Description

Background

In January 2018, the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) approved the Program Continuation request of the Republic of Sudan funding of HIV/AIDS, and TB, under New Funding Model (NFM) -2 for the implementation period of 2018-2020. During the period of implementation of NFM-2, UNDP and the GF have agreed on Principal Receipient (PR) transitional measures which will enhance gradual transfer of the PR-ship roles of GF grants to the Ministry of Health.

The procurement of goods (including health products and non-health products) and services represents a major portion of expenditure of the GF programme. One of the key activities under Sudan grants is to strengthen the national health procurement and supply chain management system to ensure the safe and effective use of medicines for improved health standards.

UNDP is recruiting a Procurement Associate to support the implementation procurement of Health and non-health commodities and ensuring functional supply chain management systems of these products to the last mile.

Under the overall guidance of the Global Fund  Programme Manager and Direct Supervision of the Procurement and Supply Chain Management ( PSM) Specialist, the Procurement Associate works in close collaboration with the procurement, programme, finance, and monitoring and evaluations staff within the Global Fund Programme Management Unit (PMU), Procurement unit at the UNDP Country Office, The GF Sub-Recipients (SRs), government counterparts and the Procurement Support Office in Copenhagen.

Duties and Responsibilities

Summary of key functions:

  1. Provide technical support for strengthening pharmaceutical and Health Products Procurement and Supply Chain Management operational support systems.
  2. Support the Forecast and Quantification, Procurement and Supply Chain Management (SCM) and contract management.
  3. Supports the creation of partnerships and ensure on-time ordering, on-time delivery of all procurement to end beneficiaries.
  4. Contributes to capacity building and knowledge sharing

 

1. Provide technical support for strengthening Procurement and Supply Chain Management (PSM)  of pharmaceutical and Health Products Procurement.

  • Support the procurement analyst in the development, implementation, and monitoring of the GF commodities Procurement work plans, policies, and strategies, including tracking order status and updating work plan, budgets, milestones and indicators associated with Procurement within the PSM Unit.
  • Support planning, implementation and monitoring of annual Procurement for the Global Fund pharmaceutical and other health and none- health-related commodities,  including monitoring of on-time delivery of  commodities.
  • Provide day-to-day technical support to National Medicines Supply Fund (NMSF) and partners and regularly monitor port clearance and provide regular status.
  • Support the process of the GF health commodities shipment clearance process on-time including verification of shipment documents, certificates compliance with the National Regulatory Authority (NRA) to ensure obtaining required approval/clearance from the country regulatory authority, National Medical and Poisons Board (NMPB).
  • Liaises with supply chain counterparts at NMSF and NMPB to ensure adequate implementation of import authorization for all commoditoies  procured by UNDP.
  • Prepare and compile the quarterly Procurement implementation reports including custom clearance, delivery inspection reports and payment status to be reviewed and shared with concerned government counterpart and follow up on implementation of recommendations.
  • Provide technical support in the development of the specification and advise NMSF, Diseases Control Directorate (DCD) and program managers in trade terms and legal and procurement requirements.

2. Support the Supply Chain Management (SCM) and Procurement Technical Assistance Provider oversight and contract management

  • Provide technical and administrative support to Procurement Technical Assistance providers including national and international consultants TORs development, contractual arrangement, follow and clearance of final products and reports in light of its responsibility to the strengthening of procurement capacity within the NMSF and MOH;
  • Document the procurement process   including    consultants, for GF procurements
  • In consultation with the Supply Chain Management Analyst, the procurement and Finance team ensures due payments are processed; and relevant documentation is maintained suppliers, consultants and other Sub-Recipients (SRs) involved in SCM   activities of GFATM.
  • Ensure the maintenance of documentation related to the SCM and procurement Technical Assistance (TA) activities and other SRs contracted to implement SCM   interventions.

3.Supports the creation of partnerships and ensure harmonization of procurement Supply Chain Management

  • Provides support in the creation of strategic partnerships and maintains effective communication channels with relevant SCM and procurement partners including NMPB, NMSF and the Federal Ministry of Health.
  • Raise requests, track expenditures and prepare monthly and quarterly financial expenditure reports related to Procurement work plan implementation.
  • Provides administrative support for the preparation and facilitation of supply chain and Procurement related events, including mission travels, workshops, and training.
  • Actively engage and provide necessary support in the integration of UNDP / GFATM SCM and procurement activities with other partners and other programs in the Ministry of Health.
  • In consultation with and advice from Supply Chain Management Analyst, implements recommendations from internal and external audits by ensuring timely corrective measures are taken, when necessary.
  • Support the GF procurement Analyst and NMSF to conduct and publish reports for national quantification of medicines and health products for HIV/AIDS and Tuberculosis and malaria in Sudan
  • Support the activities led by the NMSF and DCD to review the tools and methodologies used for national and sub-national quantifications
  • Provide Technical Assistance in an analysis of key national supply chain procurement and distribution and related data to inform national planning cycles

4. Contributes to capacity building and knowledge sharing

  • Supports the organization of different trainings, workshops, and meetings for the GF staff and SCM and procurement partners.
  • Supports the synthesis of lessons learned and best practices in the area of procurement and SCM.
  • Undertakes any other administrative tasks as assigned by the Procurement Analyst and PSM Specialist, if required.
  • Prepares reports on activities, outputs and outcomes to meet internal UNDP requirements and for FMOH and the donor;
  • Monitors and manages documentation on the PSM implementation process and use lessons learned to inform effective scale up;
  • Provides periodic status reports, annual reports, case studies, etc. in a timely manner.

Required Skills and Experience

Education:

  • Secondary Education with specialized training in procurement,  Procurement and Supply Chain Management, or Business Administration OR University Degree in Pharmacy, Business or Public Health Administration would be desirable, but is not a requirement.

Work Experience:

  • 7 years with Secondary Education, or 4 years with a University Degree of progressively responsible Procurement experience in health /non health commodities, procurement and supply chain management;
  • Sound knowledge on   health-related and non-health related commodities Procurement as per country and international standards;
  • Advanced knowledge of automated procurement systems and experience in handling of web based management systems.
  • Knowledge of the Global Fund procurement and financial management procedures is an advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc),
  • Excellent organizational and interpersonal skills;
  • Excellent oral and written communication  skills;

Language Requirements:

Fluency in both written and spoken English and Arabic .
