Description

The Fiscal Agent shall provide a broad range of financial management services to the Global Fund to Fight Aids, Tuberculosis and Malaria (the “Global Fund”) and GAVI – the Vaccine Alliance with respect to the Principle Recipient and certain entities, including but not limited to Sub-Recipients/provincial MoH Units implementing the activities funded by the Global Fund / GAVI under the Program Grant Agreements in the respective countries.
The Fiscal Agent shall diligently perform all services necessary to ensure that all financial management and procurement activities are conducted in accordance with the Grant Agreements

Job description

Specific responsibilities include:

  • Administer the financial management of the funds to implement the Program efficiently and effectively and to protect the financial management activity from fraud, waste and abuse;
  • Take all necessary actions to prepare or assist in the development of any documents, budgets, plans, reports, requests, or certifications as may be required by the recipient of Global Fund and Gavi grants for any action, or approval, including any provision of any data or information required for such action or approval;
  • Submit reports as prescribed on the financial activities of the Program;
  • Assist the recipients in developing a detailed budget for the Program on a rolling quarterly basis for the option year;
  • Maintain and update with the recipient, as necessary, the single chart of accounts for the Program, which segregates financial information by Program, sub-program, project and activity, object of expenditure, sources of funding and geographical areas;
  • Maintain and update, as necessary, the automated accounting system. Ensure that the accounting complies with and conforms to internationally accepted accounting standards;
  • Ensure close coordination and collaboration with the PMU;
  • As needed, transfer knowledge and skills to fund recipients, Project Managers and Project Implementers on the financial management systems used by the Fiscal Agent in order to ensure the establishment and operation of a proper, efficient, and transparent financial management system, which support the implementation of projects funded by the donor;
  • Assist in the preparation and updating of Audit Plans which shall include any required audits of covered providers, as required by the audit guidelines;
  • Provide timely access to permitted designees, the Inspector General, any auditor responsible for an audit to all information and records associated with the Program, and any electronic copy thereof, and all systems and facilities used to execute its responsibilities and provide copies of all documentation as requested;
  • Assume an active role in the development and implementation of a capacity plan that reinforces financial management, accounting, as well as control and verification skills;
  • Provide technical guidance and strategic support to the Fiscal Agent Team;
  • Ensure quality and timely delivery of all work products;
  • Coordinate and collaborate closely with GFA Headquarter staff;
  • Assume other operational, functional, and contractual obligations and responsibilities as is customary in performing the duties of a Fiscal Agent Manager.

Qualifications

The Fiscal Agent Manager will at a minimum possess the following qualifications, skills and professional experience:

  • Master in Business Administration, Finance or Public Health Management, Accounting certifications like ACCA (Certified Chartered Accountant or Certified Public Accountant, CA or CPA would be an asset
  • Significant Experience working as a financial management or health program professional (Finance Director, Controller or Program Manager or in a similar position responsible for accounting, budgeting, financial management and reporting) (minimum 10 years)
  • Education or Training in business, economics, finance, accounting, public administration, or related field
  • Professional financial management qualification or specialized training
  • Ability to prepare and analyze budgets and financial reports
  • Significant Experience setting up a financial or programmatic management operation
  • Previous working experience with the Global Fund /Gavi and other international donors or development agencies
  • Proven leadership qualities and experience as Program Director, Finance manager/ team leader/ Fiscal Agent
  • Proven record in financial capacity building
  • Knowledge and experience of grants management, contract management and procurement procedures would be an advantage
  • Extensive experience and proficiency in the use of automated commitment, budgeting and accounting software applications (accounting packages), experience with NetSuite would be an asset
  • Advanced proficiency in Microsoft Office, Outlook, Excel, word Project and Power Point
  • Excellent interpersonal communication skills and ability to collaborate with culturally diverse staff in a challenging work environment
  • Experience working with stakeholders and high level government officials in challenging environments
  • Excellent written and oral communication skills in English
  • Arabic language skills an asset
