At WFP, we are looking for one talented Human Resources Officers to act as HR Business Partners for our field managers, to be hired on a Service Contract at the NOA level and based in El Obeid, Sudan.

KEY ACCOUNTABILITIES (not all-inclusive)

As Human Resources Officer NOA you will act as the HR Business Partner for some of the WFP offices located in different States ( North Koedofan - West Kordofan - South Kordofan & White Nile). You will be acting as a liaison between the managers in the field and the Human Resources team in the Country Office. This position will report to the Head of Area Office , El Obeid.

You will be expected to provide guidance to junior staff to ensure that operational and project objectives are achieved, and provide advice on moderately complex issues by applying HR rules, regulations and expertise in making determinations and recommendations.

Specifically, you will perform the following duties:

  • Support HR operational activities or projects that are aligned to business needs, following standard processes and ensuring alignment with wider WFP policies.
  • Respond to queries, provide guidance to managers and staff on a wide range of HR matters, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
  • Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements.
  • Provide support in building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy.
  • Lead by example; act with competence, integrity, impartiality, independence and discretion; demonstrate ethical behaviour at all times; communicate WFP’s expectation that all WFP personnel act ethically in furtherance of the ideals of the UN and WFP’s Mission.
  • Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges.
  • Support workforce planning and organizational design activities that enable senior management to define and organize structures and jobs, and allocate people to the right places in order to improve efficiency.
  • Support and deliver onboarding activities to ensure new employees have a positive experience of WFP, and are successfully integrated into their new role and the organization.
  • Maintain confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards.
  • Draft various HR documentation required for the specific area of work ensuring accuracy and meeting established deadlines.
  • Work with a variety of individuals with different national and cultural backgrounds, taking on feedback where appropriate to assist in business support delivery for staff.

STANDARD MINIMUM QUALIFICATIONS
  • This vacancy is open to qualified Sudanese Nationals Only.
  • Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First university degree with additional years of related work experience or trainings/courses.
  • For candidates holding an Advanced university degree, at least one year of relevant professional work experience. For candidates holding a First university degree, at least two years of relevant professional work experience.
  • Fluency in English and Arabic.
OTHER SPECIFIC JOB REQUIREMENTS
  • Ability to maintain discretion and confidentiality.
  • Ability to partner with managers, understand business goals and recommend new HR approaches, policies and procedures to enable the delivery of WFP activities.
  • Good organizational skills, initiative, client-orientation and solution orientation.
  • Knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.
  • Familiarity with (or the ability to quickly assimilate) the UN common system’s HR procedures and systems.
  • Tact, courtesy and good communication skills to give and receive information and work with a variety of individuals with different national and cultural backgrounds in a team environment.
