Sudan in its three years transitional period and in line with the strong commitment of the transition Government as stipulated in the constitutional document August 2019 to promote gender equality and women empowerment, would need to ensure necessary capacity of federal and state institutions to deliver specific functions and responsibilities and ensure gendered delivery of results/outcomes across the socio-economic, civil and political frameworks and the sectors. Such capacity would include a strong, functioning and resourced gender machinery and sectors equipped with specialized gender experts who can identify gender needs of different sectors and support the dialogue with the Gender Machinery to address them. A gender architecture with such chemistry is necessary so that the state delivers on its specific tasks related to gender and ensure gendered delivery of results/outcome across the rest of state functions and tasks.

 

With the financial support of SIDA, UN Women is working with the Ministry of Labour and Social Development to strengthen the institutional mechanism of the Ministry to support gender mainstreaming in sectors’ intervention and to equip the office of the Prime Minister and targeted sector Ministries with gender advisors. The overall objective of the project is to equip Sudan with an effectual Gender Machinery to contribute to strengthen the capacity of federal and state institutions among which is the Ministry of Health to deliver specific functions and responsibilities that accounts for gender equality and empowerment of women.

In light of the above, UN Women will support recruiting a Gender Officer who will be based at the Ministry of Health. The gender officer will receive overall guidance and report to the Undersecretary of the Ministry of Health. The gender officer will also closely work with the gender machinery; the Ministry of labor and Social Development to ensure coordination. Collaboration with and other gender advisors at the Prime Minister’s Office, the Ministry of Justice, and Ministry of Finance is important to strengthen gender interventions and coordination. In addition, collaboration with relevant civil society organizations, women’s groups and other stakeholders remains relevant.

The Gender Officer will work Under the direct supervision of the Under-Secretary at the Ministry of Health and in close coordination and collaboration with the General Directorate of Women and Family Affairs at the Ministry of Labor and Social Developmnent. The Gender Officer maintains a secondary administrative reporting line to UN Women.

Duties and Responsibilities
1.Engendering institutional, planning, policy, funding, monitoring, communication and accountability frameworks:

  • Strengthen the gender architecture within the ministry of health: drafting proposals on restructuring the pre-established gender unit at the ministry with clear mandate , functions and responsibilities;
  • Provide technical assistance for gender unit  in planning, resource mobilization, implementation and monitoring and evaluation of planned activities and to ensure tht gener is accounted for;
  • Enhance national capacity to ensure  that the Ministry delivers its National, Regional and International commitments with regards to gender equality and women’s rights to health;
  • Ensure that planning and funding frameworks are responsive to gender and women’s right to health; with consideration to introducing gender budgeting;
  • Support the process of mainstreaming gender in the health policy, protocols and guidleines in general including but not limited toreproductive health policy frameworks;
  • Work in close collaboration with the different departments and administrations located inside and outside the ministry, and other sectors affiliated to the ministry to make sure that gender concerns are considered when formulating policies, plans and montoring and evaluation frameworks, and information systems;
  • Provide strategic advice to the Minister in guaranteeing that the gender concerns and aspects were considered when participating in the international arena in events related to health;
  • Develop a gender staffing policy: Work with the employees’ promotion committee to make sure that gender balance was maintained in its structure, and in the promotion of women and men to high grades and specifically in the nomination of women in the decision and policy making positions in the ministry;
  • Establish a foundation of an accountability framework on women’s right to health;
  • Ensure that information systems and data/surveys related to health accounts to gender interms of sensitivity and repsonivness.

2.Enhance coordination on gender and eliminate discrimination against women in the heath domain:

  • The gender officer should contribute in the coordination system that will be  developed by the Ministry of Labor and Social Development to mainstream gender within the sectoral and executive system;
  • Set a coordination system within the ministry of health to ensure flow of information that would enable her/him to mainstream gender and coordinate gender related interventions.

3.  Build and strengthen strategic partnerships with stakeholders:

  • Build and strengthen the strategic partnership between the ministry of health, ministry of labour and social development, relevant governmental institutions, UN Women and other UN agencies on issues of shared concern;
  • Create partnership and coordinate with the academic institutions, CSOs and INGOs help in the capacity building and research pertinent to the ministry and to allow them to consider the gender dimension of health when they implement their own projects in development, nutrition, agriculture and childhood;
  • Create partnership with UN Agencies to help in the implementation of gender sensitive projects in health;
  • Support the preperation of donor proposals and reports.

4. Facilitate knowledge building and sharing

  • Develop/update tools that assist in the ministry in mainstreaming of gender and eliminating discrimination against women in the health domain;
  • Assist with quantitative or qualitative assessments in targeted communities to assess effectiveness of implemented interventions.

Required Skills and Experience
Education and certification:

  • Higher Diploma (or equivalent) on public health, gender or relevant social sciences studies.

Experience:

  • At least 3 years of professional work experience at national or international level on public health and gender;
  • Aquiantce with the health system in Sudan;
  • At least one year of experience on gender mainstreaming in the health system;
  • Experience of working on GBV is an asset;
  • Experience on monitoring and evaluation from gender perspective is an asset;
  • Experience of working in humanitarian context is an asset.
