The Information Communication Technology (ICT) Officer will be working within the ICT team to deliver highly resilient ICT infrastructure in the country office and the field locations (12), and administrating common ICT components such as Windows servers, WiFi, LAN, microwave links, security gateways, and cloud systems. The incumbent will also participate in the Technology for Development (T4D) projects and initiatives to maximize programme delivery of South Sudan office, while improving the operational efficiency.

How can you make a difference?

Under the supervision of the ICT Manager (P4) and working within the ICT team, the incumbent will perform the following duties:

1. Support ICT Core Services operations

  • Operate ICT environment (hardware, network, secure gateways, and telecommunications)
  • Administrate Hyper-V servers, including Active Directory services, network topology, and firewalls
  • Monitor backbone services to take preventive and corrective actions and ensure ICT service uptime is over %99.9
  • Manage and supervise the maintenance of emergency telecommunication operations and equipment in all offices
    Assist in the management of contracts for ICT for services
  • Assist in implement global ICT solutions/projects, and take the lead of some projects as determined by the ICT Manager
  • Oversee ITSM (Information Technology Service Management) for end-user support using UNICEF standard system (Service Gateway)
  • Provide support to the financial management of ICT services
  • Monitor SLM (Service level management) performance and escalate as necessary

2. Improve ICT services and increase office efficiency

  • Provide high-level technical support to users
  • Handle escalated technical issues and share technical knowledge with ICT team members
  • Provide support to the management and administration of the online collaboration and automation tools
  • Participate in ICT capacity building sessions to South Sudan staff
  • Participate in ICT efforts to increase office efficiency and automate business processes
  • Advice on shortfalls of technical capacity within all offices and escalate as necessary
  • Participate in ICT working group within the country (UN agencies forums)

3. Support Technology for Development (T4D) and innovation projects and initiatives

  • Provide technical input to the business requirements formulation process
  • Provide suggestions /ideas to improve business processes and programme delivery
  • Work closely with Programme teams to identify the areas where T4D and Innovation initiatives can improve programme delivery and final results
  • Initiate discussions and formulate business requirements to initiate innovation projects
  • Collaborate with vendors, implementing partners, and other counterparts to support T4D initiatives as needed

4. Management of Staff and other duties

  • Manage ICT individual as determined by Office structure and as deemed necessary by the section manager.
  • Act as Officer in Charge (OIC) to manage the ICT team during the absence of ICT Manager
  • Accept ICT work assignments from supervisor outside the above tasks.

To qualify as an advocate for every child you will have…

  • A University degree in computer science, software engineering, information technology management, business administration or related field is required. Professional certificates in Server administration, cloud technologies, telecommunications technologies, computer networking, or information security is an asset.
  • A minimum of two (2) years of relevant professional experience in information technology in a large organization/corporation
  • Experience working in a UN organization is an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
