Organizational Settings

The FAO Representation in Sudan has been operating for more than 40 years, dating back to May 1977. The agriculture sector is a key element in contributing to Food Security and Nutrition in Sudan. The Organization provides technical, policy and other capacity development support within the broad context of strengthening national capacity to achieve results in the food security and livelihoods sector. FAO implements its programme in close collaboration with government line ministries, UN partners, international and national NGOs.

Within the context of Sudan, FAO's vision is being achieved through the following three priority areas:

  • Enabling policy and institutional environment for food security and nutrition.
  • Sustainable agriculture and natural resources management.
  • Disaster risk reduction and resilience building.

Within this framework, FAO Sudan has been providing technical assistance to the government and vulnerable target communities in line with the national priorities and within the FAO Strategic Results Framework. In particular, FAO Sudan provides support to vulnerable rural people (including herding, farming and fishing communities, Internally Displaced Persons (IDPs) and returnees) to improve their food and livelihood security, as well as their nutritional status through the development of livelihood strategies that are technically sound, socially accepted and environmentally and economically sustainable.

Interventions are aimed at strengthening the self-reliance of these vulnerable groups by increasing their capacity to produce nutritious food and generate income. In this regard, emphasis is given to durable solutions such as strengthening local systems and structures as a means of reducing aid dependency and facilitating recovery as well as improving preparedness and resilience on the ground.

Reporting Lines

The International Operations Specialist reports to the Deputy FAO Representative. He/She works under the overall supervision of the FAO Representative in Sudan and coordinates closely with the Assistants FAO Representative, projects technical advisors and national and international staff of the Representation. The incumbent will also liaise with relevant technical and programme staff at FAO Regional Office for Near East and North Africa (RNE) and FAO headquarters.

Technical Focus

Lead and coordinate the operational support functions of the FAO projects in Sudan.

Tasks and Responsibilities

Given this background, the International Operations Specialist will support FAO Sudan country office during the implementation of the country office portfolio. In particular he will:

  • Act as focal point for operations matters related FAO's Sudan projects and Programmes
  • Lead operations related regular and ad hoc meetings to identify operations related matters and proposed sound solutions to solve identified issues, if required escalate identified problems to senior management or HQ as appropriate
  • Assist with the management of the project budget and prepares revisions as required
  • Ensure the quality of data/documentation in the Field Programme Management Information System (FPMIS) for all pipeline and operational field projects in the country
  • Lead the Operations Unit on operational matters while ensuring smooth and strong interaction between programme/technical, administrative, procurement and financial dimensions;
  • Support the Operations unit in preparing Invitations for submission of proposals, preparing LoA submissions to Local Procurement Committee and all other relevant documents; reviewing the LOAs by ensuring compliance with FAO rules and regulations (prepare the Routing Slip, initiate and circulate the documents for final approval);
  • Prepare/Submit the Purchase Requisitions in GRMS and follow up with the Procurement Unit to raise POs for LoAs;
  • Closely monitor the Service Provider delivery and submission of relevant documents (progress and final narrative and financial reports) according to Art
  • 4 Monitoring Mechanisms and Reporting Requirements of Annex I of the LoAs;
  • Liaise with the technical units (Khartoum and field offices) for the daily follow up of the implementations of the activities as indicated in the LoAs;
  • Monitor the financial situation of funded projects and ensure proper budgeting and budget management;
  • Handle the day-to-day operational aspects of all stages of the project lifecycle;
  • Prepare analytical and financial reports on project performance and results based reports according to the donor's requirements;
  • Coordinate actions concerning the completion/closure of projects, including identification of project follow up requirements;
  • Coordinate and ensure the completeness and quality of data and documentation in the FPMIS for all projects (emergency and development programmes) in the country, including proposals in the pipeline;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in a field related to business or public administration or any other relevant field.
  • At least three years of relevant experience in operations management, office management, administration, accounting and/or audit, budget or finance
  • Working knowledge of English and limited knowledge of one of the other FAO Official Languages, preferably Arabic.
