CIS is seeking a strategic, innovative, and problem-solving professional to take up an exciting challenge in the capacity of  Monitoring and Evaluation Coordinator who not only align with our values, but also want to make a difference, develop and inspire others, drive innovative ideas and deliver results.

 Duties and responsibilities:

. Job Summary: 

The position holder is expected to provide overall technical leadership to CARE's livelihoods and resilience program in South Kordofan and, in particular, manage and supervise the Promoting Economic Empowerment and Gender Equity through Strengthened Market Systems (PEGESMAS) project in Abu Jubeha and Rashad localities in South Kordofan. The program is funded by the Dutch Ministry of Foreign Affairs.

The post-holder will ensure the maintenance of program management systems that ensure program and reporting quality, financial management, and personnel management, and timely delivery of program components according to the milestones agreed with the donor.

The post-holder provides close follow-up and support to the program staff in South Kordofan to implement the project's objectives and targets, and technical and managerial needs. Strong oversight, follow-up, identification of training needs, project preparation, implementation, monitoring, and reporting to CARE /donor standards are vital responsibilities.

II.        Job Responsibilities and Tasks:

  1. Program management and program quality, including people management
  •  Overall responsibility for a coordinated and planned implementation, measurement, monitoring, and reporting of the projects and other assigned tasks
  • In line with the project technical documents and budgets, ensure the project activities are implemented and verified as planned with the allocated budget and timeline
  • Plan and market the project among key stakeholders, including government sector offices
  • Follow-up and monitor local NGOs implementing partners activities and take timely corrective action
  • Ensure the project interventions and the overall outcome of the project according to the theory of change outlined in the projects documents
  • *Report timely any discrepancies and deviations in implementing the projects
  • Contribute to fundraising initiatives, including assisting in the writing of proposals related to Women’s economic empowerment
  • Contribute to preparing final reports for the donor in collaboration with the project team and technical coordinators.
  • Communicate with other program managers and advisors to ensure synergy, mobilize support, and cross-fertilize learnings
  • Manage, direct and support the projects staff
  • Oversee performance management of team members and provide timely feedback to all project staff
2.Budget & Financial Management

  • Initiate monthly financial review meetings, involving relevant support staff  to plan and monitor the budget, review procurement and spending plans, ensure funds are spent within the time frame acceptable to CIS and the donor, and ensure rules and regulations of CIS are adhered to;
  • Ensure that contractual donor requirements are fulfilled, including by partners and internal regulations, throughout the entire project period;
  • Lead on initiating relevant procurement processes, with support from the support, in line with program spending and procurement planning
  • Regularly communicate with finance to track the project expenditures and take timely corrective action for over or under expenditure
  • Track budget expenditure against activity implementation, recommending necessary budget line adjustments or budget review on time

3. Monitoring and Reporting

  • The project works with  Women groups, community leaders, CSOs, and government authorities at different levels. The program manager is required to maintain regular and effective communication with all actors
  • Generate and share regular technical and financial reports timely as per the requirement of the donor, government, and CARE
  • Ensure, in conjunction with the MEAL staff, effective monitoring, evaluation, accountability, and learning of the entire program, including monitoring the progress of the Key Performance Indicators.
  • Document the programs' progress,  learning, and good practices, and disseminate lessons to CARE colleagues and partners.
  • Work with PQ staff, ensuring that the programs are aligned with CARE impact groups and program principles
  • Act on PQ team field assessment and recommendations
  • Define and collect metrics to give a sense of how the project is progressing and whether the deliverables produced are acceptable
  • Identify, track, manage and resolve project issues
  • Proactively disseminate project information to all stakeholders
  • Identify, manage and mitigate project risk
4.Contribute to the success of CARE partnership strategic commitment 

  • Support CSOs engagement in advocacy, implementation of programs, and leadership
  • Participate in the selection of qualified partners, related requirements (DDA, CDP, MP), and reporting
  • Through coaching and mentoring, assist the partners' staff in producing quality planning and implementation.
  • Ensure each staff have an agreed action plan to contribute to this commitment
5.Uphold CARE's values and contribute to the CO shared priorities 

  • Follow the CIS Safety and Security Management Plan (SSMP) and comply with it at all times
  • Be aware of CARE's commitments to Gender and Diversity, and strive to uphold them

 Minimum Qualification, Skills and Experience Required:
  • A minimum of 5-7 years of progressively responsible experience in a similar role – specifically in managing Public-Private Partnerships, Value chain interventions, Market Systems, and Economic Empowerment initiatives.*
  • Bachelor or Master's degree in Agriculture, Development Studies, Social Sciences, Gender Studies,  Economics, Business, or other discipline relating to Livelihoods and resilience is of additional value for this position
  • Extensive experience in economic empowerment, private sector engagement, resilience, and livelihoods programming at both strategic and operational levels
  • Sound conceptual knowledge of approaches relevant to early recovery, market systems development, agriculture, value chain development, contract farming, economic empowerment ,and designing interventions in a gender- and conflict-sensitive manner.
  • Management skills & experience, including line management, management of partners and , evidence of capacity to support other team members.
  • Demonstrated experience in integrating gender and diversity issues into the program
  • Strong understanding of  Gender and Women's Economic Empowerment programs
  • Evidence of project cycle management experience, including strategic planning, budgeting, reporting, monitoring & evaluation.
  • Ability to work with local authorities and rural communities, including traditional and political leadership
  • Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application, especially in the Sudan context, with an ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment
  • Experience in convening different actors, building alliances, and networking around issues to deliver more significant change.
  • Excellent people skills, with proven ability to motivate others and work collaboratively, requiring strong self-awareness and interpersonal skills
  • Knowledge of donor environment, understanding of funding issues about Humanitarian-Development-Peace Nexus with evidence of successfully fundraising and growing programs in an environment comparable to CARE
  • Familiarity with CARE's business rules and program quality processes is an asset.
  • Creative and innovative approachability to lead thinking on technology choices and development approaches
  • Experience in building the capacity of the team internally and of external stakeholders.
  • Ability to foster innovation and cross-program learning
  • Willingness to travel regularly at short notice
  • Strong skills in networking, representation, and building relations with diverse stakeholders
  • Language: Proficient in both written and spoken English
  • Communications: Excellent report writing skills
