Background |
|
Implementation of the Revitalised Agreement on Resolution of the Conflict in South Sudan, R-ARCSS signed in September 2018, has the potential of stabilizing South Sudan. Whilst the proliferation of small arms and light weapons (SALWs) continue to be one of the main drivers of conflict, the transitional security arrangement of the R-ARCSS solely focuses on Disarmament, Demobilization and Reintegration (DDR) programmes between the government and the armed opposition. Little attention is paid to civilian disarmament; yet communal conflicts have claimed more lives than the 2013 armed conflict, as more continue to die from ongoing communal strife. Importantly, conventional weapons collection exercise usually put more focus on the security sector, while putting less emphasis on the factors that lead to the demand for SALWs. Sustainable Civilian Disarmament entails investment in addressing the causes of the demands for SALWs among the communities as a long-term strategy to reduce armed violence.
In response to the challenge of proliferation of arms, the Bureau for Community Security and Small Arms Control has developed a Civilian Disarmament Strategy (2014) in line with international instruments to regulate and manage the proliferation of small arms. The process of developing the strategy was facilitated by an interdependent consultant. In line with the multi-dimensional nature of civilian disarmament, implementation of the Strategy would be the responsibility of all stakeholders including South Sudanese. Civilian disarmament initiatives have been undertaken, however, success has been limited and not sustainable. To this end, the Bureau for Community Security and Small Arms Control with support from UNDP’s Peace and Community Cohesion project (PaCC) aims to finalise and validate the Civilian Disarmament Strategy. PaCC seeks to contribute to the reduction and mitigation of community level conflict and insecurity by investing in initiatives that address key drivers of conflict and insecurity. Using the UNDP’s community security and social cohesion approach, the project aim to empower communities to identify, in an inclusive and participatory manner, the drivers of conflicts in the communities and using an integrated and gender sensitive approach to effectively prevent, manage and resolve conflict in a non-violent manner. The finalization and validation process of the Civilian Disarmament Strategy is aimed at improving the timeliness, effectiveness and coordination of activities on civilian disarmament and to lay the foundation for social cohesion and sustainable peace. The Strategy consolidates commitments across development, safety and security, and human rights operations, and defines priority areas for mutual engagement. Duties and Responsibilities |

Under the supervision of the Chairperson of the Bureau for Community Security and small Arms Control, the consultant will perform the following tasks: Summarize and condense the 2014 Civilian Disarmament Strategy into much simpler and understandable document that can be shared with all institutions of the Government. Picking out politically sensitive parts in the strategy. After the submission of the outline for comments and suggested modifications, and after the acceptance of the revised outline of the strategy, the consultant will produce a fully modified document. Developing principle guidelines for conducting Civilian Disarmament. State clearly roles of stakeholders which will be involved in the civilian disarmament exercise, including the role of the Bureau; before and after the civilian disarmament.

Evaluation Process: Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
Having reviewed applications received, UNDP will invite the top three or four shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted. Financial Evaluation - Total 30% (30 points) Contract Award: Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP. Institutional Arrangement: The consultant will work under the guidance and direct supervision of the Chairperson of the Bureau for Community Security and small Arms Control and will be responsible for the fulfilment of the deliverables as specified above. The Consultant will be responsible for providing her/his own laptop to use during the assignment.
