Introduction to the Country Office: Norwegian church Aid is in Sudan since 1972 and works in the fields of relief, rehabilitation, and development. The Country Office in Khartoumcurrently has two field offices in South and the Central Darfur States, and about re-open a field office in South Kordofan State. NCA works through national partners in North, West, South Kordofan, White Nile States, and South and the Central Darfur States.

Background:

Purpose of the Job:

NCA is looking for a MEAL Officer. You will work in a dynamic team who develop and manage integrated humanitarian projects in sectors including WASH, GBV, ASRH and Energy and Environment in Eastern Sudan. Together with colleagues you play an active role in developing and implementing the monitoring, evaluation, accountability and learning of the programmes to ensure that they best meet the needs of those we serve. The MEAL Officer ensure quality programming and will develop and operationalize a framework for receiving complaints and providing feedback from the affected populations to ensure accountability and improve programme delivery. The MEAL Officer will oversee a team of complaints and response mechanism (CRM) community volunteers in the camp.

Duties and responsibilities:

In liaison with NCA Sudan’s M&E team, operationalize NCA’s M&E framework including and not limited to designing program M&E tools for data collection, verification, and management and reporting as well as data audits.
Develop and operationalize NCA Gedaref’s Complaints and Feedback/Response Mechanism (CRM) for accountability to affected people, including training and oversight of CRM community volunteers.
Coordinate with and attend meetings of relevant sub-national working groups (i.e. Communication with Communities (CWC)) in Gedaref.
Contribute to the development, design and planning of projects so that projects have a clear and visible strategy towards impact that is in line with NCA’s mission and strategy, and projects include clearly defined measurable indicators of outputs, outcomes and impact.
Contribute to outcome and evidence-based strategic decision-making at NCA and promote a culture of evidence-based learning and adaptation.
Assist Project Managers to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators.
Follow up on monitoring and evaluation exercises for various initiatives for the organization.
Monitor and evaluate overall progress on achievement of results as well as the sustainability of the projects results and report periodically to the relevant Project Manager.
Conduct regular quality checks for data from various sources within the programme, ensuring clarity, accuracy and consistency.
Facilitating timely provision of data/information to the Programme coordinator for analysis and report writing.
Suggest strategies to the Project Management for improving the efficiency and effectiveness of projects by identifying bottlenecks in completing projects activities and developing plans to minimize or eliminate them.
Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files, reports and presentations for major activity undertaken.
Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs, including input for impact related success stories.
Assist in gathering, summarizing and disseminating relevant technical updates on program planning monitoring, evaluation and operations research within the project. Support sector managers and partners in data collection, analysis and report writing to ensure consistency with the appeal and donor proposals.
Coordinate mid-term reviews and evaluation of program activities and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling-up in different community settings.
Build capacity of staff and partners on the logical framework, data management, data analysis and results-oriented programming, monitoring and evaluation methods and principles and report writing techniques and requirements for relevant donors to ensure compliance.
Perform other relevant duties as assigned (of a similar nature or related and in the interest of the organization).

Minimum Qualification, Skills and Experience Required:

Qualification:

Bachelor’s degree in a relevant subject area (i.e. Research Methods, International Development, Social/Human sciences, or related fields).
Experience:

At least two years of relevant experience in project design, implementation, monitoring and evaluation.
Previous experience in project implementation and reporting with an INGO preferred.
Extensive experience working with beneficiary communities (experience developing CRM preferred).
Demonstrated experience with quantitative and qualitative research methods.
Good experience in monitoring and evaluation of programs across different districts.

Excellent command of both written and spoken English and Arabic • Good communication skills and report writing skills.

Comfortable working in under-resourced and difficult settings – Note: this position will require regular extensive travel to refugee camps and/or staying at the field site for extended periods of time.
Strong and fast computer skills (primarily Word, Excel, and Power Point and outlook).
