In response to the Tigray refugee crisis, NCA has established operation in Gedaref, Eastern Sudan since November 2020. Current NCA WASH interventions are focused on provision of sanitation and hygiene services to refugees in Tunaidhbah camp, especially focusing on the construction and rehabilitation of sanitation blocks (latrines, showers, handwashing stations), provision of hygiene kits, solid waste management and vector control. These elements are being supported by a strong health promotion and hygiene education component focusing on key topics such as critical times for handwashing, safe water chain, environmental sanitation, and Covid-19 prevention, targeting 15,000 refugees. The main objective for the WASH programme is to provide life-saving access to sanitation and hygiene services and prevent major WASH related health risks and energy and environment related risks in refugee settlements in Tunaidhbah and surrounding host communities by:

  1. Promoting safe sanitation, hygiene, and environmental practices, including appropriate use and maintenance of sanitation facilities and services.
  2. Ensuring appropriate community involvement in the design and delivery of essential hygiene and sanitation and energy services.


 Duties and responsibilities:

Specific Objectives of the Mission (Objectives, Scope and Deliverables)


1. Implementation Supervision, Monitoring and Reporting Health and Hygiene Activities:

  • Ensure timely and quality implementation of the hygiene component of the WASH programme in line with activity plans and commitments.  Ensure all WASH activities comply with relevant international and humanitarian standards (e.g., Sphere), national standards (e.g., Ministry of Health, WASH cluster guidelines), and donor requirements.
  • Ensure ongoing hygiene promotion and energy/environment activities are carried out according to the project activity plan and through a multi communication channels and tools, home to home visit, focus group discussions, awareness sessions, mobile campaign etc. Follow up on the implementation of the solid waste management/disposal and vector control in the camp, ensuring that a voluntary waste disposal and cleaning system is initiated and implemented in the communities.
  • Carry out KAP surveys (end line and base line) to measure the current knowledge, attitudes and practices and impact of the project's hygiene and sanitation activities and adjust the hygiene promotion programme to address the needs and gaps.
  • Conduct distribution and post distribution activities including the planning, procurement, execution, and post distribution monitoring.
  • Provide weekly update and reporting on progress of hygiene promotion and environment and energy activities. Contribute to the compilation of reports (ad hoc, monthly, and final reports).
  • Lead and provide technical guidance and mentor hygiene promotion and energy/environment teams.
  • Support the further development of the WASH programme based on assessments, needs, gaps and funding opportunities, in collaboration with the WASH Infrastructure Officer and under the lead of the WASH manager.
  • Coordinate and collaborate with the WASH Infrastructure Officer ensuring that the project delivers an integrated hygiene and sanitation response.
  • Collaborate with the GBV/ASRH team in order to ensure coordination and integration of project activities.
  • Through focus group discussion and key informant interviews, and in collaboration with the WASH Infrastructure Officer, assess the needs and gaps for menstrual hygiene management for the refugee communities, and identify and implement measures to ensure that all WASH facilities and activities are gender sensitive and accommodating for women and girls’ MHM needs (including access to appropriate sanitary products and supplies, information, and safe and dignified facilities).
  • Plan for the resource needs of the hygiene promotion team in coordination with the rest of the WASH team and submit purchase requests and monthly cash forecasts to the WASH manager in a timely manner.
  • Coordinate and collaborate with the GBV/ASRH team to ensure prevention of GBV related risks is included in all activities and ensure coordination and integration of project activities.
  • Facilitate the implementation of a complaints and response mechanism to ensure community members feedback is received and responded to in a safe and confidential manner.
  • Support in developing, contextualizing IEC/BCC materials from other relevant partner’s agencies, ensuring that it is linguistically, culturally, and socially appropriate and acceptable.

2. Coordination

  • Ensure good coordination with relevant WASH actors along with cross sector lead Education, Protection, UNHCR, COR, etc.
  • Represent NCA in coordination meetings of Tunaidhbah hygiene working group and WASH committee meeting, and other coordination forum as relevant.
  • Collect and share relevant updates/information on the camps, surrounded villages as part of the preparation of a long-term project, while considering the interventions of other actors in the project location.
  • Ensure that NCA hygiene promotion activities are properly listed in the camp monitoring system on a regular basis.

3. Assessment

  • Assist in the preparation and organisation of a WASH needs assessment, mainly a preliminary overview of the need’s focused particularly on the implementation of the CLTS approach in the villages around the Tunaidhbah Camp, as needed.

  • Experience - Minimum three years of field experience in hygiene promotion in refugee and/or IDP camp settings in rural/remote area in a humanitarian context.
  • Qualifications and knowledge - University degree/diploma in public health, environmental engineering, or related studies.
  • Skills and Abilities - Essential computer skills – Office 365 package (Word, Excel). - Autonomous, organized, flexible, proactive.  - Ability to work under pressure, lead teams, have good communication and collaboration skills. - Ability to work in an international and multicultural environment.  - Good knowledge of the humanitarian sector and the refugee contextual situation in Tunaidhbah is an asset.  - Languages - Arabic: fluent with excellent writing capacities - English: fluent with excellent writing capacities.
