Description

Background:
  • The African Development Bank approved a grant for the Republic of Sudan to implement the Building Capacity for Inclusive Service Delivery Project (BCISD). The project aims at building governance, institutional and human resources capacities of the Ministries of Labor and Social Development (MLSS) and Health (MoH) at federal, state and locality levels and developing human capital at the community level to improve employability, create jobs and expand access to and coverage of tailored safety nets and health services for the poor, especially women and youth. The project particularly targets the North Kordofan and White Nile states and the National Health Insurance Fund (NHIF) within the MoWSS. At the community level, the project will initiate and support skill development and entrepreneurship initiatives to gradually empower the poor and vulnerable for gainful employment and poverty reduction.

 

  • The project will promote an inter-sectoral and integrated approach to skill development, social protection and health by simultaneously building capacities of target institutions and people. The project will groom leaders at federal, state and district levels to effectively plan, design, and manage essential social protection services. Also, the project will train technical staff and devise a staff retention strategy to deliver basic services in marginalised rural and remote areas. The project will also prepare rural communities to be gainfully employed and withstand financial shocks. About 64% of the population in Sudan are uninsured and therefore often face financial shocks. These activities will contribute to poverty reduction, economic and social progression, and reduced dependency for fulfilling social protection needs. Furthermore, policies, strategies and frameworks relating to the target institutions’ core functions and human resources capacity will be developed and institutionalized.

 

  • The African Development Bank (AfDB) is a multilateral financial institution which is involved in the development and financing projects in its 54 Regional Member Countries (RMCs) in Africa. The Banks Ten- Year Strategy 2013 – 2022 has identified governance and accountability as foundations needed to achieve inclusive economic growth and reduce poverty.

 

  • The Ministry of Labor and Social Development (MoLSS) is the project’s executing agency responsible for the overall coordination and implementation of the project. MoLSS is the Implementing Agency through a dedicated Project Implementation Unit (PIU).

 

  • It is against this backdrop that the Building Capacity for Inclusive Service Delivery Project(BCISD) is recruiting a Procurement Officer, to be responsible for all project procurement activities. The successful candidate will be based in Khartoum and attached to the Project Implementation Unit of the BCISD project where he/she will report directly to the Project Manager.

 

 Duties and responsibilities:

The Project Procurement Officer will be responsible for: the management of project procurement activities as part of per the Bank’s rules and procedures and agreed on Project implementation arrangements as stipulated in the project documents. The specific tasks of the Procurement Officer include but are not limited to the following:

  • Prepare and keep updated the project Procurement Plan based on the African Development Bank (AfDB) template in consultation with procurements assistants at the state level, beneficiary units and institutes and ensure the Bank’s clearance for execution.
  • The Procurement Officer is responsible for ensuring adherence of procurement implementations per the approved Procurement Plan;
  • Per the Bank’s Procurement Rules and Procedures follow up and assist stakeholders to prepare specifications, terms of reference, bill of quantities, etc.;
  • Prepare specific procurement notices (SPN), request for Expression of Interests (EoI), follow up timely publications, arrangements for collection of bids/ offers and prepare relevant paperwork for evaluation by Committee/ Team of experts;
  • Review, analyze and formulate project procurement requirements of different stakeholders and monitor timely and successful implementations in consultation with concerned stakeholders and the Project Manager.
  • In consultation with the Project Manager and stakeholders prepare tender documents, request for proposal documents following the Bank’s Standard Bidding (SBD)/ Request for Proposal (RFP) documents, or as and when required, any other non-standardized bidding documents, for the Bank’s review and clearance;
  • Initiate and coordinate the procurement process for all shopping procurement methods;
  • Under the supervision of the Project Manager, follow up procurement-related correspondences and document submissions, facilitate timely analysis and responses to the request for clarifications, complaints and issues raised in the procurement contract implementation with clients and the African Development Bank for speedy actions;
  • Facilitate receiving and proper handling of bid securities, pro forma invoices and performance securities including to ensure the validity, timely extensions and timely releases;
  • Provide support in the selection of the shortlists of consultants and pre-qualification of suppliers where necessary;
  • Provide guidance and assist in the preparation of evaluation reports following the Bank’s standard evaluation guidelines or, as required, other internationally acceptable evaluation procedures. Coordinate the Evaluation Committees meetings, and where necessary assume the role of the committee’s Secretary in recording the minutes of the meetings. Ensure internal approval of procurement evaluation reports and decisions beforethe submission of documents to the African Development Bank;
  • Carefully review any procurement related documents for compliance with the financing agreement, appraisal report or the procurement plan, whichever is appropriate, before submittal to the Bank’s clearance;
  • Support the Project Manager and government officials in preparing correspondence communications to the Bank for procurement related matters;
  • Provide support in the preparation of the final contracts, and ensure timely distribution of all relevant procurement documents and contract agreements to pertinent stakeholders including the Bank;
  • Ensure timely and proper arrival of goods and other deliverables, receipt of payment invoices, goods receiving reports and reconcile financial and technical proposals/ offers against final invoices and purchaser’s/ employer’s/ Client requirements. Take immediate action for short landed and missing items and follow up for claim settlements and report to the Project Manager and relevant authorities in the Ministry;
  • Ensure maintenance of up to date books/ registers, files, records and inventories on goods procured under the project and develop a reporting system for procurement contract executions;
  • Validate the state level periodic reports on procurement and prepare periodic status reports (monthly, quarterly and annual) on the procurement implementation under the project and keep stakeholders and the Bank informed of procurement status;
  • Support stakeholders in procurement capacity building and other related activities;
  • In cases of procurement actions requiring the Bank’s clearance and “no objection”, coordinate the dispatch and delivery of procurement documents to the Bank, closely follow up with the Bank to get timely responses;
  • Monitor and ensure appropriate responses to procurement questions and clarifications requests raised by the Bank;
  • Carry out any other relevant duties that may be assigned by the Project Manager and relevant Authorities of the Ministry.
 Minimum Qualification, Skills and Experience Required:
  • At least a Master's degree in Economics, Management, Administration, Public Administration (Engineering or Finance) or equivalent and expertise of Procurement work or related discipline (relevant professional certification is acceptable).
  • At least 10 years of relevant and progressive professional experience in formulating and implementing procurement programs and projects;
  • Proven knowledge and practical experience in the procurement of goods, works, and consultancy services, preferably within the framework of donor financing conditions;
  • Self-confidence; capacity to work in a team; good analytical capacity; excellent communication and information management skills; honesty; ability to grasp details; client focus;
  • Ability to use standard Microsoft Office applications;
  • Capacity to communicate effectively in English and Arabic (written and oral)
  • Experience working with donor-funded programs is advanced.

 

REPORTING REQUIREMENTS

  • As part of this assignment, the procurement officer will prepare monthly, quarterly, and annual procurement reports.

 

DURATION OF THE WORK

  • The contract is for 18 months, which is renewable at the end of each year based on the performance of the incumbent to the satisfaction of the project management.
