Background:
Under the supervision of the Head of Mission, the Liaison Officer position holder shall be expected to carry out liaison activities on behalf of the organization. The Liaison Officer carries out administrative duties related to obtaining administrative and legal documents related SIF activities implementation in all its areas of intervention, and maintains good working relations with the various local administrative bodies.
He/She will participate upon Head of Mission Request, to write external reports asked by local authorities. He/she will also participate in security monitoring and support the development/strengthening of the SIF security focal point network in Sudan.

Duties and responsibilities:
Liaison management (70%):
- Develop and maintain relations with the Ministries concerned by the SIF\'s actions in order to liaise and lobby for the necessary authorizations/documents to develop the mission and their activities.
- Support the mission in Sudan in the implementation of projects by liaising and coordinating with the local authorities and relevant ministries on all matters relating to SIF staff and property, as well as the organisation\'s activities.
- Maintain and develop day-to-day contacts with key authorities and ensure the prompt sharing of information, conclusions, or messages.
- Share relevant information with national and local authorities regarding planning, programme implementation and monitoring.
- Ensure projects implementation plans and priorities are disseminated and understood by relevant authorities.
- Meet with representatives from the various administrative bodies as often as needed to obtain documents or resolve related issues.
- Keep up-to-date of changes to administrative procedure pertaining to obtaining documents (for visas, contracts, registration, HR aspects).
- Follow-up on the regulation required at government level related to INGO work in Sudan.
- Attend NGO coordination meetings convened within the Liaison Officer’s area of operation.
- Attending any relevant Cluster meetings in Khartoum and in neighboring areas.
- Provide Head of Mission with regular updates analysing Soudan’s emerging political, socio-economic, and administrative developments.
Security management:
- General management of security and updating the HoM on the security context in Sudan.
- Meeting with security and Safety Stakeholders
- In collaboration with HoM developing Security plan, security SOPs.. for SIF mission
- Update the master contact list on a regular basis and provide the additional information required
Overall tasks:
Under the direction of the HOM the Liaison Officer will support the organization in:
- Ensuring regular, meaningful contact with the local authorities & concerned implementing partners at field level.
- Reporting on the local policy framework & on aid priorities, strategy, approaches & guiding principles vis-à-vis cooperating partners.
- Undertake the task of translating official documents. (Facilitate the understanding of official documents)
- Contribute to advocacy & advance aid strategic interests in Sudan with federal, state stakeholders, international & regional partners.
- Providing timely information, notably through, flash reports & monthly reports.
- Any other tasks that may be assigned by the HoM.
- Contributing to the identification of needs for the development of the mission

Minimum Qualification, Skills and Experience Required:
- Should have an in-depth knowledge of political dynamics, public administration and legislation in Sudan & should be intimately familiar with the role of the international actors in this context & the aid architecture that underpins this engagement.
- Should hold, at a minimum, a Bachelor’s Degree in Political Science, administration and/or Law, or any related field, or equivalent. Any further academic studies in the field of International Relations would be an asset.
- He/she should have at least 4 years’ experience, at senior level, in a similar position (either Liaison Officer or Security Focal Point) in an INGO;
- Good report writing skills.
- Must have impeccable references.
- Sound Knowledge of MS Office (word, excel, PowerPoint) is required
- Previous experience in translation, an asset.
Languages:
- Fluency in Arabic and working knowledge (written and oral) of English is a requirement.
