Description

UNDP country programme in Sudan aims to strengthen community resilience and promote inclusive sustainable development aligned with UNDP’s corporate Strategic Plan, the United Nations Development Assistance Framework for Sudan and the global Sustainable Development Goals. To achieve this, in full accord with Sudan’s national priorities, UNDP has dedicated itself in supporting community stabilization and governance building for peace, promoting environmentally sustainable livelihoods, a peaceful transition from recovery to development while building the nexus between humanitarian and development. UNDP Sudan pays particular attention to the inclusion of vulnerable groups, youth, women and grass roots citizens, with programmes that build multi-stakeholder partnerships; apply innovative development approaches; and fosters creation of new value areas to attain maximum development impact.

Sustainable Livelihood Unit in Sudan’s UNDP Country Office supports its poverty reduction work in its efforts to ensure adaptation to climate change adaptation, green job creation and equitable access to natural resources in rural areas as well as promoting inclusive, gender-sensitive policies for clean energy  and increase access to renewable energy across the countries.

Context of the Assignment

In close collaboration with other programme teams and operation unit, the Sustainable Livelihood Unit prepares Programme/Project documents and Technical Assessment Reports for CO as needed. This type of assignment is one such service line which is continuously demanded from the various ministries from the Government of Sudan. Therefore, The SLU prepares the Programme/Project documents including Technical Assessment Reports and submit the document to the Global Environment Facility, Lease Developed Country Fund, Adaptation Fund, Special Climate Change Fund, Green Climate Fund and Bilateral Donors.

To fulfill this objective, UNDP is seeking the services of highly experienced consultants on Programme/Project formulation and Technical Assessment Reports preparation professionals (national and international) to be contracted under a long-term service agreement for a period of three years.

This On-Demand Service will contribute to the quality products of programme/project documents and assessment reports to help position UNDP in emerging development priority areas in Sudan.

Duties and Responsibilities

Objective: The purpose of the assignment is to prepare/revise of the Programme/Project documents and Technical Assessment Reports with donor’s preference template or UNDP template

Scope of Works:

The international/national consultants will be responsible for completing the assigned tasks over an agreed period with the technical assistance of the Regional Technical Advisors (RTA) and Programme Advisor of Climate Change Environment and Energy. Generally, the following tasks will comprise for the assignment:

  • Preparation of the programme/project documents and technical assessment reports: The area cover climate change adaptation, renewable energy, Green House Gases emission, natural resources management, disaster risk reduction agriculture, water, Economic Analysis (NPV, B:C and IRR), Micro-finance and livelihoods development
  • Revision and re-submission programme/project document and technical assessment reports: The consultants should further detail and prepare concrete response to the technical reviewers from donors (i.e. GEF, LDCF, SCCF, AF, GCF and bilateral donors). The revised project document, annexes and technical reviewer sheet will be prepared as per the donor preference template of the respective funds and donors.
  • Finalization of the revised programme/project document and the technical assessment report: Incorporation of comments from vertical fund, donors and UNDP regional Office/Internal Technical Reviewer and Submission of the final report, and mandatory annexes.

Expected Activities

Three key activities are as follow:

  • Preparation of the programme/project documents and technical assessment reports
  • Revision and re-submission programme/project document and technical assessment reports
  • Finalization of the revised programme/project document and the technical assessment report

The deliverable should be submitted in soft copy via e-mail to the Team Leader of the Sudan UNDP Sustainable Livelihood Unit and to the Regional Technical Advisor. The consultant has to use the templates of the Vertical Funds (GEF, LDCF, AF, SCCF, GCF, donors) for the Full Project document/technical reports and annexes.

 Institutional Arrangements

The consultant will have direct contact with the Regional Climate Change Adaptation Technical Advisor and Programme Specialist of the Sustainable Livelihood Unit, UNDP Sudan and the concern government agencies. Generally, a national consultant will be recruited by UNDP, to provide remote support to the international consultant; avail the required data, technical designs and reports; and, secure co-financing that resulted in the technical reviewer sheet, final revised versions of the programme/project document and assessment report and solicitation of feedback for the project document. The national consultant will help the International Consultant to prepare and finalize the response matrix/technical review sheet, project document and the feasibility study.

Duration of the Work

The duration of this Individual Contract (IC) will be for maximum 300 working days over a period of 3 years, initially for one-year renewable for another two years based on the satisfactory performance and if there is a requirement of services by UNDP. There will be several requests /assignments of different durations for which UNDP will make at least two days advance notice for the normal requests. For the urgent/ emergency ones, the consultant should be available for the assignment within 24 hours from the time of request made.

Language Requirements:

Fluency in English (spoken & written) for international consultant

Fluency in English and Arabic (spoken & written) for national consultant

Criteria for Selection of the Best Offer

The offers received from the candidates will be evaluated using combined scoring method. The combined scoring method assesses the offers with technical merits of the proposals – where the qualifications and methodology will be weighted a maximum of 70%, and later combined with the price offer which will be weighted a max of 30%.

Eligibility Criteria:

MSc Degree or higher in climate change adaptation, renewable energy, Green House Gases emission, natural resources management, disaster risk reduction agriculture, water, development economic, Micro-finance and livelihoods ; minimum 10 year’s experiences for international and 20 years’ experience for national consultant in climate change adaptation, renewable energy, Green House Gases emission, natural resources management, disaster risk reduction agriculture, water, development economic, Micro-finance and livelihoods issues; GEF and GCF experiences

Price Proposals:

The price proposals of candidates obtaining 49 points and above (or 70% and above) will only be technically qualified; then their price proposals will be reviewed and compared for the assessment of overall ranking of the proposals. Those obtaining lower than 49 points (or lesser than 70%) will be technically non-responsive proposals; price proposals of such candidate will not be compared.

Assessment of the Price Proposals (30 Points) or 30%

The lowest priced bid from among the technically qualified Offerors will obtain the full marks of 30 points in the price proposal. Price proposals of remaining qualified bidders will be prorated against the lowest priced bid using the following formula to derive the marks in their price proposal:

Marks obtained by a Bidder = Lowest Priced Bid (amount) / Bid of the Offeror (amount) X 30 (Full Marks)

Award of the Contract/Award Criteria:

The contract will be awarded to the candidate (bidder) whose proposal obtains the highest cumulative marks (points) when the marks obtained in technical and price proposals are aggregated together.

Period

The framework agreement would cover a period beginning (20 April 2020 to) and ending (19 April 2023). UNDP reserves the right to rescind this agreement due to unsatisfactory performance by the contractor.

Required Skills and Experience

The International Consultant shall possess:

  • At least a master degree climate change adaptation, renewable energy, Green House Gases emission, natural resources management, disaster risk reduction agriculture, water, development economic, Micro-finance and livelihoods or related disciplines
  • Minimum 10 years of experience in one of the above-mentioned area and issues
  • Minimum of 5 years’ experience with project development, project designs and result-based management
  • Experience with multilateral supported climate change adaptation specially with the new GCF is an asset
  • Experience with preparation of technical feasibility reports for above mentioned area
  • Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality project documents and technical feasibility reports

The National Consultant shall possess:

  • At least a master degree climate change adaptation, renewable energy, Green House Gases emission, natural resources management, disaster risk reduction agriculture, water, development economic, Micro-finance and livelihoods or related disciplines
  • Minimum 20 years of experience in one of the above-mentioned area and issues
  • Minimum of 5 years’ experience with project development, project designs and result-based management
  • Experience with multilateral supported climate change adaptation specially with the new GCF is an asset
  • Experience with preparation of technical feasibility reports for above mentioned area
  • Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality project documents and technical feasibility reports
