 Background:

The National Democratic Institute office in Sudan seeks a Monitoring and evaluation specialist to manage the development of activities at NDI Sudan office

 Duties and responsibilities:

Under the supervision of the Program Director, the M&E specialist is required to ensure the following tasks

  • Provide technical assistance and oversight in drafting the qualitative sections of the M&E reports for all Sudan programs
  • Develop (in consultation with NDI HQ) tools and protocols to capture relevant qualitative data, which will yield rich qualitative information across each activity
  • Orient and train staff and implementing partners on the new qualitative data collection tools, and protocol
  • Drafting reports on a weekly, quarterly and annual basis.
  • Provide assistance on program proposals and concept notes including designing relevant activities and developing M&E plans, logical frameworks, and performance monitoring plans.
  • Review, analyze, and synthesize qualitative data to ensure logical inferences and conclusions are drawn from the findings.
  • Design and setup a Learning strategy/plan and conduct learning meetings to improve the quality of the work.
  • Update NDI’s Sudan Database for Monitoring, Evaluation and Learning (DMEL) and coordinating, sharing and disseminating MEL-related resources and trainings for Sudan team involved in updating the database.
  • Provide compilation and analysis of program data and information for NDI’s institutional databases use.
  • Assist Sudan program staff and consultants in understanding the NDI’s institution MEL database structure and features.
  • Coordinate and provide guidance to staff in analyzing, visualizing and interpreting indicator data and critical assumptions and risk monitoring across NDI’s Sudan projects.
  • Master the quality of reports to ensure the incorporation of indicator data; and observe emerging reporting shifts and needs at NDI’s Sudan projects level.
  • Triangulate M&E findings with routine program and evaluation data to provide further insight into program effectiveness and identify opportunities for learning
  • Generate and disseminate synthesized reports and presentations that are tailored to the intended audience.
  • Support the implementation of surveys, interviews, and/or focus groups as part of cumulative assessments or any other assessments and evaluations under the direct supervision Senior Resident Country Director and Program Director.
  • Draft program success stories.
 Minimum Qualification, Skills and Experience Required:
  • At least 5 years of experience in international development mastering Monitoring, Evaluation and Learning processes.
  • A bachelor's degree in the field of evaluation, international development or a related technical field.
  • Technical proficiency in at least one of the following fields: democracy and governance, electoral process, or education.
  • Strong communication and presentation skills, including an ability to synthesize and explain complex information to stakeholders.
  • Experience designing and implementing various types of mixed-methods evaluations (impact, performance, etc.), analyses, assessments, and qualitative research.
  • Significant data analysis skills including command of statistics, sampling methodologies, statistical analysis software, and data validation techniques
  • Extensive experience drafting and finalizing evaluation reports
  • Experience managing complex relationships with a variety of stakeholders
  • Strong familiarity with USAID's Evaluation Policy
  • Familiarity with innovative approaches/methodologies, including virtual data collection techniques and best practices, an asset
  • Superior skills in written and verbal English required
