Organisational Setting and Reporting

The position is located in the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS).

The United Nations Security Council adopted resolution 2524 (2020) authorizing the mandate of UNITAMS to support the political transition in Sudan and the progress towards democratic governance, protection and promotion of human rights and sustainable peace. UNITAMS will support peace processes and the implementation of future peace agreements, assist peace-building, civilian protection and rule of law, in particular in Darfur and the Two Areas. UNITAMS will also support the mobilization of economic and development assistance and the coordination of humanitarian assistance.

The position is based in Khartoum, Sudan and is located in the Political Affairs Section. The incumbent will report to the Special Representative of the Secretary-General.

Responsibilities

Within the limits of delegated authority, the Director, Political Affairs, will be responsible for performing the following duties:

  • Political Analysis and Advice: Identify, analyse and monitor political developments and emerging issues with respect to the implementation of UNITAMS' mandate to keep Mission leadership apprised of developments in the political environment; Assess implications and make recommendations to Mission leadership on possible strategies, policies and other measures to address issues of concern and to advance mandated objectives.
  • Good Offices: Engage or support the SRSG and broader Mission Leadership Team in their engagement with national and international partners to facilitate mandate implementation, in particular efforts to support political and peace processes; Advocate and represent mission views authoritatively and ensure that support to these processes proceeds in a coordinated and integrated manner.
  • Reporting: Ensure regular, timely and high quality integrated political reporting and analysis to the Mission Leadership Team on issues pertaining to the mandate; Oversee the preparation of contextual information materials and analytical reports;
  • Coordination: Develop and maintain collaborative relationships with national authorities, political and community leaders, civil society actors, the UN system and other national and international partners.
  • Management: Lead and oversee the activities of the Political Affairs Section, setting priorities within the Mission and with external stakeholders; Design the implementation of the section's programme of work and determine priorities and activities that are in accordance with the mandate;
  • Oversee managerial and administrative tasks, including preparation of budgets, assignment and monitoring of performance parameters and critical indicators, reporting on budget, preparation of inputs for the results-based budgeting process (RBB);
  • Provide strategic guidance to Political Affairs staff and participate in their evaluations.

Education

Advanced university Degree (Master's degree or equivalent), is required, in Political Science, International Relations, Social Science, Law or a related field. A first-level university degree may be accepted, in combination with qualifying experience, in lieu of the advanced university degree.

Work Experience

A minimum of fifteen (15) years of progressively responsible professional experience in political affairs, diplomacy, international relations, conflict resolution, or a related field is required.

Ten (10) years of experience in political outreach, facilitation, analysis and reporting is required.

Experience managing a large multi-functional team or office in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds and programmes) or a comparable international organization in a conflict or post-conflict setting is required.

Experience working in Africa is required.

Experience in handling complex organizational issues at local and international level is desirable.

Experience in the United Nations system or a comparable international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Please note that this is a temporary job opening, open to internal and external candidates. The temporary position is advertised for a duration of 6 months. The selected candidate is expected to start as soon as possible.

  • 16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further 'stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…' Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources where no other suitable candidate could be identified.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as 'retirement.' Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

The expression 'Internal candidates', shall mean staff members who have been recruited after a competitive examination under staff rule

  • 16 or after the advice of a central review body under staff rule
  • 15.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
