Description
- The African Development Bank approved a grant for the Republic of Sudan to implement the Building Capacity for Inclusive Service Delivery Project (BCISD). The project aims at building governance, institutional and human resources capacities of the Ministries of Labor and Social Development (MLSS) and Health (MoH) at federal, state and locality levels and developing human capital at the community level to improve employability, create jobs and expand access to and coverage of tailored safety nets and health services for the poor, especially women and youth. The project particularly targets the North Kordofan and White Nile states and the National Health Insurance Fund (NHIF) within the MoWSS. At the community level, the project will initiate and support skill development and entrepreneurship initiatives to gradually empower the poor and vulnerable for gainful employment and poverty reduction.
- The project will promote an inter-sectoral and integrated approach to skill development, social protection and health by simultaneously building capacities of target institutions and people. The project will groom leaders at federal, state and district levels to effectively plan, design, and manage essential social protection services. Also, the project will train technical staff and devise a staff retention strategy to deliver basic services in marginalised rural and remote areas. The project will also prepare rural communities to be gainfully employed and withstand financial shocks. About 64% of the population in Sudan are uninsured and therefore often face financial shocks. These activities will contribute to poverty reduction, economic and social progression, and reduced dependency for fulfilling social protection needs. Furthermore, policies, strategies and frameworks relating to the target institutions’ core functions and human resources capacity will be developed and institutionalized.
- The African Development Bank (AfDB) is a multilateral financial institution which is involved in the development and financing projects in its 54 Regional Member Countries (RMCs) in Africa. The Banks Ten- Year Strategy 2013 – 2022 has identified governance and accountability as foundations needed to achieve inclusive economic growth and reduce poverty.
- The Ministry of Labor and Social Development (MoLSS) is the project’s executing agency responsible for the overall coordination and implementation of the project. MoLSS is the Implementing Agency through a dedicated Project Implementation Unit (PIU).
- It is against this backdrop that the Building Capacity for Inclusive Service Delivery Project (BCISD) recruiting a Monitoring and Evaluation officer, to be responsible for the project M&E functions. The successful candidate will be based in Khartoum and attached to the Project Implementation Unit of the BCISD project where he/she will report directly to the Project Manager.

Duties and responsibilities:
- Monitoring project progress, and disseminating evaluation results and other findings.
- Develop monitoring and evaluation plans to effectively analyze and present project results in a synchronized manner.
- Develop tools and processes that support quality project monitoring and evaluation, meet international standards and comprehensively analyze project output.
- Build up processes, tools and instruments, and ensure that a proper and establish standards for monitoring and reporting.
- use of agreed performance measures and ensure as described in the project results-based logical framework.
- Devise terms of reference for carrying out baseline studies as well as routine and periodic monitoring of outputs and outcome. Document and disseminate activities and accomplishments of different interventions in the form of reports and oral presentations.
- Conduct project surveys for impact level indicators. Lead field-testing, data collection and analysis of all projects, and report findings. Conduct appropriate analysis, including the use of complementary data sets and secondary analysis.
- Draft, edit and produce written briefs or reports on the project as necessary to promote project objectives and disseminate information to stakeholders.
- Identify and analyze factors for project success or obstacles to meeting objectives and in liaison with project management teams, identify, define, and validate the performance measures most appropriate and useful to project management.
- Evaluate what works and why, as well as what does not work, and unintended outcomes.
- Support the project manager in monitoring and reporting projects outcomes and ensure that findings from monitoring and reporting exercises are of high quality and are communicated to internal and external stakeholders effectively.
- Develop and institutionalize appropriate systems and tools for data quality assurance, including the consistent
- Provide timely support to the project team on monitoring and evaluation. Produce regular reports and respond to information requests.
- Collect and track project information and national and state level.
- Maintain data collection systems, ensuring that all necessary information from routine reporting is collected, analyzed and used in guiding internal project planning and evaluation.
- Carry out any other relevant duties that may be assigned by the Project Manager.

Minimum Qualification, Skills and Experience Required:
- At least a Master’s degree in Economics, Management, finance or commerce or Public Health.
- Bachelor’s Degree in Commerce, Finance, Economics, Mathematics, Health Sciences, or other quantitative or science degree in a related field.
- At least seven(7) years of proven experience with:
- The logical framework approach and other strategic planning approaches;
- M&E methods and approaches (including quantitative, qualitative and participatory);
- Planning and implementation of M&E systems;
- Information analysis and report writing
- Experience working with donor-funded programs.
- Familiarity with statistical/econometric software (e.g. PCGIVE, E-VIEWS, STATA, etc.) and the ability to use the same for analyses.
- Experience working with high-level government officials and business executives.
- Excellent communication skills (including oral, written and presentation skills).
- Good interpersonal skills including diplomacy, tact and ability to negotiate and influence excellent command of written and spoken English.
REPORTING REQUIREMENTS
- As part of this assignment, The Monitoring and Evaluation Officer will prepare monthly, quarterly, and annual M&E reports.
DURATION OF THE WORK
- The contract is for 18 months, which is renewable at the end of each year based on the performance of the incumbent to the satisfaction of the project management.
