Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan's 18 states.

How can you make a difference?

The Officer provides professional technical, operational and administrative assistance throughout the programming process to support the integration of young people in programmes/projects within the Country Program. The Officer is responsible for preparing, executing, managing and implementing a variety of technical and administrative program tasks to support the development and formulation of young people programmes within the Country Programme, Moreover, will coordinate with other stakeholders.

Support to programme development and planning, especially related to education, entrepreneurship, employment, equity and engagement targeting young people

Support to programme development and planning

  • Contribute to updating the situation analysis by conducting assessments to establish evidence-based data for UNICEF advocacy and development of policies, frameworks and programs to promote young people development and engagement programming in the country and for monitoring results on related programs/projects.
  • Contribute to the development/establishment of young people development and engagement programme goals, objectives, strategies and results-based planning through research, collection, analysis and reporting of related information/data for development planning and priority and goal setting.
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical, programme, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluating results.
  • Prepare required programme documentations/materials/data to facilitate the programme review and approval process.

Programme management, monitoring and delivery of results

  • Work closely and collaboratively with colleagues and partners to discuss young people development and engagement operational and implementation issues; provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts including PROSPECTS partners to assess programs/projects on young people development and engagement and report on required action/interventions at the higher level of program management.
  • Monitor and report on the use of youth development and engagement programme resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular/mandated relevant program/project reports for management, donors and partners to keep them informed of programme progress.

Technical and operational support to programme implementation

  • Conduct regular programme field visits and surveys and exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on young people development and engagement related issues to support programme implementation, operations and delivery of results.

Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts. national stakeholders and PROSPECTS partners through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders to achieve and sustain results on young people development and engagement programmes.
  • Draft communication and information materials for CO program advocacy to promote awareness, establish partnership/alliances and support resource mobilization to ensure the young people development and engagement programmes are adequately resourced and supported.
  • Collaborate with the UNICEF Resource Mobilization unit on issues related to 'Governance'Â components of the GenU initiative including establishment of a steering committee, mobilize partners and funds commit.
  • Participate in and / or provide inputs to inter-agency (UNCT) meetings/events and GenU Board and Executive Committee to collaborate with inter-agency partners/colleagues on UNDAF and GenU advocacy, planning and preparation of young people development and engagement programmes/projects and to integrate and harmonize UNICEF position and strategies with Inter-Agency platforms development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

Innovation, knowledge management and capacity building

  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders particularly the Ministry of Education and Ministry of Labor.

To qualify as an advocate for every child you will have¦

  • A university degree in one of the following fields is required: anthropology, psychology, sociology, education or another relevant technical field.
  • A minimum of two years of professional experience in social development planning and management in adolescent and youth development related areas is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Relevant experience in a UN system agency or organization is considered an asset.
  • Fluency in English and Arabic is required.
