Background

Terms of Reference (TOR) for an Individual Contract (IC)

A. Project Title: Consultancy to develop the «Sudan Peacebuilding and Stabilization Programme's (SPSP)» programmatic framework and finalise priority programmes in support of UNITAMS mandate

B. Project Description. On 3 June, the Security Council, through resolution 2524 (2020), established the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The resolution mandates that UNITAMS will have the following strategic objectives, working in close collaboration with the Transitional Government of Sudan and under Sudanese sovereignty:

  • Assist the political transition, progress towards democratic governance, in the protection and promotion of human rights, and sustainable peace;
  • Support peace processes and implementation of future peace agreements;
  • Assist peacebuilding, civilian protection and rule of law, in particular in Darfur and the Two Areas.
  • Support the mobilization of economic and development assistance and coordination of humanitarian assistance.

The «Sudan Peacebuilding and Stabilization Programme (SPSP)», presently under development, will be funded by the Peacebuilding and Stabilization Window of the Multi-Partner Trust Fund (MPTF) Sudan Financing Platform. This will enable the UNITAMS to take forward the implementation of Security Council resolution 2524 (2020). Each strategic objective/Pillar will be articulated around a programmatic framework that will regroup the major interventions undertaken by the UNCT in that area. The development of the SPSP comes at a time when the closure of UNAMID has heightened the imperative of ascertaining which priority peacebuilding, stabilization and protection of civilian activities should most usefully support the mandate, while preventing critical protection gaps associated with UNAMID's mandate cessation. It will have to simultaneously address support to the political transition in Sudan and the reconfiguration of the UN presence. Finally, it will have to integrate a strong community stabilization dimension, while at the same time focusing on support to institutional reforms at the national and sub-national levels.

To assist peacebuilding, civilian protection and rule of law, in particular in Darfur and the Two Areas, and support its third strategic objective/Pillar, which relates to SDGs 5, 10, 11, 16 and 17, this consultancy will also assist the development of a programmatic framework for the third Pillar of the mandate and priority programmes for the Two Areas and Drafur focusing in particular on the following:

  • Support Sudanese-led peacebuilding, in particular conflict prevention, mitigation and reconciliation, community violence reduction with a particular focus on inter-communal conflict, mine action, collection of small arms and light weapons consistent with international standards, and durable solutions for IDPs and refugees, and their safe, voluntary and dignified return, reintegration and relocation with host populations as appropriate, including through integrated peacebuilding mechanisms in line with paragraph 7 of this resolution and political engagement at the local and state level;
  • Assist, advise and support the Government of Sudan's capacity to extend state presence and inclusive civilian governance, in particular through strengthening accountable rule of law and security sector institutions and building trust between state authorities and local communities, including through community-policing initiatives, or other methods of unarmed civilian protection, and providing advisory and capacity building support for security authorities, in particular the Sudanese Police Force (SPF), including through United Nations advisers;
  • Assist, advise and support the Government of Sudan to establish a secure and stable environment within which any future peace agreement can be implemented, by providing effective support to national and local authorities on civilian protection, in particular IDPs, in the conflict-affected areas, supporting the Government of Sudan in implementing the National Plan for Civilian Protection (S/2020/429) and developing measurable benchmarks, and through deploying mobile monitoring teams, facilitating local crisis mediation, early warning mechanisms, including Women Protection networks, communications and outreach strategies with affected populations; Support the strengthening of the protection of human rights, in particular in conflict affected areas, including by supporting protection for women and for children from all forms of sexual and gender-based violence and other violations and abuses, through monitoring and reporting of violations of international humanitarian law and international human rights law, and refugee law, implementation of the Framework of Cooperation between the United Nations and the Government of Sudan on conflict-related sexual violence (CRSV), support to the development and implementation of action plans and a national prevention plan on violations and abuses against children, through women and child protection advisers and supporting the provision of medical, psychosocial, legal and socioeconomic services to all survivors of sexual violence;

Given the remaining concerns regarding the protection of civilians across conflict-affected areas, in particular in Darfur, these priority programmes will support the strengthening of the protective environment in those areas, primarily through supporting the operationalization and implementation of the transitional government's National Plan for Civilian Protection (S/2020/429). In Darfur, UNITAMS will work closely with the UNCT to build on the legacy of UNAMID, and lessons learned through its programmatic activities to increase its focus on this priority as UNAMID draws down. The Mission will do so through monitoring and reporting on the human rights situation, advocacy at all levels and support to national and local counterparts on key areas, in accordance with the Human Rights Due Diligence Policy. It will also support the implementation of the Framework of Cooperation between the United Nations and the Government of Sudan on conflict-related sexual violence. Because UNITAMS will build on the legacy of UNAMID and collaborate with the UNCT, these efforts will require long-term engagement.

