DevTech is seeking to hire a local Sudanese Domestic Resource Mobilization (DRM) Expert to support an independent and objective-based USAID-funded PFM assessment in Sudan and to provide recommendations based on the findings of the assessmen
Duties & Responsibilities
Collect information and data about taxation system in Sudan, including reviewing documents and statistics.
Identify stakeholders including government counterparts and representatives of other donor organizations with whom the team must communicate.
Arrange virtual meetings between our international experts and counterparts in Sudan
Arrange live in-Sudan meetings between the team and counterparts, including government, private sector, civil society organizations, think tanks
Provide advice and assistance to international experts to:
Ensure their understanding of domestic resource mobilization in Sudan
Assess and diagnose technical and non-technical aspects of DRM
Prepare memos, papers, and assessments pertaining to DRM in Sudan
Minimum Requirements:
Experience working with or at the Sudanese Ministry of Finance and Tax Administration
Senior-level expertise in taxation, DRM, and public finance.
Expertise in tax policy and administration, analytic tools for tax system assessment
Knowledge of government spending, macroeconomy, budget systems, and IMF reporting.
10 years’ experience in tax system strengthening and reform and leading teams.
10 years’ experience in the planning and design of public financial management
Working knowledge of the USAID programming cycle and policies.
Desired Experience:
Former tax administration staff
Extensive knowledge of the tax system including tax policy and administration in Sudan
Prior experience with customs administration
Prior experience in Sudan or other countries with similar context, strongly preferred
