OBJECTIVES OF THE FUNCTION

The mission of WHO health emergency programme is to coordinate action to prevent, prepare for detect rapidly respond to, and recover from Outbreak and emergencies.

The Health Information Management consultant will be responsible of projects planning and performance Management for WHE and other program project activities and ensure the timely implementation of agreed activity work plan. He will work with the project steering team, WHO national and state coordinators to conduct to project implementation sites to monitor project inputs and outputs.

The Health Information Management Consultant will work under HIM Team Lead as he provides support to projects implemented under WHO Health Emergencies (WHE). S/he works closely with the other members of the WHE team and the technical leads, at the three levels of the organization, to facilitate strategic and operational planning for emergency preparedness, response and recovery activities. The Officer ensures that planning is based on accurate data and that the expected results with the associated inputs (competencies and financial resources) are clearly defined and tracked. S/he will have the front line responsibility for promoting effective performance management strategy throughout the full cycle of the emergency.

Description Of Duties

The consultant will perform the following tasks:

  • Provide support in generation of high quality health information products for tracking and monitoring progress in implementation of WHE, Nutrition and other program activities.
  • Facilitate a systematic collection of information pertaining to the joint operations plans (4Ws), from relevant WHO offices and key operational partners, to generate a consolidated overview of needs and requirements.
  • Collaborate with relevant internal WHO teams and key operational partners in the development of a strategic response framework and joint operations plan (4Ws) to outline the response strategies to the emergency incident.
  • Conduct data collection, reporting, cleaning, processing and analysis of data sourced from EWARS,DHIS and other sources as well as creation and dissemination of health information products .
  • Coordinate planning and monitor progress of WHE program activities against plans according to established key performance indicators. Prepare background documents, concept papers, situation analysis and develop monthly and annual technical reports assessing the implementation of related programmes.
  • Conduct planning monitoring and evaluation of WHE programs activities at State levels in close collaboration with WHO National Field coordinator and the State field coordinators
  • Perform any other related duties, as required by the functional supervisor.

Deliverables

  • Provide support in generation of high quality health information products for tracking and monitoring progress in implementation of HIM, WHE, Nutrition and other programs
  • Conducting data collection, collation and analysis using analytical tools to avail high quality information used for decision making in HIM,WHE and other programs
  • Harmonization of data generated through the District Health Information System(DHIS), Epidemic Early Warning System(EWARS) and Integrated Disease Surveillance(IDSR) and response
  • Performance monitoring of implementation of the projects using standard monitoring tools against the set targets.
  • Generate progress performance report for WHE programs based on the activities outlined in the WHE planning monitoring and evaluation plan
  • Facilitate the collection of information pertaining to the joint operations plans (4Ws), from relevant WHO offices and key operational partners, and generate a report on the consolidated overview of needs and requirements.
  • Conduct monitoring and evaluation of WHE program activities in liaison with information management teams and project steering team to determine the activities to be implemented and the outputs and outcome of the WHE projects
  • Report on planning monitoring and evaluation of WHE programs at State levels
  • Consolidated report for the projects supported by ECHO /SSHF/CERF/JAPANESE Fund.
  • Act as WHO technical guide and liaison for all activities related to HMIS and DHIS2 and represent WHO in all discussions, meetings, workshops, etc. on these topics

Required Qualifications

Education

Essential

 

  • Bachelor’s degree in applied epidemiology, public health, health information management, global health, biostatistics, or related discipline.

Desirable

  • Masters degree in public health, health information management, epidemiology, biostatistics, or a similar field.

Essential

Experience

  • A minimum of 5 years of relevant experience, at the national and international levels, in strategic and operational planning, monitoring of technical and financial implementation and performance management of health programmes and relating operations in a public health or humanitarian international context.

Desirable

  • Experience working in WHO, the UN and/or international organization, health cluster partners and recognized humanitarian organizations including at the regional/country level. Experience in change management and organizational development.

Work experience on M&E of WHO program activities in South Sudan will be added advantage

Functional Knowledge And Skills

 

  • Extensive practical knowledge of modern management principles and techniques, especially with respect to large operations at national, regional and/or global levels.

  • Ability to clearly and articulately present concepts and strategies on a broad range of issues.
  • Concrete skills in conceptualizing strategies and public health interventions.
  • Ability to perform and adapt to complex and changing political, social, and economic contexts.
  • Knowledge of WHO and the UN agencies’ governing mechanisms, procedures, planning and programme management.

Use Of Language Skills

Excellent knowledge of English and Intermediate knowledge of Arabic. Working knowledge of another WHO official language would be an asset.

Other Skills (e.g. IT)

  • Demonstrated knowledge of information management during humanitarian crises, health clusters functioning, public health information services standards (PHSA, 4W, HeRAMS, HESPER, and Health Cluster Bulletin) as well as surveillance issues and emerging diseases in international context.
  • Excellent presentation and communication skills, with emphasis on writing skills. Proven ability to work and produce results under pressure in critical situation

  • Remuneration – this is a P3 Level consultancy with a monthly remuneration of $7,000 and Daily Subsistence Allowance of $128, reduced by half after the first 30 days.
