Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

COUNTRY PROGRAM MISSION 

Alight, formerly the American Refugee Committee (ARC), is an international non-governmental organization providing integrated health; nutrition; and water, sanitation, and hygiene (WASH); food security and livelihoods; community protection; and peacebuilding services to nearly 2 million people annually.

PRIMARY PURPOSE OF THE POSITION  

As a member of the implementation team, the Implementation Coordinator will support the Head of Program Implementation and Partnership to strengthen the quality, partnership and accountability in accordance with Alight and donors’ regulations and policies.

S/He will support the HoP in managing the programs and operations in Alight area offices and ensure implementation plans are on track.

The Implementation Coordinator will provide the HoP with work plan updates and will share any implementation challenges in the fields requesting the support of the HoP.

The implementation coordinator will be based in Khartoum, but conducting regular supporting and monitoring visits to Alight operations as per need and advice of HoP.

 Duties and responsibilities:

Program implementation Management 

  • In coordination with area managers, ensure that each of the sectors conducts a baseline survey and/or needs assessment before launching the sector activities.
  • Ensure that each state completes the DIP for each grant and updates them in a monthly basis  and ensure to address any issue affecting the delivery of services
  • In coordination with Area managers operational planning and implementation of sector activities are done according to the timeframe and within the budget.
  • Ensure that quarterly procurement plans are done, and procurement requests are submitted by the Area mangers to the Heads to Operations Section in time.
  • Introduce implementation tracking tools in line with the CO level implementation tracking tool, to follow up on the activities and outputs and discuss with the respective area manager if implementation does not follow  the plan.
  • Collaborate with the grant and business development unit to conduct the budget review and opening meeting for each grant and discuss the findings and recommendations for improvement.
  • In coordination with area managers compile the monthly management report and follow up with HoP to address the challenges with different sectors in the CO
  • Support the HoP in anticipating and managing risks that could threaten the organization’s reputation, operational viability and security.
  • In coordination with HoP prepare quarterly fields visits plans and ensure the supports are provided to all areas equally
  • Maintain regular communication with the fields offices and ensure they receive the required support
  • Provide support to the field team to resolve the day-to-day issues and coordinate with the community to facilitate access to all alight operation areas

Coordination with MEAL 

  • In collaboration with MEAL team contribute to the effective monitoring of Alight’s project activities, ensuring monitoring and evaluation plans are developed and data is reported and disseminated appropriately and in a timely manner.
  • Ensure a strong and proper monitoring mechanism is in place for monitoring/supervision of all Alight’s activities.

Coordination with finance 

  • Coordinate with area managers the feedback for the BvAs every month and share the report with HoP and ensure all the changes are addressed timely
  • Coordinate with the area managers and ensure that grant spending plans and cash projections are prepared and submitted to finance every month and in a timely manner
  • Coordinate with area managers to ensure the GIK reports are produced in a monthly basis
  • Ensure grants expenditures are in line with the agreed project budget
 Minimum Qualification, Skills and Experience Required:
  • BSC in Social Science and/or equivalent– with extensive experience in program coordination
  • Substantial people and program management experience with good interpersonal skills and the ability to communicate at all levels.
  • Understanding and knowledge of the politics, economics, and political context within the Region
  • Solid experience, at least 2 years in grant management, including budget holding and donor reporting.
  • Experience inworking with partners and a participatory approach.
  • Field-level representation with key stakeholders and co-ordination with other NGOs/UN
  • Ability to generate and promote ownership among team members
  • Problem Solving skill
  • Excellent communication skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English and Arabic.
