational, analytic, oral, and written communications skills as well as demonstrated supervisory experience
  • Ability to work well in a team
  • Professional level of oral and written fluency in English language
  • Ability to travel within South Sudan or region and internationally, as needed
