Purpose of Activity/Assignment:
The Multisectoral Nutrition Information System Developer is responsible to develop web-based nutrition system that is interoperable to the Ministry of Health District health information system (DHIS2). The consultant is also responsible to provide ToT training for the pilot installation and roll-out of the system.

Main Duties and Responsibilities:
The purpose of the consultancy work will be to assess the existing nutrition information system, identify gaps and develop a suitable web-based information system (Customized and tailored DHIS2) that facilitate the information utilization of the Ministry of health and other development Partners.
DHIS2 is a free, open-source software that allows customization of data entry, storage and analysis. DHIS2 was designed as a decentralized health/nutrition information system but has begun to grow and be adapted to diverse information technology needs across multiple sectors. DHIS2 has a modular design allowing for customization to different contexts and offers the flexibility to draw on existing modules to be used for collecting data as well as developing new modules tailored to the needs of the any information system platform required by any organization.
This platform will strengthen the multisectoral nutrition monitoring system for efficient program implementations that have impacts in malnutrition reduction

Scope of Work:
Designing and developing comprehensive web-based information system that consists the nutrition specific indicators of the health sector as well as the nutrition sensitive indicators of the other sectors will improve the data capturing process from the grass root level, the analysis and greeting on-time and quality reports. Such standard systems are scalable and extendable as the volume of the data increased and also compatible and interoperable to any information system that are currently running with in other sectors.

The technical assistant will specifically perform the activities listed
• Assess the current nutrition information flown from the County to the national level and identify the requirements needs to be designed and implemented then develop the Functional and Non-functional (system) requirement specification document that basically define the scope of the work
• Design and implement the web-based multi-sectoral nutrition information system using the latest open-source web-technologies (DHIS2)
• Identify the Meta-data (list of nutrition indicators from health, education, WASH, child protection, food, social protection and other relevant systems) needs to be customized in the system and start customization

• Develop system testing procedure for testing the platform based on the requirement specification document
• Design and implement data-validation rules to ensure the quality of the data reports from the grass root level
• Design pre-defined Dash-board reports, score-cards and other program specific reports based on the requirement of the organization
• Deploy the platform based on the available organization infrastructure (on the cloud or using local sever)
• Develop Technical and End-user guide documents
• Provide ToT training both the pilot and roll-out of the system
• Provide administration support in managing the system, user management and other required system maintenance

Minimum Qualifications required: Knowledge/Expertise/Skills required:

• Advanced University degree (MSc) in Computer Engineering or computer science or Electrical Engineering
• A minimum of 10 years of experience in developing database systems, web-based application systems
• Detailed understanding of the National Food and Nutrition program and related initiatives in response to child undernutrition.
• Proven track record of building and maintaining strategic relationships, influencing complex processes, and working in partnership is essential.
• Proven track record of designing, appraising and implementing M&E systems is highly desirable.
• Excellent written and spoken communication skills
Language Requirements:
• Fluency in English /Arabic and another UN language preferred Core Competencies:

• Operating Systems: Windows server 2012,2016, Ubuntu, Linux
• Programming Languages: C/C++, C#.Net, VB.Net, Java, ASP.Net, JSP, PHP, Java Script, HTML5, AJAX
• Development Framework & platforms: DHIS2, .Net Framework 4.5, DevExpress,
• Database Management System: MS-SQL 2008/2014, MySQL, MS-Access, Postgres
• Experienced in API programming, web services, mobile and web Application development.
