Description

Following the signing of a Constitutional Declaration on 17th August 2019 between the Sudan Transitional Military Council and the Forces for Freedom and Change, with the mediation support of the African Union and the Government of Ethiopia, the Prime Minister requested that Sudan be declared eligible to the Peacebuilding Fund (PBF) on 25th September 2019. In his request, the Prime Minister asked that funding be made immediately available in the three priority areas identified for Darfur, namely Rule of Law; Durable Solutions; and Peacebuilding at the community-level. The rationale behind this request was to promote stabilization and peace consolidation in Darfur with proposed interventions aiming to tackle the causes of violence by working on the findings of conflict drivers. Subsequent discussions with the Government of Sudan endorsed the three priority areas identified for PBF funding: (i) rule of law, (ii) durable solutions, and (iii) peacebuilding at community level.

Women are major stakeholders in the resolution of conflict in Darfur. Women in Darfur often shoulder an additional burden due to traditional gender roles. Their labor, strength and determination have maintained their families and communities during the Darfur conflict. The communities again, rely on women during the process of rebuilding the peace.

Under the overall guidance and direct supervision of the Project Manager, the Gender Officer is responsible for effective delivery of project implementation support services ensuring effective operational management of project, transparent utilization of financial resources. The Gender Officer promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.

The Project Analyst works in close collaboration with the respective CO Programme and Operations teams ensuring successful CO performance and compliance in programme management and finance.

1- Leads the implementation of project activities related to gender:

  • Responsible for overseeing the implementation of PBF gender-related activities in Darfur working very closely with the Government and UN agencies to ensure timely achievement of results
  • Manages effectively gender-related aspects of the project according to the annual work plan of the project, ensuring targeted achievement of expenditures, delivery of activities and outputs
  • Contributes to semi-annual, annual and other relevant reports capturing the results of gender-related activities and ensure timely submissions

2- Provides technical guidance to project activities related to gender:

  • Technically leads the organization of gender-related seminars, workshops and peer learning exchanges for UNDP and other UN Agencies on the project
  • Technically leads the organization of focus groups discussions in the conflict-affected areas of Darfur under the PBF
  • Provides technical advice in line with his/her expertise in inclusive finance for women and women economic empowerment to strategic partners and local counterparts

3- Ensures policy and advocacy support to project activities related to gender:

  • Participates to technical discussions around women in Darfur and ensure that the gender-related activities within PBF projects contribute to the National Strategic Plan
  • Liaises with identified stakeholders advocating for issues relevant to the project such as strengthening women financial inclusion particularly for women and girls in IDPs camps and conflict affected returnee areas

4- Facilitates knowledge management and sharing focusing on gender:

  • Provide brief updates on the development of gender related issues in the region.
  • Provide assistance in data collection, compiling lessons learned, establishing indicators to support knowledge sharing.
  • Assist in the development of concept notes and project documents and gender issues for best practices as directed by supervisor.
  • Participate in gender related community of practice in the region.
  • Support in writing stories related to project and project developments as they relate to gender equality issues.
  • Perform any additional tasks as requested by the Supervisor.

Impact of Result:

It is expected that the delivery of the results will contribute to the achievement of peacebuilding, and sustainable livelihoods in Darfur.

Education:

  • Masters’ degree in Gender Studies, Social Sciences or equivalent gender related studies
  • A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • 2 years with a master’s degree or 4 years with a Bachelors’ degree of relevant experience at the national and/or international level in the field of gender, women’s empowerment and peace building
  • Good reporting and writing skills and experience in the usage of computers and office software packages.
  • Previous work experience with UNDP or other UN agencies is considered as an advantage.

Language Requirements:

  • ·       Fluency in spoken and written English and Arabic
