 Background:

The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation - Sudan.

The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States.

As a priority, NRC is therefore hiring an HR Technical Officer – Recruitment & Trainings to support of scaling up NRC's programme in Sudan.

 Duties and responsibilities:

Recruitments:

  • Take lead in all national staff recruitments ensuring that the webrecruiter (recruitment software) is always updated.
  • Take lead in ensuring the implementation of the recruitment system, and the recruitment tools including the recruitment SOPs
  • Organise and participate in interviews by ensuring transparency in the process.
  • Develop and manage a national Job Description database and ensure its updated regularly
  • Ensure the recruitment files are complete and updated with every stage of recruitment both hard copies and on the webrecruiter and apology letters are issued, and files archived in a timely manner
  • Improves organization attractiveness by recommending new policies and practices; monitoring job offers and compensation practices; emphasizing benefits
  • Take initiative in sourcing for potential candidates using a variety of outlets and websites, participating in job fairs while effectively targeting the right kinds of candidates for the job.
  • Perform any other tasks as requested by line manager or designate.

 

Trainings: Learning & Development

  • Along with HR Coordinator maintains responsibility for overall planning and implementation of all NRC trainings in Sudan and maintains the annual training plan.
  • Prepare training calendar for NRC Sudan
  • Ensure that all Line Managers discuss training needs and advise HR/TTO (training of trainers) of their staff’s training needs.
  • Responsible for collecting of all development plans for NRC Sudan staff
  • Compile attendance of training matrix and update on a weekly basis.
  • Plans and coordinates new training initiatives from the Head Office same as mandatory trainings (NRC Way 1, Code of Conduct, Performance Management, HEAST, etc.)
  • Serves as focal point for NRC Way 1 trainings – organizes workshops and refreshers for NRC Way 1 trainers
  • Plan for other staff development initiatives as agreed by the CMG
  • Facilitate induction for national staff.
  • Ensure that induction for international staff take place on a monthly basis.
  • Develops new trainings and materials on different subjects
  • Ensures proper tracking of training needs vs delivered trainings; provides periodic reports.
  • Facilitate trainings as needed; i.e. CV writing skills, code of conduct, etc.
  • Promote NRC values and safe working environment same as protection from sexual exploitation/abuse of beneficiaries

 

 Minimum Qualification, Skills and Experience Required:

Qualifications

  • Recruitment experience in a humanitarian/recovery context or a rapidly growing organization,
  • Experience from working as Trainer/Training Facilitator within an organization/company.
  • Relevant courses in trainings and capacity building (preferable)
  • Experience in training and facilitation skills; strong presentation skills
  • Demonstrated experience in developing training materials and conducting trainings
  • Knowledge about own leadership skills/profile
  • Fluency in English and Arabic, both written and verbal

 

Context/ Specific skills, knowledge and experience:

  •  Bachelor’s degree in human resources or relevant field with minimum 3 years experiences
  • Demonstrated knowledge of multiple recruitment tools and methods
  • Ability to analyze data and trends for informed decisions
  • Demonstrated Capacity building skills
  • Good communication and interpersonal skills
  • Excellent skills in MS office programmes (MS Excel, Word, Prowrpoint, database and network communication), knowledge of any other software which can be used for creating of training materials (preferable)