Duties and Responsibilities

C. Scope of Work

Building on work already done within UNITAMS and the Office of the Resident Coordinator to establish a programmatic framework for the 'Peacebuilding and Stabilization Window of the MPTF, and a programmatic framework for the UNCT to support the implementation of the mandate, the consultant will:

    • Review relevant literature, background documents, relevant national legislation, strategies, policies and reports available within UNITAMS, the UNCT as well as documentation provided by UNAMID.
    • Work in collaboration with the Technical Working Groups (TWG) established between UNITAMS and the UNCT, and other consultant(s) hired to assist the development of the programmatic framework, to shephard the process and finalise the SPSP programmatic framework. To do this, the incumbent willl be expected to actively participate in TWG discussions where necessary, potentially conducting a series of consultative meetings and workshops with all stakeholders, including UNITAMS and UNCT staff and/or relevant government counterparts, to obtain input to the monitoring and evaluation of the programmatic framework. Throughout his/her assignment the consultant is expected to work closely with the Senior Peacebuilding Officer and the PBF Secretariat within the Office of the Resident Coordinator.
    • Develop a comprehensive and detailed programmatic framework for the peacebuilding, human rights, rule of law and the Protection of Civilians pillar. Working with the TWGs and the relevant UNITAMS and UNCT staffmembers, conduct a series of consultative meetings with stakeholders to finalise the programmatic framework across all pillars.
    • Develop priority programmes for the Two Areas and Darfur.

 

  • Ensure that the programmatic framework takes into consideration a gender-responsive conflict analysis at national and sub-national level as justification of the project document.
  • Ensure gender and youth dimensions are mainstreamed and priorities are addressed throughout the development of the programmatic framework to ensure compliance with gender Marker 2 [1].
  • Determine principle key elements within the government and other counterparts to ensure that the programmatic framework is inclusive and comprehensive at both national and sub-national levels.
  • Identify and map out national and international partners working in the field that need to be engaged.
  • Working with others over see the develop a clear and articulated Theory of Change for each of the different Pillars/sub-components of the mandate based on the overall SPSP Theory of Change, as well as the conflict and political economy analysis relevant to this Pillar and develop a consensus vision around said Pillar.
  • Identify institutional capacity challenges for implementation of the Pillar components and the achievement of results;
  • Explore linkages and complementarity with the other Pillars of the SPSP to identify areas of programmatic synergies and make recommendations.
  • Ensure that the proposed activities and responses within identified areas are grounded within the realities of Sudanese society and based on a "conflict sensitivity and do no harm approach" to minimize harm and maximize positive impacts.
  • Ensure that the draft programmatic framework and the priority programmes are circulated among stakeholders and their feedback is incorporated before finalizing the documents
  • Ensure that all products and process deliverables are aligned with the relevant processes in the Office of the Resident Coordinator and with UNITAMS. The consultant should provide regular progress reports to RCO and UNITAMS to ensure the same understanding and agreement on the steps taken within this consultancy.

The output document should be a product of an inclusive consultative process amongst the UNITAMS and UNCT as well as with other relevant partners and informed by the evidence of peacebuilding needs.

Reporting to the RC ai, the consultant will support the SPSP team by developing the programmatic framework for the peacebuilding rule of law and protection of civilians pillar. This should be supported by evidence and programme priorities of agencies. The draft programmatic framework must be circulated and/or presented to the stakeholders and their feedback should be incorporated.

E. Institutional Arrangement

The consultant will report to the RC/HC a.i. but should work closely with UNITAMS, and its Senior Peacebuilding officer, and the integrated UNCT partners, to develop the programmatic framework for the third pillar of the mandate, supported by evidence and programme priorities of agencies. In so doing there, will need to be be extensive collaboration with the agencies, funds and programmes as well as with international partners.

F. Duration of the Work

The duration of work is 30 working days as of 31 January 2021 working for no less than five days a week. The assignment must be completed before 31 March 2021.

G. Duty Station

Khartoum-based although the consultant may begin work remotely while waiting for the visa. The expected start of the assignment is 31 January 2021. During that time, there may potentially be travel within Sudan - if COVID-19 pandemic travel arrangements and quarantine (personal isolation) standard operating procedures (SOPs) - allow and if warranted.

Required Skills and Experience

H. Qualifications of the Successful Individual Contractor

  • University degree in social sciences or discipline relevant to peacebuilding, rule of law and sustainable development
  • At least seven years' of relevant work experience in peacebuilding, rule of law and sustainable peace;
  • Experience with building partnerships and mobilising resources
  • Experience in project development, implementation and management
  • Experience in developing and implementing peacebuilding andrule of law programmes;
  • Familiarity with UN work in the Arab States region at country and regional level will be an asset
  • Language requirements: English. Working knowledge of Arabic will be considered an asset.
